sewer granted
Petition of J B Needham et al for sidewalk on parts of the following streets Fifth West and Seventh St referred

Communication of the Western Electric Light Co praying for an ordinance allowing them to erect and operate
a plant in this city referred to the ordinance committee and mayor
Petition of J W Halpin City Recorder asking that the council permit him to appoint a deputy to act in his place
was referred to the ordinance committee and city attorney to amend the ordinance defining the duties of
the recorder
Reports of Oficers
Street commissioner Norton reported that he had expended on streets during the month of June 2075.50
ordered filed and paid
City marshal moore reported having made 49 arrests during the month of June Also that he paid 3.50 Fines
and fees and 5.10 he received for impounding animals into the city treasurer and that 1060.00 was necessary
to pay the police for the month of June ordered paid and filed
City Auditor Reilly reported that the salaries of officers amounted to 953.25 and of members of the fire
department to 903.30 for the month of June ordered paid
Market master Rice reported having weighed 143 draughts on the market house scales receiving therefore
21.45 also that he received 28.75 for rent of huckster stands having paid the amount 50.20 into the city
treasurer he also reported furnished meals to prisoners amounting to 16.20 which was ordered paid and
report filed
City Treasurer Traut reported having paid out during the month of June for interest refunded tax etc 385.25
and asked that the warrants for the payment of the same be drawn

Cit Recorder Halpin reported having issued license amounting to 1719.35 during the month of June
Dominick Hoffman Justice of the Peace reported having paid 14.00 fines collected byhim to the city treasurer
and that 2.25 cost were still owed to him referred to committee on claims

Auctioneer Hedley reported having sold 24427.50 worth of property during the month of June ordered filed

Reports of Committees
Ald Crawford chairman of the ordinance committee reported an ordinance regulating the licensing of teams
and moved it be read for the 2nd time carried
Ald Downer moved that ordinance be laid over until the next regular session
Ald Crawford amended Ald Downers motion by offering to refer it to the committee of the whole carried
Ald Hollnagel of the finance committee presented a resolution that loan warrants be issued to the parties
who loaned money to the city to defray the expenses during the month of May and moved its adoption
Ald Kane amended Ald Hollnagels motion by offering to refer it back to the finance committee

The same reported in favor of allowing Peter Melchoir who lost his eye while working for the city 20.00 adopted
the bill of Wm Rebman for extra pay for work done by him improving Main St was referred back to the

Ald Hollnagel Chairman of the committee on public grounds and buildings reported advese to the petition of
J P Schroeder adopted
The same reported in favor of renting 25 ft of the upper floor of the city hall to the Sangerbund and that they
be allowed to build a partition in said hall and moved the adoption of the report
Ald Crawford amended the report by offering that the Sangerbund be allowed the use of teh hall at a reasonable
rent but they be not permitted to build any partition

Ald Page Chairman of the Police and Gas committee reported in favor of paying the bill of the key city
gas co adopted
The same called the attention of the council to the petition for more lamp posts on Eight Sts several members
expressed their views on the petition which was finally referred back to the committee and the mayor
Ald Olinger chairman of the Fire committee reported in favor of extending the water mains on High St adopted
the same reported in favor of granting the petitions of William Reche and Wm Schaefer adopted

Ald Thos Byrne of the special committee red the following report on the petition of the Standard Lumber Co
That they be allowed the use of the ground for fifteen years for the filling of it th eCity reserve the right the
person or corporation shall deliver the possession of it upon notices of thirdy days and by the city paying
for the filling at the rate of one half cent per yard necessary to fulfill the fifteen years also recommend that the
city attorney be instructed to draft a contract embodying the above conditions

Ald Crawford read the following report on the petition of C H Booth and moved its adoption
to the city council of the city of Dubuque Your committee on delinquent taxes to which was referred the
petition of Gen C H Booth on the subject of filling done by him on certai streets in booths addition and of the
city taxes due on the lots in said addition respectfully submit the following report
Gen Booth in his communication asks that the city council apply the amount of the city taxes due on the
lots in his addition on the amount of the filling done by him on the streets and alleys in said addition the
rates of compensation for such filling to be the same per cubic yard as the lowest price allowed and paid
by the city to others for such work during the year 1884
the city engineer in his report to the council at its last regular session gives the quantity of filling done by Gen
Booth on the streets in the addition up to May 29, 1885

as 11063 cubic yards not including the filling done north of Third Street by gravel train the taxes on the lots
in the addition up to this time withoutinterest or penalty are 300
Gen Booth has no contract with the city and the filling he has done on the streets in the addition has been
entirely volunary on his part As the property however has no value either for taxation or any other purpose
except what has been given it by the improvements made by Gen Booth it would seem unjust to require him
to pay taxes on it without allowing him for the filling of the streets on its original condition the property consisted
of sloughs and islands subject to overflow until filled it was worthless The filling of the streets in the addition
is as necessary in order to utilize the property as to fill the lots
the improvements being made by Gen Booth are highly beneficial to the city in making valuable property
out of what was previously worthless
Your committee has been unable to agree upon a rate per yard to be allowed Gen Booth for the filling of the
streets in his addition which we would recommend the council to adopt nor do we consider it absolutely
necessary to do so at this time The quantity of filling already done as shown by the report of the Engineer at
any price which might be fixed is far more than sufficient to pay the taxes due at this time on the property in
the addition We would therefore recommend that in consideration of such filling the taxes on all the lots
in Booths Addition due at this time be marked paid and cancelled and that the question of allowing compensation
to Gen Booth for filling already done or to be done hereafter on the streets of his addition and the price to be
paid be left for future adjustment between him and the city
respectfully submitted

three horses and returned the balance of the money to the city treasurer 16.75 adopted

Be it resolved by the city council of the city of Dubuque that alley from 15th to 16th streets and between Washington
and Elm Streets be graded and macadamized in conformity with the ordinance upon that subject That the
city Engineer be and he is hereby directed to make the necessary plans and specifications for the said
improvements and the city recorder directed to give the proper notice for bids and proposals for the performance
of the work the grading and macadamizing to be done at the expense of the owners of the abutting property
adopted
of Dubuque and middle curbed in conformity that the city make the necessary and the city recorder directed
togive the proper notices for bids and proposals for the performance of the work the guttering and curbing to be
done at the expense of the owners of abutting property adopted

Resolved that the ordinance restraining certain animals from running at large in the city of Dubuque be
so amended as to include all cattle goats and sheep and that the city attorney be instructed to draft an
ordinance to that effect and report the same at the next meeting of the council

Be it resolved by this council that a three 3 feet widewalk be laid on the east side of Elm Street from Sanford
to 22nd Street and the city marshal be instructed to notify all abutting property owners to lay said sidewalk
in fifteen days afer date of notice
the ayes and nays being called on ald Hollnagel's resolution it was adopted by the following vote

The mayor stated the object of the meeting was to open the bids for street work for the hauling of garbage and
the transaction of business left over at last meeting
Ald Deckert moved that the bids for street work be opened and referred to the city engineer carried

Ald Kane moved that the garbage bids be referred to the Board of health carried

Remonstrance of J S Garrigan et al against the laying of a sidewalk on Walnut St referred to the street

Petition of the Illinois Street Gas Lamp Co asking to be allowed to compete for the lighting of our streets by
gasoline lamps referred to the committee on police and gas
Ald Martin Kane moved to refer the remonstrance of J Garrigan et al to street committee by suspending the
rules and allowing Mr Garrigan to address the council carried

ald Downer Chairman of the market Committee reported adverse to the petition of R S West et al adopted
Ald Crawford moved that the petition be recommitted back to the market committee and city atorney and if
they think necessary to repeal the ordinance governing it and report
Ald Kane amended Ald Crawfords motion that it be laid on the table
the ayes and nays being called the amendment was adopted viz

Ald Hollnagel offered the following resolution be it resolved by this council that warrants be drawn in favor of
the following named persons for money borrowed by the city F H Finke one warrant for 800.00 borrowed
May 25th 85 J W Dick one warrant for 500.00 borrowed June 5 85 Sarah Rale one warrant for 1500.00 borrowed
June 5 85 all payable January 1st 1886 and drawing 8% interest per annum adopted
the same also offered a resolution grantng to Chas Peterman further time to abate a nuisance caused by his
keeping a hog pen on his premises
the city marshal and health physician being called upon explained the character of the nuisance
Ald Kane moved to refer it to the Board of Health and the city marshal
Ald Crawford offered as an amendment to ald Kane's motion that the city marshal be instructed to enforce
the ordinances of the city abating nuisances carried
Ald Crawford of the ordinance committee presented and read an ordinance to amend Chapter VII of the
revised ordinances of the City of Dubuque being an ordinance defining the duties of the city recorder
Ald Ryder moved that the rules be suspended and the ordinance read for the second time and its passage
The ayes and nays being called the motion was adopted by the following vote

the ordinance in relation to sidewalks on the south side of Jones Street between Iowa Street and Main Street
The ayes and nays being called the resolution was adopted unanimously
The same also offered the following resolution Resolved by the city council of the city of Dubuque
that a sidewalk eight feet wide of good two inch plank be within ten days of this notice constructed and laid
in conformity with teh ordinance in relation to sidewalks on the north side of Jones Street between Water Street
and Main Street

the mayor called the attention of the council to the canada thistles growing by our roadside and thought it
would be proper to have them exterminated

Ald Deckert moved that the street commissioner be instructed to have all canada thistles cut down carried
The mayor stated that one of the horses belonging to the fire department was crippled and on pasture and
that he thought it wold be advisable to dispose of him
Ald Ryder moved that the mayor and chief engineer be empowered to sell the horse and purchase another
carried
The mayor stated that it was necessary to have a telephone placed in West Dubuque and another one at
Eagle Point for the use of the police force
Ald Deckert moved it be referred to the cpolice committee and mayor carried
The mayor also stated that it would be a convenient apparatus if the police were equipped with a patrol wagon
Ald Crawford moved it be referred to Police committee carried

The mayor stated the object of the meeting was to examine and accept the assessment book to adopt some
plans whereby certain alleys would be kept clean and to draught resolutions in memory of the death of
General Grant
Ald Kane moved that the assessment book be accepted and placed in the hands of the board of equalization
carried
ald Kane moved that the mayor appoint a committee to draw up resolutions in respect to the memory of
Gen Grant and that they report at the next session carried
The mayor apointed Ald Crawford kane and Downer
Ald Hollnagel moved to adjourn carried
