Chairperson Julie Woodyard called the meeting to order at 5:38 p.m. following staff assurance of
compliance with Iowa Open Meeting Law.
Commissioners Present: Talma Brown (virtual), Dale Campbell, Renee Kehoe and Julie Woodyard
Commissioners Absent: Dean Boles (excused absence), Michelle Hinke (excused absence) and
Gabriel Mozena (excused absence)
Staff Present: Mary Bridget Corken-Deutsch and Stacey Weeber
Public Present: None
Certification of Minutes — June 25, 2025
Commissioner Kehoe motioned to approve the Minutes for the June 25, 2025, Community
Development Advisory Commission Meeting. Commissioner Campbell seconded. Motion carried
4-0.

a. Election of Officers
Commissioner Kehoe motioned to appoint the position of chair to Commissioner Woodyard.
Commissioner Campbell seconded. Motion carried 4-0.
Motion by Commissioner Kehoe to appoint Commissioner Hinke as Vice -chair. Commissioner
Campbell seconded. Motion carried 4-0
b. Set a public hearing for FY2025/PY2024 CAPER
Corken-Deutsch provided a memo to set a public hearing for the FY25/PY24 Consolidated
Annual Performance and Evaluation Report (CAPER) for the period of July 1, 2024, through
June 30, 2025. Motion by Woodyard to set the public hearing for FY2025/PY2024 CAPER for
September 3, 2025, at 5:30 p.m., and authorize staff to publish public notice of public hearing
and public comment period for 15 days in advance. Seconded by Campbell. Motion carried 4-
0.
c. FY26 Annual Action Plan Amendment #1-Substantial Amendment
Corken-Deutsch provided a memo requesting Community Development Advisory Commission
to set a public hearing on September 3, 2025, at 5:30pm for the attached proposed changes to
the FY2026 Annual Action Plan Amendment #1 for the use of Community Development Block
Grant funds. Motion by Brown to set public hearing for the FY26 Annual Action Plan
Amendment #1-Substantial Amendment for September 3, 2025, and authorize staff to publish
public notice of public hearing and public comment period for 30 days in advance. Seconded
by Campbell. Motion carried 4-0.
