Zoning Board of Adjustment Minutes Page 19 of 525 PARK AND RECREATION COMMISSION MEETING Tuesday, September 9, 2025 Eagle Point Park Tour 2601 Shiras Ave. Dubuque, Iowa 52001 PRESENT: Jess Ochoa, Jennifer Tigges, Robin Kennicker, Ron Axtell, Lori 011endick, and Jason Henkel ABSENT: Josh Jorgenson STAFF PRESENT: Dan Kroger, Steve Fehsal CALL TO ORDER: Ochoa called meeting to order at 4:38 p.m. MINUTES APPROVED VOTE: It was moved by Axtell, second by Kennicker, to approve the amended minutes of the August 12, 2025, meeting. Unanimous. PUBLIC INPUT: None HILLCREST FAMILY SERVICES — REFLECTIONS IN THE PARK LEASE AGREEMENT REVIEW AND RECOMMENDATION: Both Tigges and Axtell asked if there were any changes to the agreement. Park Division Manager Fehsal stated that there were no changes from the previous year agreement. The motion was made by Kennicker to recommend approval of the Hillcrest Family Services — Reflections in the Park Lease Agreement. This was second by 011endick. Unanimous. EAGLE POINT PARK TOUR COMMISSION COMMUNICATION / QUESTIONS: Tigges asked staff if they knew about a permit being granted to a group that utilized AY McDonald Park in July. Staff was unaware of any special event permit being provided to the group in question and the City Clerks Office had not reached out to the Department for approval.
