INTRODUCTION
This memo transmits a packet of information for the upcoming September 15, 2025 City
Council Work Session on Imagine Dubuque Implementation. The work session is to
update the City Council on the implementation of the plan and to review the plan prior to
going into goal setting. In addition to myself, Project Manager Jason Duba will be
presenting before the City Council.
BACKGROUND
Imagine Dubuque 2037: A Call to Action is the City's 2017 Comprehensive Plan. The
comprehensive plan serves as a guide for the community's physical, social, and
economic development. Comprehensive plans are policy guides. Unlike zoning or city
codes, they are not regulatory in purpose or application.
Information in the Imagine Dubuque Comprehensive Plan is used in many facets of city
life. Of greatest note is its role in informing City Council goal setting, annual budget
priorities, and land use decisions.
Engaging the community in a conversation about the future of Dubuque was at the core
of the Imagine Dubuque process. We inclusively engaged 6,000 people, generating
12,500+ ideas. Ideas were narrowed into themes in 7 plan categories to create 110
community recommendations.
The 7 plan categories are: Economic Prosperity, Sustainable Environment, Social &
Cultural Vibrancy, Healthy Neighborhoods & Housing, Community Facilities,
Transportation & Mobility, and Land Use.
DISCUSSION
The vision of making Dubuque a more viable and livable community requires the entire
community working together towards common goals. Enclosed is the dashboard
showing the status of each of the 110 recommendations, as assigned and described by
the Coordinators. Coordinators are the assigned subject experts who track progress

and challenges, while identifying metrics and stories that can help inform the community
of the status of their plan.
This progress is displayed on the City of Dubuque website at
citvofdubuque.orq/imaginedubugue.
Staff is currently working with Connectors and Coordinators to identify Champions of the
plan. Champions can be people, organizations, events, projects, programs and
initiatives.
The attached Organizational Chart further defines the roles and structure of the Imagine
Dubuque Implementation model. Staff will utilize the Work Session as an opportunity to
re -familiarize Council Members with the plan in light of the role it plays in the upcoming
City Council goal setting.
Staff will also present the Imagine Dubuque Website that has been updated to provide
tracking progress on implementation of the plan.

Bee Branch Stormwater Pumping Station Project was awarded in February 2025 and is under construction and will be substantially complete by the end of
2026. The $28 million in proposed improvements will help protect over 220 residential properties and over 120 nonresidential properties from flooding. It will
be funded with federal grants totaling $15.7 million.
The FY24-25 CIP budget includes $725,000 to continue the site cleanup and move into design for the Bee Branch Maintenance Facility (former Blum site). It
also includes $125,000 to design floodproofing measures at the Water Plant that would help ensure the availability of potable water for the Dubuque
community even under extreme flooding conditions. The FY25-29 5-year CIP budget also includes funding to start designing the North End Storm Sewer
Improvements in FY28.

Grant from the U.S. Department of Transportation. The total construction cost for the initial phases of the B2E2 project is estimated to be $38.7 million. In

In 2022, the City received a $2.3 million RAISE Planning Grant to assist with the $4.4 million planning and design costs of the B2E2 project. The Dubuque
Racing Association (DRA) provided a $750,000 contribution as a local cash match to make the planning grant a possibility.
In June 2024, the City was awarded a $25 million Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Infrastructure Implementation
Grant from the U.S. Department of Transportation. The total construction cost for the initial phases of the B2E2 project is estimated to be $38.7 million. In
addition to the $25 million RAISE grant, Dubuque Metropolitan Area Transportations Study (DMATS) will contribute $9.2 million, the City will contribute $3.6
million, and the Canadian Pacific Kansas City railroad will contribute $1 million. With the $4.4 million dollars in planning and engineering costs, the total
expenditure for the project will exceed $43 million. Construction will be completed in phases from 2027 to 2030.

require some minor modifications to electrical fixtures and the replacement of the existing HVAC system, to be code compliant. Granger Creek Lift Station
Upgrade is under way and approximately 80 i complete. Completion is estimated to be in October 2025.
The Old Mill Road Lift Station and Force Main Project is the first of several improvements that are needed, within the Catfish Creek Interceptor Sewer
system, to provide adequate capacity to serve existing development, within the City, and to allow for additional flow from future developments and the
growth of the City.
Once constructed and in service, the 20 MGD Old Mill Road Lift Station will intercept over 80 i of the flow which currently goes to the 8 MGD Catfish Creek
Lift Station. With the reduction in flow coming from the Catfish Creek Interceptor System (West end of town), the Catfish Creek Lift Station will then be
primarily dedicated to the Key West area and the growth areas along US Highway 151/61 to the airport which is served by the Granger Creek Interceptor
Sewer. Currently, IDNR has issued sanitary sewer permits with peak flows totaling approximately 3.5 MGD, for the areas south of town, since 2017. The
reduction in flow from the Catfish Creek Interceptor System will provide the Catfish Creek Lift Station with enough capacity to adequately serve the sewer
shed into the near future. Old Mill Lift Station Project is underway, and progressing with no delays and to be completed in December 2026. Next is the
excavation phase within cofferdam starting 2nd week of Feb. Design for Phase two is complete and construction will start in September 2025 and
completed in December 2026.
