Chairperson Jim Holz called the meeting to order at 7:31 a.m. following staff assurance of compliance with Iowa Open Meeting Law. Commissioners Present: Rick Baumhover, Michelle Becwar, Amy Eudaley and Jim Holz Commissioners Absent: None Staff Present: Maddy Haverland and Stacey Weeber Public Present: None Certification of Minutes — September 12, 2023 Commissioner Eudaley motioned to approve the Minutes for the September 12, 2023, Local Housing Trust Fund Advisory Committee Meeting. Seconded by Commissioner Becwar. Motion carried 4-0. Correspondence/Public Input There was no public input. Old Business There was no discussion on old business New Business a. Adjustments to Program Offerings and Terms Haverland spoke about the new program restructure for Rehab options, offerings and terms. Haverland went through and broke down the trust fund documents and what impact it is making towards the 30% under AM I. Haverland also spoke about Homebuyer Assistance, Rental Rehab, Reconstruction, New Construction and Development Agreements. Haverland had a chart breaking down each program, what it would cover under the program, terms, dollar amount and funding. Haverland was looking for input from the Committee. There was discussion around the programs, Eudaley stated she likes the chart and Becwar likes the new recommendations on the Homebuyer Assistance. There was no motion to approve the Adjustments to Program Offerings and Terms since it is needing other Committee's involvement. b. Transition of Local Housing Trust Fund Advisory Committee to a Nonprofit Board of Directors Haverland stated in 2022, members of the Local Housing Trust Fund Advisory Committee expressed interest in exploring opportunities for fundraising, as other Local Housing Trust Funds in Iowa are currently doing. The City of Dubuque Local Housing Trust Fund (LHTF) is the only LHTF in the state of Iowa that is certified as a city entity; nearly all others are governed by nonprofit organizations with a Board of Directors that is independent of the local government. After some discussion and research, it was discovered that other jurisdictions within Iowa have Local Housing Trust Funds that are housed under their Community 1 Page 104 of 1171 MINUTES LOCAL HOUSING TRUST FUND ADVISORY COMMITTEE MEETING (UNAPPROVED) Foundations. This presented a possible route forward, so two meetings were held with representatives from the Community Foundation of Greater Dubuque (CFGD) to discuss moving the LHTF from the City to the CFGD. If housed under the CFGD, the LHTF would have the opportunity to fundraise under the umbrella of the CFGD, build out a Board of Directors, and fund additional housing programs and initiatives in the city. In a meeting on June 5, 2024, with CFGD representatives Jason Adams, Nancy Van Milligen, Mary Jo Jean -Francois, and Jan Gill, City staff Maddy Haverland, and LHTF Advisory Committee Members Jim Holz and Michelle Becwar, it was agreed that the CFGD would be willing to take on the City of Dubuque LHTF, and that approval would be requested from the full LHTFAC. Because the CFGD does not provide direct programming services, it is proposed that if this transition occurs, the CFGD will become the fiscal agent for the IFA LHTF funds and will enter a Memorandum of Understanding with the City of Dubuque Housing Department to continue operating the programs as described in the Housing Assistance Plan. Because of the current structure being codified in the City of Dubuque Code of Ordinances, and the need to create a Board of Directors through the CFGD, the transition may not be complete by the application deadline for FY25 LHTF funds, so the City will take the lead on writing and submitting the application by the October deadline. Chairperson Holz motioned to approve the Transition of Local Housing Trust Fund Advisory Committee to a Nonprofit Board of Directors. Seconded by Commissioner Becwar. Motion carried 4-0. c. Set Public Hearing for FY25 Local Housing Trust Fund Application Haverland stated the hearing is set for Thursday, September 12, 2024 at 7:30 a.m. Commisioner Becwar motioned to approve the Set Public Hearing for FY25 Local Housing Trust Fund Application. Seconded by Commissioner Eudaley. Motion carried 4-0. Information Sharin a. YTD Programming Update Haverland stated there were currently two Homeowner REHAB's in process in the IFA area under 50% AMI and seven Homebuyer's under 80% AMI and two that were non first time homebuyers. Haverland also stated FY23 and FY24 grants open for specialized programs that seen the need for sewer latteral recplacement. The home has to be code compliant at final inspection. Adjournment There being no further business to come before the Commission, Commissioner Eudaley moved to adjourn the meeting. Commissioner Becwar seconded. Motion passed by voice vote. Information Sharing Haverland stated the transition of LHTF is making progress, waiting on the IRS charitable status letter for the Greater Dubuque Local Housing Trust Fund to be fully certified by IFA.
