This memorandum is to inform you that staff will present on the Serve Dubuque
program at the upcoming City Council Work Session on September 15, 2025, at 5:15
p.m. The session will highlight the development, implementation, and outcomes of this
new program.
BACKGROUND
In summer 2025, the City lost AmeriCorps grant funding that previously supported the
Summer Teen Empowerment Program at the Multicultural Family Center along with
other youth serving initiatives throughout the community. In response, the Community
Impact Department, in partnership with the Multicultural Family Center, developed and
launched the Serve Dubuque program to ensure teens continued to have opportunities
for growth, engagement, and leadership.
Serve Dubuque is a six -week, no -cost summer teen service leadership initiative
designed to:
• Strengthen teens' civic and community engagement.
• Build health literacy and employability skills.
• Provide meaningful opportunities for teens to contribute to Dubuque's vibrancy
and connectedness.
• Provide financial support to teens throughout the summer
• Fulfill high school credit hours
DISCUSSION
During the work session, we will provide:
• An overview of the program's design and partnerships.
• Data and outcomes from the 2025 program.
• Anecdotal stories highlighting teen impact and community contributions.

This presentation will demonstrate how the Serve Dubuque Initiative not only filled the
gap left by the loss of AmeriCorps support during the summer, but also illustrate a
sustainable model for future youth engagement in service and leadership.
