Ald Crawford moved that city recorder keep an account of notices served for special assessment Also that
the matter of repairing town clock be referred to committee on public grounds and buildings carried
Ald Kane moved that when a man is arrested for vagrancy the marshal immediately pass examination
upon him and if not liable to prosecution under the police regulations of the revised ordinances he be discharged
adopted
Ald Deckert called the attention of the council to the dangerous condition of 14th street sewer
Ald Crawford moved tht city engineer be instructed to prepare plans for repairing the 14th st sewer
Ald Thos Byrne offered an amendment that the city engineer prepare plans for arching the same carried
the council adjourned to examine the sewer

City marshall Moore reported that 1123.40 would be required to pay the police and that he had made
fifty seven arrests during the month of may ordered paid and filed
Street commissioner Norton reported that he had expended 1521.85 during the month of May also that he had
collected and paid into the city treasury the sum of 214.00 which he received for cleaning alleys ordered
paid and filed
City Engineer Tschirgi reported that he had measured and found the amound of filling done by Gen Booth
amounted to 11063 cubic yards The petition of Gen Booth was referred to Delinquent Tax Committee
City Engineer Tschirgi reported that Chas Steuck had completed 601.79 worth of work on Jackson St
between 9th and 20th sts ordered paid
Ald Kane moved that the street commissioner be instructed to distribute the street work in his department
equally with all the poor men so employed adopted
City Treasurer Traut asked that a warrant be drawn in his favor for 183.00 money paid out by him on ordered
during month of May ordered paid
City marshall Moore reported having paid to the city treasurer 1.00 money received for redeeming impounded
hogs filed
Woodmeasurer Reynolds reported having measured 963 cords of wood during the month of May filed
City Weighmaster Chas Pitschner reported that he had weighed on the west dubuque scales filed
The report of Police Justice Quigley was referred to the city marshal and atorney
City Marshal reported having paid to city treasurer 50 cents fines and fees collected by him filed
Lamplighter Caughlin reported that he had lighted 216 lamps during month of May filed

City Treasurer Traut stated 3,000 was necessary to defray the months expenses
Ald Crawford moved that finance Committee be instructed to borrow the month providing it can be obtained
for 6% lost
Ald Ryder offered the following resolution that the city council of the city of Dubuque instructe the Finance Committee
to borrow 3,000 to defray the current expenses for the month of May 1885

Ald Olinger moved that it be referred to the committee of the whole to report tomorrow night Tuesday

ald Kane that the city attorney be added to the comittee carried
Ald Downer that rules be suspended and Mr Burch be allowed to address the council carried

Ald Thos Byrne asked for further time to report granted
Ald Hollnagel of the printing committee offered the following resolution and moved its adoption
Your committee to whom was referred certain bids for city printing would respectfully report the said bids are
not in accordance with teh spirit of the resolution calling for bids the recorder having neglected to notify the
papers of said resolution we would therefore recommend that the bids referred to us be received and filed
Ald Crawford offered the following substitute whereas the city council at its session on the 11th day of may
1885 decided to let the city printing for the current year to the lowest bidder and instructed teh city recorder
to write to the proprietors of the daily papers of the city and the two German Weeklies to submit proposals
for the doing of said printing and whereas the bid of the Dubuque Daily Times proposing to do all of said printing
for the sum of five hundred and twenty five dollars was the lowest proposal submitted by any daily newspaper
be it therefore resolved that the bid of the said Dubuque Daily Times be accepted and the contract for the
doing of the city printing according to the terms and conditions of its proposals be awarded ot the said
newspaper for the year beginning June 1st 1885 and that the Dubuque Daily Times be declared the
official paper of the city for said year

Ald Henry Deckert of the street committee offered the following resolutions
Resolved by the city council of the city of Dubuque that 13th street between Jackson and Washington Streets
be graded guttered curbed and macadamized in conformity with the ordinance upon that subject That the city
engineer be and he is hereby directed to make the necessary plans and specifications for said improvement
and the city recorder directed to give the proper notice for bids and proposals for the performance of the
work the guttering curbing and macadamizing to be done at the expense of the owners of abutting property
ayes and nays being called the above was carried unanimously
Be it resolved by the city council that 14th sewer be arched from white to jackson street that the city engineer
be instructed to prepare the necessary plans and specifications for said improvement and the city recorder
directed to give the proper notice for bids and proposals for the performance of the work
Ayes and nays being called the above was adopted unanimously
Resolved by the city council of the city of Dubuque that a sidewalk three 3 feet wide of good two inch plank
be within fifteen days of this notice constructed and laid in conformity with the ordinance in relation to sidewalks
on the south side of Almond Street between West end of Almond St and Ellis St
Ayes and nays being called the above was adopted unanimously
Resolved by the city council of the city of Dubuque that the alley from Eagle Point Ave to Hart St between
Couler Ave and Francis St be graded and macadamized in conformity with the ordinance upon that subject
that the city engineer be and is hereby directed to make the necessary plans and specifications for said
improvement and the city recorder directed to give the proper notice for bids and proposals for the performance
of the work the grading and macadamizing to be done at the expense of the owners of abutting property

Be it resolved by the city council of the city of dubuque that the water main on High Street to be extended from
Windsor Ave to Schiller St

Ald Crawford offered the following resolution
Whereas the plank covering the Julien Ave Sewer from the Lorimier House to the intersection of Hill St is a
sorce of continuan expense for repairs and is a fruitful cause of accidents therefore resolved that one half of
the length of said sewer between Lorimier House and Hill Street commencing at the Lorimier House be arched
with masonry the present season and that the Engineer be instructed to prepare plans and specifications a
and the city recorder be instructed to advertise for proposals for doing the work
referred to the city engineer to report Tuesday Evening
Ald Hollnagel offered the following
Resolved by the city council that the city marshal be an dis hereby instructed to notify all owners of real
estate abutting on millville st west of Couler Avenue to remove all obstructions or enclosures encroaching
on said street caused or continued by such owners within 30 days from the date of said notice and in case
of the failure of any such person to remove the same after the expiration of said time to immediately
enforce the penalties of the ordinance

Ald Henry Deckert offered the following Resolved by the City Council of the city of Dubuque that the alley
from 15th to 16th streets between Washington and Elm Streets be graded and macadamized in conformity
with the ordinance upon that subject that the city engineer be and he is hereby directed to make the necesesary
plans and specifications for said improvement and the city recorder directed to give the proper notice
for bids and proposals for the performance of the work the grading and macadamizing to be done at the
expense of the owners of the abutting property

Ald Olinger of the committee of the whole reported as follows to receive and file petition of F Kenecker et al
to refer the petition of Ricard Schmid et al to the city engineer to make estimate of improvement In favor of
the petition of Dubuque Butchers Association providing they pay one half the cost to refer petition of J Deery
et al to the street committee and city engineer to postpone further action on the report of city engineer relating
to obstruction of Couler Creek
Ald Olinger stated that the marshal experienced much difficulty in collecting team license and asked that
ordinance be changed relating thereto
Ald Crawford moved that city attorney be instructed to change the ordinance so as to make it effective
carried
Ald Ryder moved that rules be suspended and Mrs Sommers allowed to state her case to the council
granted
Ald Crawford movd that the aldermen fron the first ward be instructed to make estimates for moving the house
and report the same to the council carried
Ald Kane offered the following resolved by the city council that 600.00 be allowed James Lee Contractor for
work done on Jones St as per estimate of the engineer and the said amount charged to his account
carried
Ald Deckert moved that street commissioner be instructed to fence balance of 14th st sewer
carried
Ald Thos Byrne offered the following resolved by the city council of the city of Dubuque that the city marshal
be instructed to give notice to the owners of the abutting property on the east side of Main St between
first and Jones Streets that said sidewalk within 10 days be brought to proper grade andlaid in conformity
with the ordinance relating to sidewalks

City Attorney Linehan reported on the bond of Geo W Burton that it be approved
Also that the total cost in the case of Sophia Stange vs City of Dubuque is 146.25
Also that several old bonds known as the Porter Bonds be cancelled

Mayor Glab stated that the object of this meeting was to hear the report of the ordinance committee in relation
to an ordinance granting to the Dubuque and Northwestern Railway Company its successors and assigns
the right of way across and along certain streets alleys and public places in the city of Dubuque for the purpose
of constructing and operating its railway thereon
Ald Crawford amended that council go into a committee of the whole and consider the ordinance carried
The mayor called the committee into session and the following answered roll call Ald Thos Byrne J M Byrne
Crawford Deckert Downer Hollnagel Kane Olinger and Ryder
Ald Kane that the ordinance as presented be referred to the ordinance committee City Engneer and City Attorney
to report at a subsequent meeting of this council
Ald Downer that rules be suspended and Mr Burch and others permitted to address the council carried
Mr Burch and Richards addressed the council in relation to the proposed right of way
Ald Kane called the attention of the council to his former motion and moved that they report Thursday evening
and that Railroad committee be invited to attend carried
Petition of J Flynn et al asking to be allowed to rebuild a small summer kitchen of frame was referred to the
fire committee with power
Ald Crawford read a communication from the Times and Telegraph Democrat in relation to the city's printing

recorder advertise for proposals for doing said work according to plans and specifications
Ald Kane amended that the city engineer make estimates and report Thursday night carried
Ald Deckert moved that when council adjourned that it do so to meet thursday night carried
Ald Olinger moved that mayor and city attorney make a contrat with Frith to haul garbage during summer season
at a rate of 5.00 per day
Ald Kane amended to give the contract to lowest bidder and that the city recorder advertise for bids

the mayor stated that the object of the meeting was to hear the report of the ordinance committee
Ald Crawford chairman of the ordinance commttee read the ordinance of the Dubuque and Northwestern
Railway and moved that any citizen present be allowed to address the council and that the rules be suspended
carried

should reserve the right to grant the privilege of using the 14 foot strip between Third and First Streets jointly to any
railroad company it may consider expedient

Mayor stated that this special session was called to hear the report of the committee of the whole on the
Dubuque and Northwestern Railway ordinance
Ald Olinger chairman of the committee of the whole moved that the ordinance be passed
Ald Crawford offered the following amendment to Section 2 of the ordinance by adding the following additionnal
conditions
6 The rights and priviliges conceded to the Dubuque and Northwestern Railway Company in the first section
of this ordinance are granted upon the further express conditions that the city of Dubuque shall be constituted
and permanently remain the terminus of the First Iowa Division of said railway for both freight and passenger
business also that the machine shops for the repairs of the freight and passenger cars and locomotives used
on said division shall be located within the corporate limits of the city of Dubuque In case of the failure or neglect
of the said dubuque and northwestern Railway company or its successors to carry out in goof faith the above
conditions or either of them this ordinance shall become absolutely null and void and the rights and privileges
granted shall revert to the city of Dubuque
7 It is further expressly provided and made a condition of this ordinance that in case the said Dubuque and Northwestern
Railway shall at any time hereafter pass into the possession on control of any railway company or corporation
now operating its line of railroad in the city of Dubuque either by sale lease or judicial proceedings then in that
event all rights and privileges granted in section one 1 shall at once become forfeited and revert to the city
of Dubuque

Ald Olinger offered the following Resolved by the city council of the city of Dubuque that a large cottonwood
tree on the east side of Locust St between 9th and 10th streets be removed by the city marshal

to be made on the treasurers and other offices in the city hall and moved that recommend be adopted

of Market House instead of a brick sidewalk as was ordered at a former meeting
ald Crawford moved that the committee be empowered to lay any kind of a sidewalk that they may deem

Ald Ryder moved that 25.00 be allowed the firemen to defray expenses to the tournament at Davenport

Ald Ryder reported it would cost 65.00 tomove Mrs Sommers house and moved that the same be carried out

Mayor Glab stated that the object of the meeting was to open bids to act upon some petitions and other
unfinished business
Ald Olinger moved that garbage bids be opened and whoever is awarded the contract be obliged to give
a bond of 500.00 for the faithful performance of his work adopted
Upon opening the bids the following proposals were submitted Edward Avenarus 4.50 per day J Miller 3.50 per day
David Nichols 4.00 per day G Muntz 4.75 per day T E Frigh 5.00 per day Andrew Schaltzle 110.00 per
month and Thos Murray 4.25 per day
Ald Crawford moved that the recorder notify Mr Miller that he is awarded the contract also that the city attorney
be instructed to draw up a bond that the contractor shall perform the work or it be given to the next lowest
bidder lost
Ald Kane moved that all bids be rejected carried
Ald kane offered the following resolution that the city recorder be instructed to advertise for proposals to carry
away garbage and dead animals from below the bluffs six days during the week and twice a week above the
bluffs adopted
The following bills were ordered paid Joe Reinfried 6.40 McGlaugh Linand Reilly 28.55 The judgement of Val
Keppler vs J Connelly for 2.95 and costs was ordered filed
Communication of P F Guthrie City Assessor asking for further time to complete the assessment books for
year 1885 On motion of Ald Deckert he was given to July 15th 1885
Petition of J H Lucas et al asking for the improvement of Emmett St
Ald Thos Byrne moved to refer it to the street committee with power
Ald Kane amended that it be referred to the street committee and the city engineer to make estimate and
