Opportunity: Build a new 2 way traffic bridge with a sidewalk next to the present bridge.
Solutions:
1. Establish that there be one way traffic on the new bridge and on the old bridge.
2. Establish which side of the old bridge the new bridge should be built.
3. Establish the cost of a new two way bridge for Iowa and Illinois.
4. Establish the cost ora new four way bridge for Iowa and Illinois.
5. Establish the cost of tearing down the present two way bridge.
6. Establish the security advantages of having two bridges instead of one.
7. Establish that the best possible solution is to build a new two way bridge.
