E Smedley et al and James Harrigan et al for policemen was referred to a special committee to consist of Ald Kane Olinger Clancy Deckert and Byrne Petition of J OHaleran et al in relation to the dumping of garbage and offal in front of the city was referred to the ex com of the board of health to consist of Ald Olinger Clancy and Kane Petition of Schemerhorn and Murphy to paint the city clock was referrd to the com on public grounds and B Petition of the Dubuque Street Railway for grade on couler ave was referred to the city engineer to give said grade within thirty days Petition of C A Walter et al to repair Millvill Road was referred to the city attorney and engineer Petition of M Mullhall to collect garbage referred to the ex com of the board of health The petitions of the Cunningham for macadam and work to the same committee Petition of Wm Corcoran for grade on South Locust Street was referred to the committee on streets Petition of D W Tyler et al asking for street lamps was referred to the committee of Police and Gas Petition of E C Peaslee et al asking for the appointment of Ed Lagen as policeman was referred to the special committee on police Petition of Andrew Reilly City Auditor asking that he be allowed extra compensation for making tax books the petition was received and filed Petition of Carl Spieglhalter asking to be exempt from paying saloon license was received and filed Petition of G Perry et al in relation to the sale of adulterated butter was referred to the ordinance committee Petition and claim of B F Davis for damage caused by Grove Street Wall to the com on claims Petition of Wm P Lange asking for change of grade of an alley between Olive and Spruce street to the com on streets Reports of Officers Lamplighter Hackney reported having lighted 200 gas lamps during the month received and filed Woodmeasurer Warring reported having measured 783 7/8 cords of wood which had arrived by river and rail during the month of april the report was received and filed Auctioneer Hedley reported having sold real estate to the value of 1140.00 during april received and filed The recorder reported having issued twenty five licenses during the month of april amounting to 1009.00 received and filed Regular Session May 5th, 1884 Mayor Pro-tem Olinger in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy and Page The marshal reported having made 55 arrests during the month of April also that there was 983.45 due the police force for the months the report was received and filed and the recorder instructed to draw warrants for the amounts Auditor Reilly reported that 873.35 was due the city officers and employees and 909.15 due the members of the fire department fo the month of april the report was received and filed and the recorder instructed to draw warrants for the amount Treasurer Traut reported that he had paid interest on warrants 322.44 refunded tax 44.40 and postage 8.60 the recorder was instructed to draw warrnats for the several amounts Market master Rice reported furnishing 167 meals to the prisoners and lodgers during the month 33.40 orderd paid The city weighers reported as follows First Ward Scales Fifth Ward Scales West Dubuque Scales Central Market Scales The reports were received and filed The bonds of the city officers were approved and then ordered received and filed City Engineer Tschergi reported an estimate of the cost of constructing a retaining wall on windsor avenue on the east side of Waterway 65 cubic yards masonry 162.50 grading 12.50 total 175.00 The report of the street commissioner was referred to the street committee for correctin after which the recorder was instructed to draw warrants for the amounts to pay the men and teams The matter of the filling of the Bush and Cooley lots was brought up and Mr Randall the contractor being present was asked how the matter could be settled He stated that he was willing to settle if he were paid for the amount of work he had done and for his loss of time the matter was then refered to the Mayor Attorney and teh two Aldermen from the First Ward to consult with Mr Cooley in relation were appointed to examine the books and office of the retiring auditor Brayton Reports of Coms Ald Crawford from the ordinance committee reported an ordinance for the licensing of dogs which was read for the first time On motion the rules were suspended and the ordinance read for the second time and then adopted by the unaminous vote of the council Ald Deckert Chairman on street reported on the petition of the residents of West Hill that city Engineer make an estimate of the cost of the improvement adopted On the petition of C Loetscher et al that the city engineer make an estimate of cost adopted On the petition of Peter Schiltz that the petition be received and filed adopted On the petition of P B Martin et al that the petition be received and filed adopted On the petition of Peter Kiene and Son that the petition be received and filed adopted On the petition of James Howie the committee report in favor of accepting the proposition of Mr Howie and reduce the width of the street to 41 ft 6 inches the report of the was not concurred in and the report and petition was referred to the committee of the whole to examine On the petition of Wm Rebman and Rebecca J Yates the committee report in favor of receiving the street as shown on the plat but reject the alley shown there on the report was adopted On the petition of Frank Russo the committee report in favor of the city engineer making an estimate of the cost adopted On the petition of T Faherty et al the committee report in favor of having the alley improved and granting the prayer of the petitioner adopted report in favor of placing a lamp at the corner of 18th street and Couler avenue the report was adopted Ald Olinger from the committee on Fire report on the petition of F Mundt et al asking for a fire plug on 15th and Maple Street that the prayer of the petitioner be granted adopted On the petition of E W Albee for permission to erect a frame building in fire limits the committee report in favor of granting the prayer of the petitioner adopted On the petition of P Keine et al for a fire hydrant on broadway the petitioners agreeing to pay the required percentage of the cost of extending the water mains the committee report in favor of granting the prayer of the petitioner report adopted Ald Hollnagel from the delinquent tax commitee made the following report On the petition of Adam Pier Administrator for the remission of taxes that the taxes of 1883 be cancelled and that the petitioner pay the special assessment report adopted On the petition of Mrs mary DeLorimer to cancel tax of 1884 that the petition be received and filed adopted On the petition of Mrs marret Quinn for remission of tax of 1883 that the petition be granted adopted On the petition of mrs Eugene Earley for remission of tax of 1883 that the prayer of the petitioner be granted adopted On the petition of Margret Glennon that the tax of 1883 be cancelled the prayer of petitioner was granted adopted On the petition of Mrs J W Seidell for remission of tax of 1883 that the prayer of petitioner be granted adopted On the petition of Rose Cadman for remission of tax of 1883 that the prayer of petitioner be granted adopted On the petition of mary Stephenson for remission of tax of 1883 that the prayer of petitioner be granted On the petition of S M Langworthythe committee report adverse to the prayer of on the petition of Jms F Duncombe for reudction of assessment that the petition be not granted adopted On the petitions of Bridget Burke and mary Kelly the committee report adversley adopted On the petition of Mrs Michael McClaughlin the committee report in favor of remitting one half 1/2 the tax of 1883 the report was adopted On the petition of Jms Brown for remission of special assessment the committee reported adversley Ald Crawford moved to amend the report by granting the prayer of petitioner the report as amended was adopted Ald McCarthy from the printing committee reported in favor of paying the bills of the Herald and Times the report was adopted The same from the committee on PG&B reported in favor of paying Norton Bros $50.00 for work done around Jackson Park the report was adopted On motion of Alderman McCarthy the matter of caring for the twon clock was taken up Ald Kane moved that the contract be awarded to W W Wormood at $200.00 per year Ald Olinger moved to amend by awarding the contract to Asa Horr Ald McCarthy moved to amend the amendment that the contract be let to W W Wormood at $100.00 per year for superintending the clock and that the cost of all necessary repairs shall not exceed $100.00 The amendment was carried and the city attorney instructed to draw up a contract in accordance therewith Ald Olinger moved that the bill of the telephone company for fire alarm locks be paid and stated that Mr Keirn had a proposition to make the council in relation to a new system of fire alarms he moved that when the council now adjourn it be until Monday May 12th at 7:30 pm all of which was adopted Regular Session May 5th, 1884 Mayor Pro-tem Olinger in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy and Page Ald Crawford presented an ordinance granting certain additional rights to the DNW Railraod Company which was read for the first time and then referred to the committee on ordinance Ald McCarthy from the special committee on cogswell fountain made the following repot Your committee on receiving the fountain known as the gift of Dr Coggswell to the city of Dubuque do hereby appoint the following committee of citizens to receive and set the same up in Washington Park without expense to the city Tom Connolly Adam Koch Jms R Waller J C Farley and J Christman as such committee the Fountain must be set up in first manner and subject to the committee who were appointed to receive the fountain The report of the committee was adopted Ald McCarthy moved that the license for skating rinks be fixed at fifty $50 dollars per year and that city attorney draw up an ordinance to that effect carried Ald Deckert offered the following Resolved by the city council of the city of Dubuque that the alley between Jackson and White Street from Lake Street to Eagle Point Ave be graded and macadamized in conformity with the ordinance upon that subject that the city engineer be and is hereby directed to make the proper plans and specifications for said improvement and the city recorder directed to give the proper notice for bids and proposals for the performance of the work the grading and macadamizing to be done at the expense of the owners of the abutting property The resolution was adopted by a full vote of the council Ald Deckert resolved by the city council of the city of Dubuque that the alley between Fenelon and W 3rd Street from Summit St east be graded and macadamized in cofnormity with the ordinance upon that subject that the city engineer be and he is hereby directed to make the necessary plans and specifications for said improvement and the city recorder directed to give the proper notice for bids and proposals for the performance of the work the grading and macadamizing to be done at the expense of the owners of the abutting property adopted Regular Session May 5th, 1884 Mayor Pro-tem Olinger in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy and Page Ald Deckert offered the following Resolved by the city council of the city of Dubuque that a sidewalk eight feet wide of good two inch plank be within fifteen days of this notice constructed and laid in conformity with the ordinance in relation to sidewalks on the north side of julien avenue in front of lot 9 of sub outlot 738 adopted Ald Kane offered the following Resolved by the city council That the city recorder be instructed to advertise for bids for sprinkling around the city property adopted Ald Deckert offered the following Resolved by the city council of the city of Dubuque that the water pipes be extended on High Street from Windsor Ave so humbolt street adopted Ald Deckert offered the following Be it resolved by the city council of Dubuque that one hundred dollars be advanced to Ross McMahon as part payment for work on 8th street sewer contract the order to be drawn in favor of the treasurer who has his receipt for the above amount adopted Ald Martin read a resolution to the effect that each chairman of a committee be allowed the use of a telephone at the expense of the city the matter was referred to a committee to consist of ald Hollnagel Clancy and Martin The opening of bids for the improvement of Park Street and main Street were postponed until the next meeting The following invitation was read and accepted To the city council of Dubuque the committee in charge of memorial services earnestly request that you join with them in the observance of this day and that permission be granted the fire department to turn out if they so elect and that they may request business houses and manufacturers to close on the afternoon of May 30th to give the employees of opportunity to join with us A J Patch Secretary The mayor appointed old Kan Page and Crawford a Committee of arrangements for the occassion adjourned Attest Jms W Halpin City Recorder Adjourned Regular Session May 12th, 1884 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy Olinger and Page The council met at 7:30 p.m. The mayor read a communication from Jms F Duncombe in relation to assessment with was referred to the committee on delinquent tax A remonstrance against the proposed improvement of Main Street signed by the abutting property owners was read and after some discussion was on motion of ald McCarthy received and filed Ald Hollnagel moved that the matter in relation to the improvement of Main Street be taken up which motion was carried Ald McCarthy then moved that the work be let and that the city pay one half the expense and teh street railway company pay the other half of the expense Ald Crawford moved to amend that the improvement be indefinitely postponed the alderman stated that if the street railway company would pay one half the expense he would vote to proceed with the work Mr Linehan stated that he wold do as the ordinance required him to do which he thought was enough Ald Kane called for the reading of the ordinance which was read by the recorder Ald Crawford then amended the amendment that the abutting property owners pay for the curb which amendment was carried by the following vote Ayes Ald Byrne Clancy Crawford Hollnagel and martin Nays Ald Deckert Kane McCarthy Olinger and Page The mayor voted aye Ald McCarthy's motion as amended was then put and lost by the casting vote of the mayor Ald Crawford then moved to postpone until the next regular meeting which motion was lost Adjourned Regular Session May 12th, 1884 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy Olinger and Page The specifications as changed by the committee and the ciyt engineer were then read and approved Ald Olinger then moved that the work be proceeded with according to the plans and specifications on which the ayes and nays were called Ayes ald Byrne Clancy Deckert Hollnagel Kane Olinger Nays Ald Page Crawford Martin and McCarthy The mayor decided that the motion did not receive the necessary vote to proceed with the work Ald McCarthy moved that when the council now adjourn it be untill Monday May 19th at 7:30 p.m. carried A bill was presented by the authorities at Bellevue Iowa claiming 446.55 for taking care of a small pox patient said to have been driven from the city referred to the city attorney A petition from the abutters on Weigle alley asking that the alley be macadamized was referred to the city engineer referred to the com on streets and city attorney ald Crawford offered the following resolution which was adopted Whereas it has been stated in the news papers of this city and of Bellevue that a person affected with small pox was permitted by certain city officers to go at large through the city and was ordered and permitted by said officers to leave the city unrestrained while in a sick and suffering condition and has since died from said sickness and exposure be it therefore resolved that a committee to consist of the mayor the physician of the board of health and the chairman of said committee be instructed to investigate said statements and report the facts to the city council and what action if any should be taken On motion the bids for street sprinkling around the city property were opened and read C McElrath 12.00 per month Daniels & Pickley 29.00 per month On motion the contract was awarded to C McElrath A bill for standard scales for the use of the inspector of weights and measures was on motion referred to the market com Adjourned Regular Session May 12th, 1884 follows George Martin D W Linehan Geo Reynolds Ed Ryan F Chesterman Thos Hassett Wm H Rebman On motion the contract was awarded to W H Rebman The committee on fire was instructed to settle with the late chief engineer after which the council adjourned Attest Jms W Halpin City Recorder Adjourned Session May 19th, 1884 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy Olinger and Page The council met at 7:30 p.m. The mayor stated that the matter pending since the last session was the main street improvement which he was now prepared to decide had been ordered done at a previous session but as some alteration had been made in the plans he thought it would be better that the recorder be instructed to again advertise for bids Ald McCarthy moved that the recorder be instructed to advertise for proposals for doing the work one half 1/2 of the expense of grading guttering and macadamizing to be done at the expense of the city of Dubuque and one half at the expense of teh Dubuque Street Railway Company the curbing to be at the expense of the abutting property owner The motion was ruled and the recorder instructed to advertise for bids according to the resolution adopted April 21st Ald Crawford stated that the new four wheeled Hose Carriage would arrive in a few days and would like to have the matter settled as to which house it should be placed in Ald McCarthy moved that the new carriage be placed in the fourth street engine house and that the committee on fire be so instructed which motion was adopted by the casting vote of the mayor Ald McCarthy offered the following which was adopted I move that a contract be executed in accordance with the plans and specifications submitted last fall for the building of the fourth street engine house 2nd that a contract in accordance with bids received at the time advertised for 3rd that the committee on fire be instructed to first agree on all changes that may seem proper for them and that a contract be agreed upon before any new work be commenced 4th that no change of any importance be made from the plans that was submitted and agreed upon last fall adopted Adjourned following report To the mayor and city council Gentlemen Your special committee on police beg leave to report Your committee recommend that the police force be reorganized and the following men comprise the force D Ryan Wm OBrien John Muller Wm Hall Wm Klauer P Kenneally John Murphy Ed Moore P McCollins Captain John Raesli Thos Blake Wm Frith John ODea P Hanlin Jms P Donehue Sam Elmer P Hughes thos Reilly M Hardy We would also recommend that three new men be appointed as the force is insufficient for the summer months We would also recommend that the marshal be requested to replace the whole and that the council take a recess for ten minutes to consider the matter Ald Hollnagel moved to amend that the report be received and filed which amendment was carried The petition of Margaret Jordan et al protesting against the improvement of an alley abutting her property was referred to the committee on streets The petition of J B Needham et al for the improvement of West Street was referred to the com on streets and Eng The petition of the Board of Education for the grading of street was referred to teh committee on streets The petition of W S Foster for extra compensation as street commissioner was referred to teh committee on claims The petition of Peter Weist for remission of saloon license was referred to the mayor with power The petition of Treasurer and auditor for improvement of offices was referred to the committee on PG&B Adjourned Session May 19th, 1884 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy Olinger and Page The petition of many citizens for the removal of officer Pfeffer from the police force was on motion laid on the table Ald Kane stated that he had seen an officer in a drunken condition on the streets and said that for this reason he was in favor of reorganizing the police force Ald McCarthy moved that the officer be at once dismissed from the force Ald Crawford stated that he was in favor of dismissing the officer if he had a trial as provided by ordinance On motion the matter was referred to the committee on police with Ald Kane added to the committee On motion the bids for improvement of alleys were opened and read The contract for the improvement of the alley between white and Jackson St from Lake St to Eagle Point Avenue was awarded to Mns F Kringle at 754.40 the lowest bid The contract for the improvement of the alley between West 3rd and Fenelon St from Summit St east was awarded to Ed Ryan at 645.00 the lowest bid On motion of ald Hollnagel the report of the committee on the petition of Jms F Duncombe be reconsidered and the petition referred back to the committee on delinquent tax the matter of the barracks was taken up and discussed and the marshal was instructed to remove all indecent persons therefrom forthwith after which the council adjourned Attest Jms W Halpin Recorder
