Van Milligen, City Manager SUBJECT: Request for City Council Ratification of the First Amendment to the Dubuque Professional Firefighters Association (DPFA) July 1, 2024 Collective Bargaining Agreement DATE: September 9, 2025 Chief Human Resources Officer Shelley Stickfort is recommending City Council ratification of the First Amendment to the Dubuque Professional Firefighters Association (DPFA) Collective Bargaining Agreement that became effective July 1, 2024. The First Amendment is to resolve DPFA grievance #25-01 and document mutual understanding of the parties regarding the implementation dates for the negotiated Wage Plans. The Union ratified this First Amendment on August 29, 2025. I concur with the recommendation and respectfully request Mayor and City Council approval. Mic ael C. Stickfort, Chief Human Resources Officer DATE: September 8, 2025 Dubuque All -America Cih 2007-2012.2013 2017*2019 RE: Request for City Council Ratification of the First Amendment to the Dubuque Professional Firefighters Association (DPFA) July 1, 2024 CBA The purpose of this First Amendment is to resolve DPFA grievance #25-01 and document mutual understanding of the parties regarding the implementation dates for the negotiated Wage Plans as provided for within the Dubuque Professional Firefighters Association (DPFA) Collective Bargaining Agreement (CBA) that became effective July 1, 2024. This First Amendment provides explicit understanding regarding the date that wage plans become effective for the duration of the July 1, 2024 City of Dubuque/DPFA CBA and resolves at Step 1 the grievance #25-01 filed by DPFA. The Union ratified this First Amendment on August 29, 2025. I respectfully request your support for the recommendation that the Dubuque City Council votes to ratify, and therefore fully execute, this First Amendment to the July 1, 2024 DPFA (Fire) CBA. Attachments: Partially executed First Amendment cc: Jenny Larson, CFO Amy Scheller, Fire Chief Page 628 of 1171 FIRST AMENDMENT TO AGREEMENT BETWEEN THE CITY OF DUBUQUE, IOWA AND DUBUQUE PROFESSIONAL FIREFIGHTERS' ASSOCIATION, LOCAL 25 July 1, 2024 — June 30, 2027 This First Amendment to Agreement, dated for reference purposes the 21 st day of August, 2025, is made and entered into between the Dubuque Professional Firefighters' Association ("Union" or "DPFA") and the City of Dubuque, a municipal corporation ("City"). To provide clear, unambiguous understanding of the related Agreement provision language and to resolve DPFA/Union grievance #25-01 regarding the effective date of annual Wage Plans, the parties agree as follows: Section 1. Effective upon ratification, at Article 5 WAGES/OVERTIME. Section 5.1 Wage Plan Employees shall be paid pursuant to Appendix A of this Agreement outlining the wage plan which represents the base pay for positions covered by this Agreement. For the first year of this Agreement that includes the FY25, the Wage Plan is effective July 1, 2024. For the second year of this Agreement that includes the FY26, the Wage Plan is effective July 1, 2025. For the third year of this Agreement that includes the FY27, the Wage Plan is effective the first date of the first full pay period after July 1, 2026. Section 2. Pay adjustments for the period from July 1, 2025 through July 5, 2025 pursuant to this First Amendment shall be reflected in effected employees' pay within sixty (60) days of the full execution of this Amendment. Section 3. Appendices A.1, A.2, and A.3 Wage Plans in Appendix A.1, Appendix A.2, and Appendix A.3 are amended to reflect the last paragraph of Section 1. of this First Amendment. Section 4. DPFA Grievance #25-01 Wage Plan Effective Date The parties agree that ratification of this First Amendment resolves the DPFA Grievance #25-01 filed to Step 1 and such grievance is withdrawn. Page 629 of 1171 Section 5. Each person signing this First Amendment on behalf of a party represents and warrants that the party has the requisite power and authority to enter into, execute, and deliver this First Amendment on behalf of such party and that this First Amendment is a valid and legally binding obligation of such party enforceable against it. Section 6. This First Amendment represents the entire agreement between the parties with respect to its subject matter and supersedes all prior discussions or understanding that the parties may have with respect to same.
