HUMAN RIGHTS SUBCOMMITTEE COMMISSION MEETING MINUTES
August 29, 2025

The meeting was called to order at 10:05 AM.
Commissioners Present: Matthew Zanger, Michaela Freiburger
Staff Present: Ann Marie Jannette, Equity and Human Rights Specialist
Public Input
Chuck Isenhart was in attendance.
New Business:
One member of the public was in attendance; Chuck Isenhart represented the Dubuque
Area Land and Water Legacy (DALWL) project. Isenhart explained that they were looking
for the Human Rights Commission to endorse their plan and partner with them in their
recommendations for the Dubuque City Council and Parks and Recreation Master Plan.
A draft of a resolution was created to present to City Council. The resolution supports
DALWL in their efforts. The resolution will be brought back to the next full commission
meeting to be held September 9, 2025 for their vote on whether or not to submit it to City
Council.
