Van Milligen, City Manager FROM: Arielle Swift, Public Works Director Kenneth Miller, Solid Waste Agency Administrator SUBJECT: Dubuque Metropolitan Area Solid Waste Agency Award DATE: October 30, 2025 INTRODUCTION The purpose of this memorandum is to provide information related to the award received by the Dubuque Metropolitan Area Solid Waste Agency (DMASWA) in September. DISCUSSION The Dubuque Metropolitan Area Solid Waste Agency received the 2025 Innovative project Award from the Iowa Society of Solid Waste Operations for our Battery Recycling Initiative. The award was presented to Ken Miller, DMASWA Administrator; Joe Mayne, Solid Waste Site Supervisor; Bill Gansen, Lead Landfill Equipment Operator; and Bev Wagner, Education and Communications Coordinator at Iowa Recycling & Solid Waste Management Conference on September 30, 2025. This program has now picked up multiple awards; the Agency also received the 2025 Innovation Award from the North American Hazardous Materials Management Association. These awards recognize the Agency's efforts to increase the recycling of batteries and battery containing devices and reduce the harmful effects of improper disposal which includes costly fires in collections vehicles, processing facilities, and landfills. This program and its collection containers have already been replicated by Metro Waste Authority (Polk County, Iowa), with several other Agency's in Iowa and across the United States reaching out to replicate the success in their planning areas also.
