The submitted Final Plat of Oakland Ridge Estates Plat 2 is an approximately 60.5-acre

This memorandum transmits the Final Plat of Oakland Ridge Estates Plat 2, a resolution,
and related materials for City Council review and approval.
BACKGROUND
The submitted Final Plat of Oakland Ridge Estates Plat 2 is an approximately 60.5-acre
subdivision located on Oakland Farms Road in Dubuque County (PIN 1510479001 and
PIN 1515226012). The property is located withing the two miles of the City of Dubuque
corporate limits and as such is subject to city review. The property is bordered by a
residential subdivision to the west (phase one of Oakland Ridge Estates), residential
development to the south, and agricultural land to the east. The City Council reviewed
and approved a preliminary plat for this subdivision on August 21, 2017.
DISCUSSION
As submitted the Final Plat of Oakland Ridge Estates Plat 2 subdivides 60.5-acres of land
to create 24 new single-family residential lots and Lot A, which is for a future phase of the
subdivision. The plat includes the construction of two new private streets, Lauren Ridge
and Kylin Lane, and the extension of Alea Lane. The private streets will be built to a
County standard 22-foot paving width. The 22-foot paving width reduces the amount of
impermeable surface and provides adequate travel lane width to serve the new residential
lots.
This phase of the subdivision will be accessed from Oakland Farm Road via a portion of
Lauren Ridge that was previously platted. This access complies with SUDAS standards
for sight visibility which has been confirmed by the City Engineering Department. The
proposed phase two of the subdivision will be connected to the first phase by way of Alea
Lane and as such there will be two points of access into the subdivision (Lauren Ridge
and Libby Lane), which meets the City's fire access requirements.
The subdivision complies with the Unified Development Codes 40 points of sustainability
through a mixture of development tools which are outlined below:

2. Recreational trail 15 points
3. 22-foot-wide paving for streets 5 points
4. County stormwater management: 10 points
TOTAL 40 points
The submitted Final Plat does provide sufficient easements to provide for the future
extensions of utilities to the individual building lots. This ensures that the City will not need
to acquire individual easements from future property owners at such time as City utilities
are extended to serve the subdivision.
The City Council has previously approved a pre -annexation agreement for the subject
property at their August 7, 2017 meeting.
RECOMMENDATION
Staff recommend approval of the resolution for the Final Plat of Oakland Ridge Estates
Plat 2 subject to allowing 22-foot paving width for Lauren Ridge, Alea Lane, and Kylin
Lane, and subject to waiving Section 11-20 Water Supply, 11-21 Sanitary Sewer, 11-23
Obligation to Install Improvements, and 11-24 Improvement Guarantees. The submitted
Final Plat is in all other respect in compliance with the Unified Development Code.

RESOLUTION NO. 296 - 25
A RESOLUTION APPROVING THE FINAL PLAT OF OAKLAND RIDGE
ESTATES PLAT 2, DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a Final Plat of Oakland Ridge
Estates Plat 2, Dubuque County, Iowa that is within the City's 2-mile extraterritorial
jurisdiction; and
Whereas, said Final Plat provides for a 22-foot pavement width for private streets,
where 26-wide is required by Section 11-15 of Title 16 of the City of Dubuque Codes of
Ordinance, Unified Development Code; and
Whereas, a preliminary plat for the property has been examined by the Zoning
Advisory Commission and City Council; and
Whereas, said the Final Plat of Oakland Ridge Estates Plat 2 has been determined
by the City Planner to be in conformance with the preliminary plat for the property and the
comprehensive plan; and
Whereas, said Final Plat has been examined by the City Council and they find that
it conforms to the statues and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Section 11-15 of Title 16 of the City of Dubuque Codes of
Ordinances, Unified Development Code, is waived to allow 22-foot-wide paved private
streets.
Section 2. That the City Council hereby waives Section 11-20 Water Supply, 11-
21 Sanitary Sewer, 11-23 Obligation to Install Improvements, and 11-24 Improvement
Guarantees.
Section 3. That the Final Plat of Oakland Ridge Estate Plat 2, Dubuque County,
Iowa is hereby approved, and the Mayor and City Clerk are hereby authorized and
directed to endorse the approval of the City of Dubuque, Iowa upon said Final Plat,
provided the owners of said property herein names, execute their written acceptance
hereto attached agreeing:
a) To construct private street improvements in accordance with improvement
plans approved by Dubuque County and certified upon completion by a
professional engineer licensed by the State of Iowa.
b) To maintain the private street improvement constructed as part of Oakland
Ridge Estates Subdivision until such time as a homeowners' association is
formed and is responsible for maintenance of the same.
Section 3. That in the event that Oakland Farms Real Estate Company fails to
execute the acceptance within 180 days after the date of this Resolution, the provisions
hereof shall be null and void and the approval of the plat shall not be effective.
