Parks and Recreation Director Matthew Kalcevich is recommending approval of Murphy
Park Tennis Court Resurfacing and Playground Replacement Projects that are not
currently included or do not have enough funding to complete the projects in the Fiscal
Year 2026 budget.
There are five tennis courts at Flora Park. Community members have expressed their
interest in having the courts resurfaced. In 2024, Parks and Recreations staff contracted
out the resurfacing of the volleyball/pickleball courts at Flora Park. The cost estimates to
resurface the tennis courts, including new poles and nets, is $152,000.
The standard replacement cycle of a playground is 10 years, and this site is past due.
Playgrounds have recently been replaced at Avon Park and Welu Park. Based on the
replacement costs of those playground structures including a poured in place rubber
surfacing under the playground, it is estimated to cost $220,500 to replace the
playground at Murphy Park.
There is $123,929 funded in the Fiscal Year 2025 budget being requested to carryover
as part of the Fiscal Year 2026 first budget amendment for a playground replacement at
Murphy Park. The additional funding needed of $248,571 for Murphy Park Tennis Court
Resurfacing and Playground Replacement projects would be provided from Fiscal Year
2025 general fund savings for a total cost of $372,500. The Murphy Park Tennis Court
Resurfacing and Playground Replacement projects are included in Fiscal Year 2026
first budget amendment that will be considered by City Council at a future public
hearing.

INTRODUCTION
The purpose of this memo is to request funding from the FY26 Budget Amendment #1
for Murphy Park tennis court resurfacing and playground replacement.

DISCUSSION
Steve Fehsal, Park Division Manager, and Marie Ware, Acting Projects and Facilities
Manager have been preparing cost estimates to resurface the tennis courts including
new poles and nets. The work on the three tennis courts at Murphy Park is estimated to
cost $152,000.
