Agent Macadam Christman & Healey Larry Daley On motion the saloon license was fixed at 100.00 per year payable in quarterly installments of 25.00 each the first payment to be made at once On motion the recorder was instructed to draw a warrant for 700.00 to be paid to the committee to purchase horses for the fire department the motion prevailed Regular Session May 4th 1885 Mayor Glab in the chair Present Ald Thos Byrne J M Byrne Crawford Deckert Hollnagel Kane Olinger Page and Ryder Absent Ald Downer ald ryder offered the following Resolved by the city council of the City of Dubuque that the finance committee be instructed to borrow 3,000 to pay the current expenses of the past month the resolution was adopted Ald Crawford offered the following Resolved that the north and south boundaries of the ice harbor be established as follows to witt the north boundary to be a line 200 feet south of an dparallel with the south side of third street extension a strip 100 feet wide being reserved on th enorth side of said ice harbor for a levee along the entire north front of the same The south boundary of said ice harbor to be a line 110 feet north of and parallel with the south side of First Street Extension the north 70 feet of the 110 feet of the south line of First Street to be reserved and used as a levee slope Also that the committee on ordinances be instructed to prepare an ordinance permanently establishing said boundaries in conformity with this resolution the resolution was adopted and the city recorder instructed to forward a copy to the goverment engineer Ald Kane moved that Mr John Keckwot be given the proper notice to quit the premises now occupied by him in the Ice Harbor and that his lease with the city be revoked the recorder to draw a warrant in his favor for the rent paid the motion prevailed Ald Kane offered the following Whereas Death has entered the household of Ald A M Downer and robbed it of an oly son a youth who had just stepped upon the threshold of manhood whose career though brief was replete with usefulness and pregnant with the promise of a brilliant future who was idolized by his parents an whose many traits of character commanded the esteem of all Therefore be it resolved that in this his hour of profound grief the city council of Dubuque extends to Ald Downer and his affected family its earnest sympathy and that as a mark of respect this body do now adjourn Resolved further that a copy of this expression of condolence be sent to the family of Ald Downer and that the resolution be spread upon the records and a reduction of his assessment referred to the Delinquent Tax Committee Petition of James H Shields asking for the replacing of some filling done by him on Jones St Referred to Committee on Streets Petition of F Kennicker et al asking for relif from damage by water flowing through Couler Creek Referred to the committee of the whole to meet May 12 85 Petition of Rose Reynolds to cancel tax for Older et al asking for new sidewalk on the north side of Third Street between Iowa and Clay Streets On motion of ald Crawford it was granted Petition of Mrs C Pelan praying for the cancellation of an eroneous assessment Referred to the Delinquent Tax Commitee Petition of James Crawford et al praying for the improvement of the alley on the east side of Washington St between 15th and 16th streets chairman of the committee on finance offered the following resolution which was adopted Be it resolved by the city council that the city recorder draw loan warrants for the following amounts for money borrowed to pay the current expenses One warrant in favor of peter Blake for 1000 payable January 1st 1886 with interest at 8% per annum until paid One warrant in favor of P McCullough Executor for 1000 payable January 1st 1886 with interest at 8% per annum until paid One warrant in favor of jos Reinfried for 250.00 payable January 1st 86 with interest at 8% per annum until paid One warrant in favor of Emma Phillips for 600.00 payable January 1st 86 with interrest at 8% per annum until paid ald Ryder of the finance committee reported adverse to the petition of T O'Sullivan the committee was granted further time to report Ald Crawford of th eordinance committee read the ordinance governing sprinkling of streets for the first time and moved that the rules be suspended and the ordinance passed the motion was laid over ald Crawford of the same committee moved that the plat of the Ice Harbor as presented by the city engineer this day be approved carried Ald Page of teh police committee reported in favor of paying the bill of A R Staufenbeil 5.25 for police equipment carried Ald Hollnagel of the committee on public grounds and buildings reported in favor of the petiton of Peter Klauer asking permission to occupy a part of the first floor in the city hall providing he pay an additional insurance and ten dollars per month rent carried ald Hollnagel of the same committee in relation of the proposition of Carson Mcelrath for sprinkling the streets abutting public property moved that sealed bids be received for doing the same and the contract let to the lowest bidder adopted Ald Hollnagel of the same committee reported in favor of receiving and filing the petition of James McGovern asking to be appointed custodian of the parks adopted Adjourned Regular Session May afternoon session the matter of school house stairs and railings was referred to the commitee on public grounds and buildings The mayor stated that the black horse recently purchased by ald Olinger could be repurchased by the city for 275.00 adjourned the report of the street committee being called for Ald Deckert Chairman of the same stated they were not ready Ald Downer from the committee on markets stated his report was not ready Ald thos Byrne of the Delinquent Tax Committee reported in favor of the following petitions In favor of cancelling the personality assessed against the city property of James Ronan of negaunee Mich Adopted In favor of the petition of Wm Hintrager asking for the refunding of back taxes erroneously paid with interest to the 5th of March 85 being referred to the city attorney adopted In favor of allowing Daniel Sullivan 10.00 for cleaning a vault on the premises of Margt Donahue Ald Crawford objected to teh payment of the same The ayes and nays were favor of cancelling the tax of 1884 on lot 200 East Dubuque assessed to Mary Trausch adopted To refer the petition of C H Booth asking to be recomensated for filling certain streets and alleys in booths add to the city engineer adopted Ald Hollnagel chairman of the printing Committee offered a resolution regarding the payment of the Daily Herald for city printing Ald Kane offered an amendment by offering a resolution that the printing be divided between the telegraph Democrat Times and Iowa lost Adjourned Regular Session May 11th 1885 Mayor Glab in the chair Present Ald Thos Byrne Crawford Deckert Downer Hollnagel Kane Olinger Page and Ryder Absent Ald J M Byrne Ald Kane moved that the preceeding resolution governing the city printing adopted at the last session be reconsidered This caused considerable discussion and ending with the with withdrawal of Ald Kanes motion Ald Kane made a motio to let city printing to the lowest bidder lost Considerable discussion followed the above motion several alderment taking part in the same Ald Downer moved that the printing be given to the paper that would do it the lowest and that the recorder be instructed to advertise for bids The ayes and nays were called on Ald Downers resolution Ayes aldermen Thos Byrne J M Byrne Crawford Downer Hollnagel Kane Olinger Page Ryder Nays Alderman Deckert the motion was carried 9 ayes 1 nay ald Hollnagel offered a resolution to allow the national demokrat 250.00 for the yearly printing as a German paper Ald Kane amended the motion of ald Hollnagel by giving the printing to German weekly bidding the lowest The ayes and nays were called on Ald Kanes Amendment Ayes Ald thos Byrne J M Byrne Crawford Downer Hollnagel Kane Olinger Page and Ryder nays Ald Deckert Ald Kanes Amendment was carried 9 ayes 1 nay ald Deckert chairman of street committee offered the following resolution that the street commissioner be authorized and instructed to grade as much of the south side of Dodge St from Bluff St to Brad Street and thence on north side of Dodge St to Grandview Ave as is necessary to properly lay sidewalks on a temporary grade and that the city engineer give the proper street lines and the city marshal notify property ownes to remve all obstructions adopted Adjourned Regular Session May 11th 1885 Mayor Glab in the chair Present Ald Thos Byrne Crawford Deckert Downer curbing guttering and macadamizing having been done by the contracto Chas Steuck according to the plans and specifications adopted Ald Deckert from the same committee reported in favor of refering the resolution regarding the vacation of Kniest st to the City Attorney adopted Ald Deckert of the street committee and city engineer reported in favor of the improvement of 19th street from white to jackson st adopted Ald Deckert offered the following resolution which was adopted Resolved by the City Council of the city of Dubuque that to pay for curbing guttering and macadamizing Jackson Street from 19th to Lake St by Chas Steuck contractor in front of and adjoining the same a special tax be and is hereby levied on the several lots and parts of lots and parcels of real estate hereinafter called on this resolution and ordinance Ayes Ald thomas Byrne JM Byrne Crawford Deckert Downer Hollnagel Kane Page Ryder Nay Ald Olinger Motion and ordinance adopted 9 ayes 1 nay ald Olinger moved that city recorder advertise for bids for carting off garbage carried Ald ryder from commitee on Finance asked for further time to examine books of city treasurer granted Ald Crawford offered the following resolution be it resolved by the city council of the city of Dubuque that a sidewalk twelve feet wide of good two inch plank or of brick or stone be within thirty days from and after the adoption of this resolution constructed and laid in conformity with the ordinance in relation to sidewalks on the north side of third St between Clay street and Iowa Sreet and that teh city engineer be instructed to give the notice by publication required by the provisions of Sec 8 Chapter 26 of revised ordinances adopted Ald Crawford moved the following resolution Resolved that the plat of the Ice Harbor prepared by the City Engineer and this day submitted to city council showing the boundaries of said Ice Harbor and the levees reserved on the North West and South Sides of the same is hereby approved and adopted adopted Ald Crawford offered the following Resolved that the city marshal be instructed to open the extension of East St in West Dubuque for public travel and to remove all obstructions therefrom also that he be authorized to call on the city engineer to make and define the line of said street as extended for his guidance in opening the same adopted Ald Kane moved that the ordinance committee be instructed to draw up an ordinance for presentation at next session governing the police carried Adjourned Regular Session May 11th 1885 Mayor Glab in the chair Present Ald carried Ald Downer moved that Marshal be instructed to notify Mr McCann to do no further weighing on southern ave scales under penalty carried Ald Deckert moved that a new weighmaster be appointed to take care of Eagle Point Scales referred to committee on markets Ald Crawford asked that the Daily Times be made the official paper until another is appointed lost D J Linehan city Attorney reported as follows the petition of R W Stewart for clients to be received and filed Recommend the payment of bill of Jos Watry for witness fees 6.35 also that of B Chatfield for same cause 5.20 that the petition of Jacob Auer be received and filed that the petition of Magt Carr be received and filed The above report was adopted Ald Kane moved that the city accept 60% of the special assessment levied against Main St Property Owners The ayes and Nays were called on this motion Nays Ald JM Byrne Crawford Deckert Downer Hollnagel Olinger Page Ayes Ald Thos Byrne Kane and Ryder Motion was lost 3 ayes 9 nays Ald Crawford reported in favor of the petition of Southwell Treub & Co and read a contract governing their work adopted Council adjourned to meet Monday Evening May 18 1885 at 7:30 pm attest J Chas Luete et al for the improvement of the alley between Jackson and Washington Sts from 12th to 13th streets was referred to the city engineer to see if the majority of property owners had signed said petition the bill of wm Rebman for macadam used by the city amounting to 17.90 was on motion ordered paid Ald Ryder offered the following Resolved by the city council of the city of Dubuque that the city recorder be and is hereby instructed to draw warrants amounting to five 5.00 dollars each to pay the judges and clerks and the ownres of polling places at the last city election the resolut was adopted The petition of H B Glover and about two hundred others asking the council to order the extermination of the English Sparrows was referred to the committee of the whole the petition of John McCoy asking for the laying of a sidewalk on Hill Street from Third to Fifth Street to gather with a resolution ordering said sidewalk laid was referred to the committee on streets and city engineer The city engineer made the following report on the petition of Chas Luete et al to the honorable mayor and city council Gentlemen I find on examination that the majority of the property owners have signed the written petition who are abutters on said alley the report was adopted Ald Deckert offered the following REsolved by the city council of the city of Dubuque that the alley between Washington and Jackson streets from 12th to 13th street be graded and macadamized in conformity with the ordinance upon that subject That the city engineer be and is hereby directed to make the necessary plans and specifications for said improvement and the city recorder directed to give the proper notice for bids and proposals for the performance of the work the grading and macadamizing to be done at the expense of the owners of abutting property The resolution was adopted by a full vote of the council Adjourned Regular Session May 18th 1885 Mayor Glab in the chair Present Ald JM attorney the remonstrance of Ph Finkenauer et al against the improvement of Elm Street between 13 and 14th streets was referred to the com on sts The remonstrance of Margaret Rooney et al against the erection of a stone wall on the south side of Emmett Street was referred to the committee on streets The petition of City officers for the renovation of their offices in the city hall was referred to the committee on PG & Buildings The petition of Geo Salot for reduction of assessment was referred to the committee on delinquent tax The petition of John Flynn for permission to reduce the dimension of his frame barn was referred to the committee on fire with power the proposition of Robt McGivern to donate grounds to the city for the West Dubuque Scales was referred to the committee of the whole and city attorney the city engineer to make a survey of that portion of the street and ascertain if the scale is now on private property. The remonstrance of DG Scott Et al against the laying of a sidewalk on James Street was referred to the committee on streets The marshal reported on the petition of Kamman et al in relation to nuisance that he had examined the same and found the premises complained of in a clean and orderly condition the report was adopted the bill of F H Finke amounting to 15.00 for painting express and team numbers was ordered paid Ald Hollnagel offered the following resolved that the city engineer be instructed to survey and mark out by stakes or other suitable monuments to the north and south lines of the millville road from the west boundary of couler avenue to the west boundary of the city Resolved further that the city marshal be instructed after having notified all persons having fences or other obstructions on any portion of said Millville road to remove the same within ten days to proceed at once on the expiration of the time fixed in the notice to remove all such fences and obstructions of any kind from said road the Adjourned Regular Session May 18th 1885 Mayor Glab in the chair Present Ald JM Byrne Thos Byrne Crawford Deckert Downer Hollnagel Kane Olinger Page and Ryder full width of the same as shown by the records The resolution was adopted by a unanimous vote of the city council The bids of the daily times Telegraph Democrat and the German Weekly Paper the Iowa were opened and read and on motion referred to the committee of the whole Ald Page called the attention of the council to the contract with Geo W Burden for the gasoline lamps that such contract was about to expire the subject matter was refered to the committee of the whole Ald Olinger Chairman on Fire called the attention of the council to the bad condition of the wheels of the truck and stated that it was necessary to purchase new wheels he also stated that he thought it would be economy to purchase tools and employ a man permanently to do the repairs the subject matter was referred to the committee of the whole Ald Crawford moved that the committee on fire have power to purchase tools necessary to do the present repairs needed the motion prevailed Adjourned Attest J W Halpin City Recorder Special Session May 26th 1885 Mayor Glab in the chair Present Ald Crawford Deckert Downer Hollnagel Kane Olinger Page and Ryder Absent Ald JM Byrne Thos Byrne The remonstrance of H L Stout against the removal of obstruction on Jones St at his expense was read Moved that the marshal be instructed to notify the owners of said obstruction to remove the same within 30 days carried The remonstrance of market Master Rice against the peddling of vegetables etc about the city in violation of the ordinance was referred to the committee on markets and market master The rules were suspended and mr Chesley Taylor was premitted to address the council stating that unknown parties molested his workmen nightly and asked for protection The marshal as instructed to protect him carried ald Page of the police committee reported in favor of the petition to light Main Street with electric lights Ald Olinger amended by referring it back to the committee for a fuller report and that they be granted further time carried Mayor Glab reported in favor of referring the petition of P Flanagan to the following committee Deckert Crawford Downer J Byrne T Byrne carried Mayor Glab reported in favor of postponing action on the petition relating to the sparrows until next fall carried Moved that all matters relating to public printing be referred to printing committee and to be reported on in fifteen minutes carried Ald Hollnagel of the committee on printing reported in favor of referred the matter of public printing back to the council for consideration Special Session May 26th 1885 Mayor Glab in the chair Present Ald Crawford Deckert Downer Hollnagel Kane Olinger Page and Ryder Absent Ald JM Byrne Thos Byrne ald Olinger that the matter of printing be referred back to the committee on printing to report at the next regular meeting the amount for printing to not exceed 1000.00 Ald Crawford amended that all except Tax List and Blank Books not to exceed 800.00 per year The ayes and nays were called on Ald Crawfords Amendment Ayes Ald Thos Byrne J M Byrne Crawford Deckert Downer kane Olinger Page Ryder Nays Ald hollnagel Ald Crawfords amendment carried 9 ayes 1 may the council accepted teh invitation to participate in the Decoration Day services and the mayor appointed Ald Ryder Page and Hollnagel as a committee on the arrangements Adjournment attest J W Halpin Recorder
