Petitions
The petition of C S Bentley in relation to improvement of an alley was referred to the committee of the whole
the petition of Jas Forrester et al for lampost on Grove St was referred to the committee on Police and Gas
the petitions of Mathias Nessler A Koester Andrew Pfiffner and Anton Manahl for privilege to set curb and pave
gutters adjoining their premises under the supervision and to the satisfaction of teh city engineer were
referred to the committee on streets with power

Reports of Officers
Auditor Reilly reported that 984.90 was necessary to pay the city officers and employees and 903.30 to
pay the fire department for the month of November the report was adopted and warrants ordered drawn
for the several amounts
The street commissioner reported having expended 1141.70 to pay men and teams for the month of November
as follows
Repairing Seventh Street 90.00 Eagle Point Levee 161.85
Repairing front street 310.35 grading sidewalks 227.65
General repairing 351.85 the report was received and filed and warrants ordered drawn for the amounts
City attorney Linehan reported on the report of Justice T T Duffy recommending the payment of the fees
the report was adopted
Marshal Zugenbuehler reportred that thirty arrests had been made during the month and that 1168.00 was
necessary to pay the police force for the month 58.00 of which was to be paid by the county the report was
received and filed and warrants ordered drawn for the several amounts
Justice J P Quigley reported having tried one case for the violations of city ordinance and had paid into the
city treasury 7.75 as Fine and cost and there was due him 2.75 as fees in the case the report was received
and filed and a warrant was ordered drawn for the amount of the fees
Treasurer Traut reported having paid out 318.00 as interest 7.00 as postage 2.15 refunded tax expense
of 20.82 warrants were ordered drawn for the several amounts and the report was received and filed
Recorder Halpin reported having issued 11 licenses during the month amounting to 74.50 the report
was received and filed
Auctioneer Hedley reported auction sales amounting to 876.75 during the month the report was received
and filed and referred to the Marshal

J Hayes reported having weighed 1571 drafts during the month for which he received 97.95 15% of which
he returned to the city amounting to 14.65 the report was received and filed
Woodmeasurer Warring reported having measured 1515 cords of Wood during the month for which he
had received 63.68 the report was received and filed
Market Master Rice reported having furnished 119 meals to prisoners and lodgers at 20 cents each
23.80 the amount was ordered paid
Reports of committees
Ald J P Page reported on the claim of OMcCraney that he be allowed twenty five 25.00 in full the report
was adopted
The same reported on the claim of F J Zugenbuehler that he be allowed 15.00 on his claim the report
was adopted
Ald Hollnagel chairman on delinquent tax reported on the petition of Mrs Dell that the petition be received
and filed
The same reported in favor of granting the petitions of Mrs mary Kelly the Norweigen Plow Co and F Burdt
for cancelation of tax of 1884 the report was adopted
The same reported on the Key City Furniture Company that one half their taxes of 1884 be canceled

The same reported in favor of receiving and filing the petitions of Margaret Jordan and Wm Krakow for
remission of special tax the report was adopted
Ald Deckert chairman on streets reported in favor of granting the petitions of J T Farley mrs Flynn and mary
Driscoll for privelege to set curb under the supervision of the city eng the report was adopted
The same reported in favor of the resolution of Ald Crawford in relation to the extension of East street in
West Dubuque the report was adopted and the city engineer instructed to prepare a plat of said street
Ald Olinger chairman on fire reported in favor of granting the petition of the Iowa Coffin Co and receiving

That the assessment of Peter Kiene Sr on lot 222 Davis Farm be placed at 100 and on city lot 213 placed
at 8500
That the assessment of H B Glover on Homestead be placed at 15000 and furniture at 1000
All of which was adopted
Ald mcCarthy reported in favor of paying the bills of the Telegraph and Democrat and to pay one hundred
100 dollars on the Herald bill
the report was adopted
The same reported in favor of paying J Drehouse 27.00 for placing the bell on the fourth st engine hosue
after some discussion the report was adopted
The same reported in favor of paying Jas Crawford 1000.00 for work done on 4th st engine house and retain
the balance until the work was accepted
The city attorney made the following report on the petition of Mrs Ellen Ahern
In view of the fact that the injury complained of was received more than three years ago and that upon a
similar petition to the city council immediately after the accident the claim was rejected We cannot recommend
that the action of the council had at that time should now be reversed upon an examination of the claim we do
not find any testimony which would warrant us in doing so The report was adopted
The same made the following report on the petition of Dewitt C Cram US Dist Att
I recommend that no entry be made upon the tax books cancelling the tax upon this lot but that the treasurer
be instructed to collect the amount of the same from the person in whose name the property was assessed
when the same shall become delinquent if not paid D J Linehan City Attorney

The City Attorney made the following report in relation to the private sheet in Cooleys sub
I find that the street to which a petition was referred to me was reserved by D W Cooley and Thomas Yates
as shown by the accompanying plat and memoranda in a partition had of certain lots and set apart as a
private street it is claimed that the street has been used by the public generally for more than 20 years as a
public street If so the city council may exercise control over the same as a private way the council cannot
control its use

Resolutions
Ald Hollnagel offered the following
Be it resolved by the city council that the tax of August Figgy on lot 45 L H Langs add be cancelled for the year
1884

Ald Hollnagel offered the following
Whereas there is an assessment levied on personal property against Wenzel Michaels which is entirely
erroneous Therefore be it resolved that the city treasurer be instructed to cancel the tax on said assessment
the resolution was adopted
Ald mcCarthy offered the following
Resolved that the street commissioner and street committee be instructed to open two or three quarries
for the purpose of getting out macadam and employing such men as in their judgement must be kept
in employment during the winter months by the city of Dubuque the resolution was referred to the com on
streets
Ald Byrne offered the following
Resolved by the city council that the office of Wharf Master be discontinued for the present the resolution
was adopted
Ald Deckert offered the following
Resolved cy the city council of the city of Dubuque that the street commissioner be instructed not to make
any contract or purchase any supplies or material for the city without consent and authority of the street
committee
the resolution was adopted

Ald Kane offered the following
Resolved that the salary of the mayor and aldermen for the year 1884 be placed at the same amount as the
previous years viz 600.00 for mayor and 300.00 for each aldermen and that the recorder be instructed to draw
warrants for same

ald Martin offered the following
Resolved that all owners of property on main Street between First and Eighth streets who shall have paid
the special tax levied on the lots abutting on said street to pay for the curbing guttering and macadamizing of
the same on or before the 10th day of December 1884 shall be entitled to a rebate of twenty percent and that
the city treasurer be instructed to give sufficient notice of the adoption of this resolution

Ald Kane offered the following
Resolved by the city council that the following loan warrants be issued by the recorder for money borrowed to
pay the expenses of October and November
