communication from the city attorney in relation to the refusal of the marshal to serve a warrant of arrest was referred back to the attorney to prosecute according to teh ordinance On motion the marshal was instructed to serve all papers place in his hands by any authorized officer The petition of Wm Hintrager in relation to assessment of property was referred to the committee on delinquent tax The petition of Robert Waller in relation to wall on seminary street was referred to street committee and engineer the petition of G H Wade for lamp in front of the A Church was referred to the committee on police and gas with power The petition of F J Zugenbuehler for refunding of saloon license was referred to the committee of the whole The petition of John Geisler for permission to set curb and pave gutter in front of his premises lot 98 on Washington Street to the street committee the petition of John hickey for paymetn for moving a fence on Russell Street to the committee on claims and city attorney the petition of John Ruegamer Pres Dubuque Butchers association for permission to lay track to their slaughter house was referred to teh committee on streets and ordinance committee the petition of Mrs Jane Young for remission of taxes was refered to the delinquent tax committee the petition of J Conlan et al for grade on West Eighth street was granted and teh engineer ordered to set stakes the petition of mrs Sophia Stange in relation to settlement of claim was received and filed The petition of the motor railway company in relation to assessment ws referred to the finance committee The petition of J T Hancock in relation to tax sale of lot in linwood cemetery was referred to the delinquent tax committee Regular Session September 1st 1884 Mayor ODonnell in the the committee on claims and city attorney the petition of John Hickey in relation to Russell Street to the committee on streets and city attorney the remonstrance of Wm Tinkhaus et al in relation to the laying fo Railroad track on Sycamore st to com of the whole The petition of F Schmidt et al in relation to grade on Couler Ave to street committee The petition of B Sigg in relation to saloon license was referred to the mayor with power The petition of the Dubuuque Oatmeal Mill in relation to assessment wsa granted the taxes on peronality be cancelled and the assessment on real estate be fixed at 5,500.00 reports of officers Street commissioner Norton reported having expended 1960.65 on streets as follows Main St 488.05 Couler Avenue 722.00 and Miscellaneous 750.60 the report was received and filed and the amount ordered paid Treasurer Traut reported having paid out as interest 180.00 postage 9.00 express charges 4.20 warrants were ordered drawn for the amounts Woodmeasurer Warring reported having measured 706 1/2 cords of wood which had arrived by river and rail for which he received 29.80 the report was received and filed Market master Rice repoerted having received 28.25 for rent of huckster stands and 23.55 as receipts from city scales which he paid into the city treasury he also reported having furnished to prisoners and lodgers to the amount of 20.00 which was ordered paid The recorder having issued licenses to the amount of 6066.00 during the month of August the report was r and f Justice J P Quigley reported having tried two cases for violation of city ordinances and had paid sixteen dollars into the city treasury and that six dollars was due him as fees in said cases which was ordered paid Regular Session September 1st 1884 Mayor ODonnell in and 903.00 to pay the fire department for the month of Auguust warrants were ordered drawn for the amount The marshal reported that 1115.80 was necessary to pay the police force for the month of August the report was referred to the committee on police who retired and reported a reduction of 70.30 from the amount which was ordered paid City Weighers Report First Ward Scales 246 drafts West Dubuque Scales 110 drafts Fifth Ward Scales 87 drafts received and filed Reports of committees Ald Kane Chairman of the Finance Committee reported on the petition of Chris Jansen that the same be received and filed Ald Clancy chairman on Police and Gas reported in favor of placing a lamp on ellis st Adopted the same from the Board of Health reported adversely to the bill of Nick Willett Ald Deckert chairman on streets reported on the petition of John Bell et al for the vacation of an alley in Collins' Subdivision in favor of vacating the same the report was adopted The same reported in favor of receiving and filing the remonstrance of Peter Fay against paying for improvement of an alley abutting his property adopted The same reported on the petition of G O Ransome for privelege to place a sign post in front of his place of business that the same be granted on motion the petition was referred to the committee of the whole the same reported on the petition of M Ackner et al against the improvement of an alley that the petition be received and filed adopted The same reported on the petition of J Conlan et al for the improvement of West Eighth st that the petition be Kane The same reported on the remonstrance of A McArtton et al in relation to the improvement of an alley that the petition be received and filed adopted the same reported on the petition of Jos Simoens for permission to pave and set curb that the petition be granted adop Ald Martin Chairman on markets reported on the petition of Joseph Miller that the market master be instructed to give Mr Miller the best place possible adopted Ald Hollnagel chairman on delinquent tax reported that the taxes of Mrs Johanna Broderick for 1883 be cancelled adopted The same reported in favor of cancelling the tax of mary J Luke for 1883 Adopted The same reported in favor of cancelling the taxes of Cath Dolter Bridget Gregory Rachel Davis and Catherin Farrell for the year 1883 Adopted the same reported in favor of cancelling the personal tax of the Iowa Coffin Co for 1883 adopted ald McCarthy chairman on printing reported in favor of paying the bills of the Herald Telegraph and the Democrat after striking out the item of the overland telephone ordinance adopted The petition of the residents on Elm Street near 12th for a fire plug was referred to the committee on fire with power The petition of Mary Restchatch was referred to the delinquent tax commitee Ald Crawford chairman on ordinances reported an ordinance to amend section 2 of Chapter 61 of the revised ordinances of the city Ald Crawford moved tht rules be suspended and the ordinance put upon its passage carried The ordinance was then read for the second time and adopted by the unanimous vote of the council Ald Olinger chairman on fire reported in favor of paying B W Jones 3000.00 and F Heer 50.00 on account of the 4th st Engine House Regular Session September 1st 1884 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Martin McCarthy Olinger and Page Absent Ald Kane Resolutions Ald Crawford offered the following which was adopted Resolved that no policeman shall be paid except for the time he shall be actually on duty unless his absence from duty shall be caused by injuries redeived while in the discharge of his duty as a policeman in which event the council may by special order take such action as it may consider the merits of the case require Ald McCarthy offered the following resolution resolved that the city treasurer be and is hereby instructed to cancel lot 13 in Block 8 in the dubuque Harbor Improvement Co add from tax sale of 1880 the same being erroneous as the tax for 1880 was paid by the s standard lumber co the resolution was referred to the committee on delinquent tax Ald Kane offered the following which was adopted Resolved That the committee on equalization be instructed to report the amount of tax levy for the current year at the next meeting of the city council Ald Kane offered the following which was adopted Resolved by the city council of the city of Dubuque that the recorder be instructed to draw a loan warrant in favor of D G Scott for 500.00 beating interest at the rate of 6% per annum from Aug 7th 1884 payable on or before Jan 1st 1885 ald Kane offered the following which was adopted Resolved by the City Council of the city of Dubuque that the recorder be instructed to draw a loan warrant amounting to 4500.00 in favor of the Dubuque National Bank bearing interest at 8% per annum from August 7 1884 and payable on or before Jan 1st 1885 ald Martin offered the following which was adopted Resolved that the committee on Fire be authorized to have a library and reading room partitioned off on the south end of the west side of the 5th ward engine house for the use of teh firemen stationed at said house Regular Session September 1st 1884 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Martin McCarthy Olinger and Page Absent Ald Kane Ald Crawford offered the following resolution resolved that the Fire committee is hereby authorized and instructed to have a stairway constructed in the fourth street engine house from the first floor to the basement so that access can be had to the basement without going out doors also to provide for stalls for horses in the engine room ald McCarthy moved to amend that the committee be instructed to make all absolutely necessary improvements and put the house in a habitable shape The resolution as amended was adopted Ald Kane offered the following which was adopted Resolved by the City council of the City of Dubuque that the Recorder be instructed to issue the following warrants in favor of B W Jones in part payment for the construction of teh Fourth St Engine House One warrant for Eight Hundrd and twenty five 825 dollars one hundred and seventh five 175 dollars and four warrants for five hundred 500 dollars each making a total of three thousand 3000 dollars Ald Crawford offered the following which was adopted Resolved That the street commissioner is hereby instructed to require the street railway company to proceed at once to put its roadway where the same has been relaid or newly constructed in perfect repair and condition and to complete the same as soon as possible and that in case of the neglect of the company to comply without delay that teh commissioner carry out the provisions of the ordinance provided for such cases Ald Kane offered the following which was adopted Resolved that teh marshal be instructed to proceed at once in the collection of team express billiard hotel butcher and all other unpaid license and that persons failing to pay up be prosecuted in accorance with the ordinance Ald McCarthy offered the following resolution whereas Bluff Street Extension is in a dangerous and impassible condition therefore be it resolved that the sum of nine hundred dollars be appropriated for the improvement of said street and that the amount be expended under the direction of the street committee and the city engineer Regular Session September 1st 1884 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Martin McCarthy Olinger and Page Absent Ald Kane On motion the rules were suspended and Mr Phil Pier addressed the council in relation to the improvement The city engineer made a statement as to the amount that could be done for the sum mentioned the resolution was finally referred to the committee of the whole Ald Kane offered the following resolution be it resolved by the city council of the city of Dubuque that the sum of two thousand 2000 dollars in loan warrants be allowed as part payment to D W Linehan for work on main street contract adopted Ald Deckert offered the following which was adopted Resolved by the city council of the city of Dubuque that to pay for curbing guttering and macadamizing the north side of eighth street from east side of Iowa to east side of White streets by Chas Steuck contractor in front of and adjoining the same a special tax be and is hereby levied on teh several lots and parcels of real estate hereinafter named situate and owned and for the several amounts set opposite each lot or parcel of real estate as follows J Gold Thorpe S 1/2 City Lot 324 German Cath Church City Lot 353 John Thurmher city lot 283 John Hauser E 1/2 City Lot 254 Tschirgi & Schwind w 1/2 city lot 254 adopted Regular Session September 1st 1884 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Martin McCarthy Olinger and Page Absent Ald Kane the committee to whom was referred the claim of Ross McMahon cold not agree on a report Ald mcCarthy from one portion of the committee reported in favor of allowing him $50.00 in full settlement of his claim the ayes and nays were called on the adoption of teh report which resulted in a tie the mayor voted in favor of allowing him the 50.00 provided he finish his contract in a satisfactory manner The bids were tehn opened and read for the improvement of the alley between washington and jackson from 13th to 14th st and the contract awarded to W H Rebman for 196.00 he being the lowest bidder The council then adjourned to meet on Monday September 15th at 2 oclock pm adjourned Attest J W Halpin City Recorder Adjourned Regular Session September 15th 1884 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy Olinger and Page The mayor stated the object of the meeting to be make a report of the tax levy for the year 1884 On motion the committee on equalization retired for consultation The mayor stated that the street railway company desired to put in transfer tracks on main Street to connect their tracks and asked for the views of the council on the matter after some discussion the matter was postponed until the regular session On motion the rules were suspended and supervisor J Ruegamer addressed the council in relation to the condition of teh road leading to St Mary's and St Johns cemeterys he stated that the road was in a very bad condition and asked that an appropriation of twenty five dollars be made for the repair of the same which was on motion granted the money to be expended under the supervision of Mr Ruegamer On motion the bill of John Needham for fifty 50 dollars for the improvement of West Street was ordered paid as was also the bill of the daily times for printing The matter of the collection of garbage for the balance of the season was discussed and the matter was finally referred to the board of health Ald Kane offered the following resolution Resolved by the city council of the city of Dubuque that the following levy be made on the taxable property for the year 1884 For current expenses six 6 mills For payment of interest 4 1/2 To pay judgments duffy and Stange one half 1/2 mill Water tax one mill On motion the resolution was unaminously adopted Adjourned Regular Session September 15th 1884 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy Olinger and Page Ald Crawford stated that a large number of ordinances had been adopted by the council since the last ordinance book had been published and throught that they should be published in pamphlet form Ald McCarthy moved that teh matter be referred to the committee on printing to ascertain what it would cost to have said pamphlet published the motion was adopted ald Crawford offered the following resolution Resolved that it shall be unlawful for any person or persons to dig up or remove any portion of the surface of any macadamized or paved street of the city without first procuring a written permit from the city engineer approved by the mayor and that the replacing and repairing of any street dug up or removed under such permit shall be done as soon as possible at the expense of the parties doing the same and under the supervision and to the satisfaction of the city engineer Also that the marshal and police be instructed to arrest promptly any person or parties violating these regulations and that the ordinance committee be instructed to report an ordinance containing the above provisions the resolution was adopted Ald Crawford from the special committee on fountins for the corner of Eighth and Bluff and also on Sixth reported that arrangements had been made to have artesian well water to supply the fountains On motion Ald Kane was added to the committee Ald Deckert offered resolutions for the levying of special assessments for the payment of improvement on streets and alleys Ald Crawford asked if the work had been accepted by the council if not he thought it would be proper to accept it before the special assessment was levied Ald Deckert chairman on streets then reported that the committee had addepted of the work done on the alley between west 3rd street and Fenelon Place from Summit Street east the alley from 19th street to Eagle Point Avenue between White and jackson Sreet also Washington Street from 19th street to Lake Street the report of the committee was adopted Adjourned Regular Session September 15th 1884 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy Olinger and Page The petition of M Morgan in relation to taxes was referred to the committee on delinquent tax the petition of Cecile Paen et al in relation to a nuisance was referred to the marshal to abate Ald Deckert reported that a great many complaints had been made against the pount master for neglect of his duty and thought the officer should be made attend to his duty Ald Crawford moved that the marshal be empowered to look after the pound master and if he does not attend to his duties remove him and place a competent man in his position Ald McCarthy moved to amend by leaving the matter with the mayor which was carried adjourned
