Parks and Recreation Director Matthew Kalcevich is recommending approval of
Madison, Gay, and Jefferson Park Playground Replacements Projects that are not
currently included or do not have enough funding to complete the projects in the Fiscal
Year 2026 budget.
Playgrounds have recently been replaced at Avon Park and Welu Park. Based on the
replacement costs of those playground structures including a poured in place rubber
surfacing under the playground, it is estimated to cost $194,000 to replace the
playground at Madison Park. It is estimated to cost $266,736 to replace the playground
at Gay Park. It is estimated to cost $230,000 to replace the playground at Jefferson
Park.
There is $175,742 funded in the Fiscal Year 2025 budget being requested to carryover
as part of the Fiscal Year 2026 first budget amendment for playground replacements at
Madison and Gay Parks. The additional funding needed of $514,994 for playground
replacement projects would be provided from Fiscal Year 2025 general fund savings.
The Madison, Gay, and Jefferson Playground Replacement projects are included in
Fiscal Year 2026 first budget amendment that will be considered by City Council at a
future public hearing.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The purpose of this memo is to request funding from the FY26 Budget Amendment #1
for playground replacements at Madison, Gay, and Jefferson Parks.
BACKGROUND
There is currently $85,800 in CIP project #3043000010 to fund the replacement of a
playground structure including poured in place rubber surfacing at Madison Park. This
funding is being requested to carryover as a part of FY26 Budget Amendment #1. The
standard replacement cycle of a playground is 10 years, and this site is past due.

playground structure including poured in place rubber surfacing at Gay Park. This
funding is being requested to carryover as a part of FY26 Budget Amendment #1. The
standard replacement cycle of a playground is 10 years, and this site is past due.
There is currently no funding budgeted for the replacement of Jefferson Park
playground including poured in place rubber surfacing. In 2025, the retaining wall on
Jefferson Street was replaced and new sidewalks, stairs, railings, and fencing were
installed. A new park sign was also installed. The last piece to be updated in the park
is the playground. The standard replacement cycle of a playground is 10 years, and
this site is past due

DISCUSSION
Steve Fehsal, Park Division Manager, and Marie Ware, Acting Projects and Facilities
Manager have prepared cost estimates to replace playgrounds. Playgrounds have
recently been replaced at Avon Park and Welu Park. Based on the replacement costs
of those playground structures including a poured in place rubber surfacing under the
playground, it is estimated to cost $194,000 to replace the playground at Madison Park.
It is estimated to cost $266,736 to replace the playground at Gay Park. It is estimated
to cost $230,000 to replace the playground at Jefferson Park.
