committee of the whole The petition of the Henderson Drum Corps for privelege to use the ciyt hall for drill was referred to the committee on public grounds and buildings Resports of Officers Lamplighter Coughlin reported having lighted 216 gas lamps during the month of January received and filed Woodmeasurer Warring reported having measured 1456 cords of wood during the month for which he received 88.50 received and filed Treasurer Traut reported having paid out 339.58 for interest during the month Warrants were ordered drawn in his favor for the amount Recorder Halpin reported having issued ten licenses amounting to $125.35 during the month received and filed Marshal Zugenbuehler reported having made 43 arrests during themonth and that 1110.00 was necessary to pay the police force for the month Warrants were ordered drawn for the several amounts Street Commissioner Norton reported that 293.00 had been expended on the streets during the month the report was received and filed and warrants ordered drawn for to pay the men Auditor Reilly reported the regular payroll of city officers and members of the fire department amounting to 1869.70 for which warrants were ordered drawn City engineer Tschirgi reported a plat of the proposed alteration of Kniest Street also that the abutting property owners had been notified the report was filed Market Master Rice reported having same reported in favor of reducing the assessment of J W Hoffman on Sub out lot 703 lot 13 to 1400.00 that the assessment of Mrs M J G Leonard be placed for 1884 as for the year 1883 That the assessment of Harris Bros be placed for 1884 at real estate 2700 merchandise 1500 That the assessment of Robert McArthur for monies and credits be reduced to 3500.00 for 1884 That the assessment of mary Wilde on the north twenty four feet of lot 13 thirteen city be reduced to 6500.00 for 1884 That the assessment of the Rev Dr Carter on his homestead be reduced to 5000.00 for the year 1884 That the assessment of Joseph Trueb on lots 3 4 5 6 in Morehisers Addition be reduced to 1500.00 for 1884 that the assessment of Jesse T Jarrett on merchandise be reduced to 500.00 for 1884 That the assessment of the V J Williams Impt Co be reduced to 5000.00 for the year 1884 That the assessment of the Iowa Coffin Company for real estate be reduced to 2700.00 and the personality be canceled for 1884 that an order be drawn on the city treasurer in favor of the Hazard Powder Company for 5.80 for tax overpaid That a warrant be drawn on the city treasurer for 3.30 in favor of John G Mathis for tax overpaid that a warrant be drawn on the city treasurer for 10.50 in favor of Fred Ginsler for tax overpaid that the assessment of J H Shields for $200 stocks for 1884 be cancelled All of which was Bush that the assessment of city lot 7 be reduced to 18,500.00 and lots 648 - 649 and N 15 ft of 650 be reduced to 11,000.00 The report was amended by Ald mcCarthy that lots 538 and 539 be reduced to 4000.00 and sub minl lot 172 to 10,000.00 the report as amended was adopted Ald Byrne Chairman on equalization reported in favor of making the following reduction in the assessment of Wm Hintrager Lot Personality to be cancelled for 1884 if found to be a non-resident of the city the report was adopted Ald Crawford chairman of the special committee on the extension of Lake Street reported as follows To the city council of the city of Dubuque Your special committee on the extension of lake street to Couler Avenue is only able to report progress a meeting of the committee has been held attended by all the members at which we went over and examined the ground necessary to be taken only a portion of the property owners have been conferred with Regular Session February 2nd 1885 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy Olinger and Page In the opinion of your committee the proposed extension is a very desireable enterprise affording as it would to the residens on High and North Lake Streets and those living in the vicinity or working in the CM & St P shops a direct connection with Couler Avenue If not carried out speedily the ground will soon be built up and the extension hereafter rendered impossible except at great expense the question mainly to be considered by the council is one of expense If the city can afford to open the street in its present financial condition it ought to be done In order to afford the council some idea of the probable cost of obtaining the right of way We have examined the city assessment lists for the year 1884 with a view to ascertain what the lots necessary to be taken were assessed at for that year As the city assessment of real estate is supposed and intended to be made at its full cash value it will give something of an idea of the probable cost The following is a description of the property required to be taken and the assessed value for 1884 To wit the N 20 ft lot 437 assessed to Peter Seitz at 850 30 M 57 ft 437 Anton Heeb 527 N 1/5 lot 488 H Newhner 900 N 32 489 A Grueber 900 Your committee repectfully ask to be continued and the city Engineer be instructed to make a survey and plat of the proposed extension as required by section 1 of chapter 25 of the revised ordinances respectfully submitted P W Crawford J S Martin H C Deckert J P Page Pat Clancy Com On motion the report was adopted and the committee was granted further time On motion the rules were suspended and Mr Robt McKinley was allowed to address the council in relation to the matter Ald Kane moved that the committee be instructed to report at the next session the full amount of the cost of the proposed extension with the names of the partie who had petitioned for the extension which motion was carried Regular Session February 2nd 1885 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy Olinger and Page Ald Crawford offered the following resolution which was adopted Resolved that a warrant be drawn on the treasurer in favor of Mrs Carrie Cain for the sum of 35.00 to pay for the right of way for the extension of east street in West Dubuque and that said warrant be placed in the hands of the city attorney to be delivered to mrs Cain on the execution and delivery of a properly executed conveyance of said right of way to the city of Dubuque The city attorney submitted an ordinance granting right of way for a track to the butchers association on Sycamore Street which was read for the first time and laid over under the rules until the next session the same recommended cancellation of the special assessment for the improvement of 17th street of the following N Nicks S 1/5 lot 485 Anton Stines N 1/5 441 E Geiger S 21 ft 435 M Beck S 1/5 486 M Beck N 1/5 434 P Morgan S 1/5 440 The report was adopted Ald Kane offered the following Resolved that a warrant be drawn in favor of Mrs Sophia Stange for 779.62 to pay judgment rendered July 1st 1882 costs to be afterwards examined and a portion for which the city is not liable to be excluded adopted Ald martin offered the following Be it resolved that a discount of 20% be allowed to the property owners on Main Street between 1st and 8th street who pay their special assessment on or before Feby 20 1885 Adopted ald McCarthy reported in favor of paying the printing bills also the bill of the Dubuque Fire and Marine insurance co for policy on the 4th st Engine House Adopted the same reported a proposition from Alphonse Mathews to compile the ordinances of teh city from Dec 31 1880 to the present time and deliver 50 copies to the city for the sum of 400.00 Regular Session February 2nd 1885 Mayor ODonnell in the chair Present Ald Byrne Clancy Crawford Deckert Hollnagel Kane Martin McCarthy Olinger and Page Ald Crawford offered the following as a substitute Resolved that the committee on ordinances in sonnection with the city attorney be authorized and instructed to have copied from the ordinance books and other records all ordinances and contracts with railway corporations adopted or entered into by the city since the publication of the revised ordinances in book form together with all laws of the state of Iowa affecting cities organized under special charters passed since said publication and present the same with a suitable index and marginal notes properly prepared for publication in book form complete to the city council at its next meeting if possible provided that the total cost of copying indexing and preparing the same for publication shall not exceed the sum of thirty 35 dollars Resolved further that upon the presentation of said compilation to the city council complete and ready for publication and the approval of the same by the council that said committee in connection with the committee on printing be authorized to invite proposals from all job printers and binders of the city for the publication of one hundred copies of said compilation in substantial book form provided that the total cost of said publication including copying indexing proof reading printing and binding shall not exceed one hundred and fifty 150 dollars Ald Deckert moved that the whole matter be indefinitely postponed which motion was carried Adjourned Attest J W Halpin Recorder Adjourned Session February 23rd 1885 Mayor ODonnell in the chair Present Ald Clancy Kane Martin McCarthy Olinger and Page Absent Ald Byrne Crawford Deckert and Hollnagel The mayor stated the object of the meeting to be in relation to an ordinance for the government of the Fire Department The committee not being ready to report on motion the rules were suspended and B W Jones addressed the council in relation to his claim for extra compensation for excavating the fourth street engine house the matter was refered to a special committee to consist of the Supt Ald McCarthy martin and Clancy Ald McCarthy Chairman of the committee on PG and Buildings reported on the petition of John Keckwot that the petition be granted and the city attorney be instructed to make a contract and report the same to the city council for its approval the sae reported on the petition of the Henderson Drum Corps that the petition be granted under the regulation of the market master Ald McCarthy moved that a committee of three be appointed to investigate and report whether the ICRR have complied with the ordinance granting them right of way over certain streets and alleys and the 100 ft strip adjoining the ice harbor the mayor appointed Ald McCarthy Olinger Kane and page as such committee Ald Kane offered the following resolution Resolved that the assistant treasurers salary be placed at 50.00 per month and that his services be dispensesd with after the first day of march 1885 the resolution was referred to a special com to consist of Ald McCarthy Kane and Olinger Ald Kane offered the following resolution Resolved that the treasurer be instructed to take up a warrant for 5000.00 now in the hands of Geo L Torbert agent issued in 1881 and which should have been satisfied january 7 1882 the resolution was referred to a committee to consist of Ald
