WHEREAS, Indigenous Peoples' Day was first proposed in 1977 by a delegation of Native Nations to
the International Conference on Discrimination Against Indigenous Populations in the
Americas as a commemoration of 500 years of survival and renewal of Indigenous
Nations in the face of genocide and colonization; and
WHEREAS, a growing number of cities and towns in the United States have recognized the second
Monday of October as Indigenous Peoples' Day as an opportunity to celebrate Indigenous
heritage and resiliency; and
WHEREAS, the City of Dubuque recognizes that the Indigenous Peoples of this hemisphere have
lived on these lands since time immemorial, and that Dubuque itself was built upon the
homelands of the loway, Ho -Chunk, Sioux, Meskwaki, Kickapoo, Miami, and other
Indigenous Peoples of this region, and acknowledges and honors these members of the
community; and
WHEREAS, the City of Dubuque recognizes the historic, cultural, and contemporary significance of
the Indigenous Peoples of the lands that also became known as the Americas; and
WHEREAS, the City of Dubuque desires to support the struggles of Indigenous Nations for social and
environmental justice, religious freedom, tribal sovereignty, and equity; and
WHEREAS, the City of Dubuque seeks to bring greater understanding to the people of Dubuque
regarding Indigenous cultures and the enormous contributions they have made and
continue to make to our Nation.
NOW THEREFORE, I, BRAD M. CAVANAGH, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON
BEHALF OF THE CITY COUNCIL, STAFF, AND RESIDENTS OF DUBUQUE, DO HEREBY
PROCLAIM THE 13TH OF OCTOBER 2025 AS
"Indigenous Peoples' Day"
IN THE CITY OF DUBUQUE, IOWA.
IN WITNESS THEREOF, I have hereunto set my hand
and caused the Great Seal of the City of Dubuque to
be affixed this 6th day of October 2025.
