Rehabilitation Project, set the public hearing date of October 20, 2025, and hereby
authorize the Water Department to advertise the project for public bidding.

Public Bidding and Set the Public Hearing Date
INTRODUCTION
The purpose of this memorandum is to establish the date for the public hearing and to
initiate the public bidding procedure for the Eagle Point Water Treatment Plant Roof
Rehabilitation Project.
BACKGROUND
The City of Dubuque's Water Department has identified a phased replacement of
roofing systems at the Eagle Point Water Treatment Plant. The membrane roofing
systems were inspected in 2020, and noticeable failures were identified. The systemic,
phased replacement of the aging roofing systems were included as improvements
recommended in the Water Treatment Plant Condition Assessment prepared by Strand
Associates, issued June 2023.
The first phase of roof replacements include the North Plant Clarifiers, Lime Silo, and
Administration Building 3rd Floor. The second phase of roof replacements includes the
Sludge Plant, Sludge Plant Wet Well Walkway between Sludge Clarifiers, and Sludge
Plant Electrical Room. The third phase of roof replacements includes the North Plant
Filters. The fourth phase of roof replacements includes the South Plant Clarifiers,
Administrative Offices, Plant Filter Motor Control Room, and East Clearwell.
DISCUSSION
Water Department staff have completed the bidding documents, specifications, and
drawings for the roof replacements. The scope of work and bidding documents have
been finalized and are now ready to be advertised for bidding.
Construction was originally planned for the spring of 2025. However, due to anticipated
project costs, bidding for the project was timed for Fall of 2025 to allow for additional
funds within FY26 to complete the project.
Both the first and second phases of the roof replacement project are included in the
FY26 budget, which includes carryover from FY25 related to the first phase.

The second phase of roof replacements is planned to be bid in Spring 2026 with
construction in the summer of 2026. The third phase of roof replacements is planned for
FY28. The fourth phase of roof replacements is planned for FY29. Third and fourth -
phase replacements are included in the CIP, but not in the current budget.

PUBLIC NOTICE is hereby given that the Dubuque City Council will conduct a public
hearing on the 20th day of October, 2025, at 6:30 p.m., in the Historic Federal Building,
350 W. 6th Street, 2nd floor, Dubuque, Iowa, at which meeting the City Council proposes
to will hold a public hearing on the proposed plans and specifications, form of contract
and estimate of cost for the proposed Eagle Point Water Treatment Plant Roof
Rehabilitation Project.
The Project generally consists of the removal and replacement of the existing roofing
and insulation material for the identified roof segments. Roofing will include installation
of curbing, vapor barrier, insulation, membrane roofing, and flashings. The existing
siding at the Lime Silo building will require modifications to allow for additional insulation
and counter -flashing.
At the meeting, the City Council will receive oral and written comments from any
resident or property owner of said City to the above action. The official City Council
agenda will be posted the Friday before the meeting and will contain public input

Written comments on the public hearing may be submitted to the City Clerk's Office by
email at ctyclerk@cityofdubuque.org or by mail to City Hall, 50 W. 13th St., Dubuque, IA
52001, before the scheduled hearing. The City Council will review all written comments
at the time of the hearing.
Documents related to the public hearing are on file in the City Clerk's Office and may be
viewed Monday through Friday between 8:00 a.m. and 5:00 p.m.

PROJECT
PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF
CONTRACT, AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING
ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED
COST; AND ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost
for the Eagle Point Water Treatment Plant Roof Rehabilitation Project in the
amount of $500,000, are hereby preliminarily approved and ordered filed in the
office of the City Clerk for public inspection.
A public hearing will be held on the 201h day of October, 2025, at 6:30 p.m.
in the Historic Federal Building Council Chambers (second floor) 350 W. 6th Street,
Dubuque, Iowa, at which time interested persons may appear and be heard for or
against the proposed plans and specifications, form of contract and estimated cost
of said Project, and the City Clerk be and is hereby directed to cause the attached
notice of the time and place of such hearing to be published in a newspaper having
general circulation in the City of Dubuque, Iowa, which notice shall be published
not less than four days nor more than twenty days prior to the date of such hearing.
At the hearing, any interested person may appear and file objections to the
proposed plans, specifications, form of contract, or estimated cost of the Project.
The Eagle Point Water Treatment Plant Roof Rehabilitation Project is
hereby ordered to be advertised for bids for construction.
The amount of the security to accompany each bid shall be in an amount
which shall conform to the provisions of the Notice to Bidders hereby approved.
The Water Department Manager is hereby directed to advertise for sealed
bids for the construction of the improvements herein provided, by publishing the
Notice to Bidders to be published on the City of Dubuque website and a contractor
plan room service with statewide circulation, which notice shall be published not
less than thirteen but not more than forty-five days before the date for filing bids
before 2:00 p.m. on the 23rd day of October, 2025. Bids shall be opened and read
by the City Clerk at said time and will be submitted to the City Council for final
action at 6:30 p.m. on the 3rd day of November, 2025, in the Historic Federal
Building Council Chambers (second floor), 350 West 61h Street, Dubuque, Iowa.
