The petition of Fernando McCraney in relation to an old shaft near pest house was referred to the marshal
The bond of G Gmehle as assistant city assessor was referred to the assessor as assistant city assessor

The profile of the grade of Broad Street and also the profile of grade of West Fourteenth St was referred
to a special committee to consist of Ald Crawford Deckert Glab McCarthy and Olinger
On motion the rules were suspended and Mr Wm Coates allowed to address the council in relation to
his assessment on money and credits

On motion of Ald Clancy the assessmet of Mr Coates on money and credits was placed at fifteen thousand
15,000 dollars
Reports of Officers
Auditor Brayton reported the list of salaries due to city officers and employees for the month of January
amounting to 1787.03
ordered paid
Treasurer Traut reported having paid for hose interest and refunded tax the amount of 965.79 ordered that
warrants be drawn
Street commissioner Foster reported that the amount of 378.50 had been expended on streets during the
month of January

Marshal Zugenbuehler reported that 960.00 was necessary to pay the police force for the month he also reported
that 54 arrests had been made for the following causes Intoxication 32 Assault 7 Vagrancy 10 Larceny 2
Disturbing the Peace 2 Profane Language 1

On motion of ald McCarthy the rules were suspended and John Pier was allowed to address the council in
relation to an old bond held by him after the explanation of Mr Pier the matter was referred to a special committee
to
into the committee consist of Ald McCarthy Clancy Hollnagel and the city auditor
Reports of committees
The mayor reported for the committee appointed to adjust the stocking claim that the committee had settled
the matter by agreeing to issue the bonds of the city for the amount 26,000 to bear interest at the rate of
6% per annum from January 1 1882 also to issue a bond for 500.00 in settlement for 1900.00 of coupons
now in the state court The report of the committee was approved by the council
A resolution was offered by Ald Crawford that a warrant for 26.20 be drawn in favor of Justus Stocking to
pay the balance of the above claim

Ald Olinger reported in favor of accepting the resignation of Frank Strinsky as Engineer of the Steamer J K Graves
and offered the following resolution which was adopted
Be it resolved by the city council of the city of Dubuque that in accepting the resignation of Frank Strinsky
as engineer of the steamer J K Graves we asknowledge the loss of the services of a competent and faithful
servant who for the past 16 years has always been found ready at duties call and on retiring we desire to
express our best wishes for his future prosperity in whatever path his lot may be cast
ald McCarthy chairman of the committee on PG&B reported in favor of paying the bill of the Dubuque
Water Co for water furnished street fountains 300.00
Ald Hollnagel chairman of the committee on delinquent tax reported as follows
On the petition of James Cushing and son that lots 137 and 139 be assessed at 10,000.00 manufacturers
1,000 merchancise 1000 also that petitioners be allowed to pay one half 1/2 of the tax of 1881 without
interest and the treasurer be instructed to give a receipt in full
On the petition of Nicholas Mettle that the treasurer be instructed to mark the sale illegal on the tax books
On the petition of Mrs Patrick Fox that her tax be cancelled for 1883 also the taxes of the following John Mueller

That the n 1/2 lot 565 Ham's add be redeemed from tax sale and the treasurer be instructed to pay D Rhombert

that the assessment of D Conigisky on merchandise for 1883 be placed at 5000
That the assessment of the Chamberlain and Norweigen plow companies be placed the same as last year

That the assessment of Dennis Powers be reduced 100 and the treasurere refund the amount of tax
over paid
That the assessment of Bridget Eagan on lot 16 of mineral lot 79 be placed at 400 and the treasurer
instructed to refund tax over paid
That the sale of lot 43 west add be marked illegal on the tax book of 1882
That the assessment of O S Langworthy on lots 158-158 a 160 160a and 168 L H Langworthys add
be placed at 400 each for 1883

Ald Deckert reported for the street com
That the petition of Mary A Mulkern be received and filed that the petition of Wm H Peabody in relation to
improvement of alley be granted that the petition of A A Cooper be received and filed That the petition of
F R Mitton et al be received and filed that the board of education be granted furthe rtime to lay sidewalk
on High Street Eagle Point the report was adopted
Ald Olinger reported on the petition of B W Jones that he be allowed to rebuild a frame carpenter shop
Adl Glab reported on teh petition of H H Clark that he be allowed to proceed with his building provided he
will put up a stone or brick wall in the front and rear of said building within three months from date and if not
the building to be condemned by the city council and removed by the owner
The same reported on the petition of Frank Brede that he be exempt from taxes on 3700 moneys and credit
the amount loaned to the city
The salaries of the city officers have been once fixed by the city council for the present term and no good
reason has been presented calling for an increase wherefore resolved that it is inexpedient to increase
the salary of any officer for the current municipal year
adopted
The question arising as to whether the marshal should receive the one hundred dollars extra it was decided
by the council that the resolution adopted cover all city officers.
Ald Glab reported on the petition and claim of Hugh Wiley that he be allowed the fum of fifteen dollars in
full for all damage
A communication was read from treasurer Traut in relation to traveling merchants who come to the city after
assessment for the year has been made and doing business without paying any tax on their stocks of
goods calling on the council to provide for the assessment of the same referred to the committee on Ord
Ald Crawford reported on the ordinance that the committee to whom was referred the water gas ordinance
had given the matter a careful investigation and had also received proposals from the Key City Gas Co
to enter into a new contract with that company with a reduced schedule of prices greatly reducing the
price of gas which the committee had embodied in an odinance providing the council would enter into
said contract the period of the contract to be the years from Jly 1st 1884

Ald Clancy moved the adoption of the report of the committee on which the ayes and nays were called
Ayes Ald Altman Clancy Crawford Deckert Hollnagel Martin McCarthy and Olinger
Nays Ald Glab and Kavanaugh
On motion the rules were suspended and mr J J Linehan addressed the council he presented a section of
the rail proposed to be laid for the new street railway track the rail is known as the Johnson rail which was
on motion approved by the council Mr Linehan said that the street car company had been notified to pay
a license on the street cars he stated that the ordinance granting the company right of way through
the city did not specify any license the matter of license was referred to a special committee to consist
of Ald Clancy altman Hollnagel and city attorney
The petition of the Dubuque Northwestern Railroad Company asking right of way through the city also the
remonstrnce of the property owners on Jackson Washington and Elm Street were read and on motion the
rules were suspended to allow the petitioner to address the council in relation to the matter.
John Wunderlich Nick Gonner Mr Brewster and other property owners along the proposed route opposed
the granting of the right of way on any street west of Pine Street as the granting of said right of way would
damage property to a very great extent
Ald Olinger moved that in granting the right of way to the Dubuque Northwest Railroad Company the company
be confined to that section lying east of Pine Street
ald Altman seconded the motion
Mr. Woodruff being present was asked to explain the purpose of teh company he said the company did not
desire to damage any property more than was necessary to give them a cheap and feasible route through
the city
Ald McCarthy asked to have the matter referred to a committee of one from each ward as he did not feel
prepared to vote in the matter at present
Ald Olinger moved that the matter be deferred until an adjourned meeting on Tuesday afternoon February 5th
when the council should meet and visit the proposed route in a body and report
adopted
Ald Altman offered the following resolution which was adopted
Whereas the building known as the Barracks is reported in a dangerous condition and the city may be
liable to damages caused by such accident therefore be it resolved that a committee of three be appointed
to investigate the condition of said building and report to this council

the city attorney reported adversely to paying the claim of Sophia Stange for damage caused by the motor
Ald Crawford presented the ordinance in relation to the new price of gas which was read for the first time
Ald Clancy moved that the rules be suspended and the ordinance put upon its passage
Ald Deckert moved to insert a provision that the gas company be instructed to employ the lamplighter
without expense to the city
The ordinance was again read by its title and adopted by the following vote
Ayes Ald Clancy Crawford Martin McCarthy and Olinger
Nays Ald Deckert Glab Hollnagel and Kavanaugh
On motion of Ald Crawford the vote by which the ordinance was adopted was reconsidered and the ordinance
referred to the following committee
Ald Deckert Glab Hollnagel and Kavanaugh to report at the next meeting
Ald McCarthy offered the following resolution which was adopted
whereas a committee of citizens asking for change of grade bet 11th and Jefferson Streets from Olive to Spruce
street agreed to pay all damage and expenses resulting from such change be it therefore
Resolved that the city recorder be instructed to furnish teh marshal an itemized list of such expense and that the
marshal be instructed to collect such sums from those who petitioned for such change and agreed to pay
all costs
Ald Olinger reported to the council that the committee on fire had employed Mr peter Martin a competent
Engineer to take charge of the Steamer J K Graves at a salary of eight hundred dollars per year

The mayor stated the object of the meeting to be to take action on the proposed right of way of the Dubuque
Northwestern Railway
On motion of ald Crawford that the petition of the railroad company be granted except that the line must run
east of the alley between Elm and Pine Strees as far as such alley extends and that they be allowed to use
a right of way not to exceed 35 thirty five feet of the east part of the city hay market
adopted
The petition of W J Knight asking a reduction of ten thousand dollars on monies and credits after being sworn
to by mr Knight was granted
The committee to whom was referred the gas ordinance reported in favor of the adoption ordinance
provided the prices named be for the term of one year instead of five and that the gas company pay the salary
of the lamp lighter on which the ayes and nays were called
Ayes ald Alman Deckert Glab Hollnagel and Kavanaugh five
Nays Clancy Crawford Martin McCarthy and olinger five
the vote being a ie the mayor voted aye
Ald Hollnagel moved that the ordinance be adopted as amended
Ald Crawford moved to lay the motion on the table which was lost by the mayor voting nay
On motion Ald McCarthy the rules were suspended and Mr Howard was allowed to address the council he
stated that the company proposed to make some valuable improvemens which would cost the neighborhood
of twenty thousand dollars and which they could not do on a contract of one year and asked that the term
of the contrct be extended
On motion of Ald altman the vote by which the amendment by which the term of contract should be for one
year was reconsidered
ald altman moved to amend the report and that a limit of five years be granted the prices to be for the first
three years the same as fixed for the first five years and the price for the next two years the same as fixed
for the last five years

On motion of Ald McCarthy the rules were suspended and the ordinance as amended put upon its passage
and adopted by a vote of eight to two
Ald Crawford moved that that of the report requiring the gas company to pay the salary of lamplighter be
stricken out which was carried
The mayor stated that Mr Simplot and his attorney were present and wished to make a statement and proposal
to the city council in relation to the settlement of their claim the matter was postponed until the next meeting
after which the council adjourned
