Public Works Director Arielle Swift is recommending the approval of Public Works
Building Improvements at the Municipal Services Center and an Asphalt Paver
Replacement project that are not currently included or do not have enough funding to
complete the projects in the Fiscal Year 2026 budget.
The Municipal Services Center building improvements include the replacement of the
rooftop HVAC units. The estimated cost for the rooftop HVAC units is $600,000.
The Municipal Service Center roof is in need of replacement. The Fiscal Year 2026
budget includes $94,500 of funding. The additional estimated cost is $853,620.
The Public Works Department's asphalt paving machine is in need of replacement to
maintain the aggressive annual street overlay program. The estimated cost of
replacement is $600,000.
This $2,053,620 in funding would be provided from the Fiscal Year 2025 road use tax
fund savings. Public Works Building Improvements and Paver Replacement project is
included in the first budget amendment for Fiscal Year 2026, which will be considered
by the City Council at a future public hearing.

approval.

INTRODUCTION
The purpose of this memorandum is to request funding to cover the improvement
projects and public works equipment needed at the Municipal Services Center in
FY2026.
DISCUSSION
The Municipal Services Center building was operational in September of 2005. The roof
has existing issues and needs to be replaced. Some funds have been approved for the
replacement through Fiscal Year 2026 budget process utilizing water funds, as Water
Distribution is also housed in the Municipal Services Center. This estimated additional
funding for this request totals $853,620.
In addition to the roof, the Public Works and Water Department are experiencing fume
concerns and heating/cooling concerns. The sign shop and traffic signal areas house
servers and are made for employees to use materials that require ventilation. Replacing
the HVAC system throughout the building will ensure proper ventilation occurs in the
fleet maintenance bays, the vehicle storage bays, and sign shop. This estimated
additional funding request totals $600,000.
The annual asphalt overlay program utilizes a piece of equipment called a paver. The
paver takes the ground asphalt, churns it, and applies a smooth layer of hot asphalt on
the road. After this, the roller comes behind to compact the asphalt. This piece of
equipment is past its useful life and as the number of miles overlaid continues to
increase, the need is greater. This estimated additional funding request totals $600,000.
