The minutes of the last meeting were read and approved
Before proceeding to the regular order of business Ald Crawford chairman of the special committee appointed
relative to the death of General Grant by consent of the council presented the following resolutions
Resolved by the city council of the city of Dubuque that the mournful tidings of the death of Gen Grant though
not unexpected have been received by members of this council with emotions of the most profound sorrow. That
we painfully realize that a great life has ended and that the voice of the magnanimous and renowned soldier
is now indeed forever silent. though for himself he welcomed death as the termination of sufferings long and
patiently borne a grateful and admiring country mourns his loss with unavailing grief
That while fully conscious how vain and futile in this hour of their great sorow must be all expressions of condolence
or comfort we tender with full hearts in behalf of the entire people of Dubuque and the city council to the bereaved
family of the great leader the assurances of our deep and tender sympathy
resolved furtner that as a work of honor and respect for the distinguished dead the council chamber be draped
in mourning for thirty days
The ayes and nays being called the above resolutions were adopted unanimously

J W Norton Street Commissioner reported having exp ended 1490.30 on streets during the month of July
and that he collected and returned to city treasurer 1.60 for cleaning streets ordered paid and filed
Andrew Reilly auditor reported that 954.75 was necessary to pay the city officers and 903.30 to pay the fire
department for the month of july ordered paid and filed
Edward moore city marshal reported the salaries of the police amounted to 1063.30 for the month of July
That he made fifty one arrests and turned over to the city treasurer 3.00 fines and fees collected and 6.95
money received for impounding the report was ordered paid and filed
Sam Rice market master reported having weighed 109 draughts on the central market scales receiving therefore
16.35 and that he received 29.50 for rent of huckster stands and paid the amounts into the city treasurer
He also reported having furnished 20.20 worth of meals to prisoners during July ordered filed and paid

to erect and operate a plant in this city after which he moved the rules be suspended and the ordinance read
for the second time and put upon its passage

Ald Kane Chairman of the committee on claims presented the claim of Chesley Taylor for cleaning a vault and
asked the city attorney for his opinion as how the bill could be collected
City attorney Linehan stated the property was liable for the bill
ald Kane moved that the city attorney levy a special assessment against the property and collect the bill
carried
Ald Deckert chairman of the street committee reported in favor of receiving and filing the bill of Wm Rebman
adopted
The same reported in favor of the petition of J Gonnica
Ald Crawford moved that the petition as reported and the remonstrance against it be referred to the committee
of the whole carried
Ald Deckert further reported on the petition of Geo A Barnes et al for sidewalk on james St and on the remonstrance
of David G Scott et al against the same in favor of having the street commissioner grade the east side of
James St
adopted

Ald Hollnagel chairman of the committee on public grounds and buildings reported in favor of purchasing a
number of the new atlases of teh city designed and published by city engineer Tschirgi adopted
Ald Crawford moved that the city purchase 12 copies carried
Ald Crawford moved that each city officer having an office have a copy of the same be placed therein and the
remainder lay in the office of the city engineer until called for carried
Ald Hollnagel chairman of the printing committee reported in favor of paying the bill of Ham and Carver 25.00
carried
Ald Page Chairman of the police and gas committee reported in favor of placing lamp posts in the following
places on teh NE corner of Washington St and Eagle Point Avenue one on th eSW Corner of Locust nd 8th
streets and to remove the post in front of the omnibus barn to the SE corner of Bluff and 8th streets also in favor
of placing one on th eNE corner of 15th and Bluff Streets the report was adopted
The same reported on the petition of the Illinois Street Gas Lamp co that the recorder be instructed to advertise
for bids for the lighting of certain portions of the city byb means of gasoline lamps for a period of two years

Ald Crawford moved that bidders file an bond with their bid for 1000.00 containing no less than two reliable
sureties for the faithful enter into contract performance of the contract if awarded

Ald Thos Byrne chairman of the delinquent tax committee reported in favor of canceling the tax of 1884 of
Ellen A Hern catherine Dolter and Magt Glennn Adverse to the petition of Nancy O Niell and the petition of
Geo L Torbert agt that he be allowed to pay the tax without penalty or interest if paid in ten days teh report
was adopted and further time granted

Ald J P Page reported on the bill of Geo W Burden in favor of allowing him 9.00 for lighting park on concet

Ald Crawford of the special committee to whom was referred the petition of Catherine Morrissey made the
following report on the same
to the city council of the city of Dubuque
Your special committee to which was referred the petition of Catherine Morrissey asking for some compensation
or relief from the city for damages to her property on the corner of West Locust and Ellis Streets caused by
the same being overflowed by stormwater during the heavy rain of june 20th respectfully reports adversely
to the prayer of the petitioner as said overflow did not result from any negligence or fault of the city of Dubuque
but in consequence of her lot being too low we are clearly of the opinion that the only remedy against the reoccurrence
hereafter of damage from the same cause will be the raising of her lot which is in no manner the duty of the city

The report was adopted
The city attorney read the contract he had drawn up to be entered into between the Standard Lumber Co and
the city of Dubuque
Ald Ryder moved that the rules be suspended and Mr McCarthy permitted to address the council in behalf
of the Standard Lumber Co

Ald Deckert moved the time of the contract be made twenty years instead of fifteen years
The ayes and nays being called on the above motion it was adopted by the following vote

Ald Downer moved that the blank referring to the time of notice to vacate in contract be made six months

ald Crawford moved that the mayor enter into contract with Standard Lumber Co and have a duplicate contract

The city attorney recommended the payment of the costs in the case of Stange vs City of Dubuque carried

The city attorney presented an ordinance preventing cattle and other animals from running at large which the
recorder read for the first time
Ald Crawford moved the ordinance to be laid over under the rules until the next regular meeting caried
Ald Ryder chairman of the finance committee read a communication from the city treasurer stating the
amount of money necessary to defray the expenses of the preceeding month and offered the following
resolution
Resolved that the city council of the city of Dubuque instruct the finance committee to borow the sum of
Four Thousand Five Hundred 4500.00 dollars to defray expenses for the month of July 1885 at the lowest
rate of interest for which the money can be had
adopted
The same also offered the following resolution
Resolved by the city council of the city of Dubuque that an order be drawn in favor of P F Guthrie for the sum of
four hundred 400.00 dollars as partial payment for making assessment for the year 1885 adopted
The same also offered the following resolution Resolved by the city council of the city of Dubuque that a
sidewalk three 3 feet wide of good two inch plank be within 15 days of this notice constructed and laid in
conformity with the ordinance in relation to sidewalks on the north and south sides of Wilde St from South Dodge
St to the Bluff adopted
The same also presented the following bills referred to the fire committee and moved they be paid Tim Byron

A communication from J Drehouse was presented and read relating to a nuisance caused by a billboard
situated on a lot adjoining his premises and praying for its removal
Ald Ryder moved the rules be suspended and Mr Drehouse allowed to state the character of the nuisance
to the council carried
Mr Drehouse address the council and explained the position and form of the nuisance

Ald Downer moved that the city marshal be instructed to notify the property owner to abate the nuisance
carried
Ald Hollnagel moved the committee on public grounds and buildings to be instructed to repair the floor in the
3rd ward engine house carried
A communication from James Lee was read asking that he be permitted to proceed with the contract awarded
him to improve West Eight St which was postponed until other work was completed and also asking that
he receive the proper grade for doing so
Ald Kane moved that the prayer of the petitioner be granted and the city engineer authorized to give grade
stakes carried
Ald Crawford spoke of the necessity of a retaining wall on West 8th St and moved that the street committee
city engineer and the aldermen of the fourth ward consult as to the proper place to erect said wall without injury
to abutting property carried
Ald Crawford moved that the street commissioner repair Locust St between first and second street and eight and
ninth streets in connection with the street committee carried
Ald Kane moved that the committee on streets and street commissioner be instructed to complete the improvement
of Spruce st between Julien Ave and Jefferson Streets the expense not to exceed 50.00 carried
ald Crawford moved that 100.00 be expended to improve the Delhi Road from Tschirgi and Schwinds
Brewery Westward carried
Ald page chairman of the Police Committee made the following report and moved its adoption
Your committee on police would recommend to your honorable body the following propositions
That a patrol Wagon be purchased at the expense of the city as it would be a saving to the city and facilitate
the working of your police department Hoping that your honorable body will give this recommendation your
earnest and careful consideration We are yours respectfully

Ald ryder moved that a committee be appointed to examine the matter of purchasing a patrol wagon and
report carried

ald Page made the following report on the removal of the police headquarters Your committee on Police would
recommend to your honorable body the following proposition that the police headquarters no located in the
city hall be changed to the 4th street engine house as it is more centrally located and will be more convenient
to all policemen who will be required to report every night promptly at the regular hour yours respectfully

Ald Deckert moved that the Police headquarters at presented located on 5th street be removed to the present
quarters at city hall carried
Ald Deckert offered the following to the honorable mayor and city council
Gentlemen your committee on streets would respetfully report that they have examined the work done on the
alley from Eagle Point Ave to Hart St and between Couler Ave and Francis St and find the grading and
macadamizing done by the contractor F A Kringle to be in accordance with the plans and specifications
and they report in favor of accepting said work H C Deckert

Be it resolved that the city engineer make plans and give estimate cost of constructing a stone culvert on

on the east side of west street between west 5th street and west 7th street

Ald Deckert moved that the street committee be authorized to repair a bridge on southern ave with power

Ald T Byrne offered the following resolution
Be it resolved by the city council of Dubuque that the plan of sewerage presented by the city engineer known
as the separate system be and is hereby adopted and that the city attorney be instructed to present a proper
ordinance for the construction of sewers adopted
Ald Deckert moved to adjourn until one week from tonight carried

In the absence of the mayor the recorder called the meeting to order
Ald Crawford moved that Ald Downer act as Mayor Pro tem carried

Petition of the Governor Greys Co A 4th Reg I N G for the use of the upper floor of the city Hall for a drill
room and for the exclusive use of a small room on teh 2nd floor in which to place their arms etc was read
Ald Crawford moved that teh prayer of the petitioners be granted and they be allowed the large room occupied
at present by the city assessor for the storage of their equipment carried
ald Crawford moved that the city furnish gas to light their quarters in the city hall on drill nights and that the
market master or some other person have charge of locking up the hall after the company disperses
carried
Petition of the Dubuque Lawn Tennis Club asking permission to use a certain part of Jackson park for a
Lawn Tennis Court referred to com on Public Grounds and Buildings
Petition of Chas apel et al praying for a bridge or crossing over the sewer on West Locust St corner of Pierce
St referred to St committee
Petition of J Mehlhop et al for the extension of the water mains on Broadway referred to the committee on fire
The city engineer presented an estimate of the work done by J F Kringle contractor on the alley from Eagle
Point Ave to Hart St and west of couler ave the same being 372.04
Ald Crawford moved that Mr Kringle be allowed 200.00 as part payment for work on alley
ald Kane moved the suspension of the rules and Mr Kringle allowed to explain if he will complete the work

Mr. Kringle stated any necessary work on said alley would be completed by him under the direction of the
street committee
ald Crawford called for the adoption of his motion allowing mr Kringle 200.00
Petition of A L Pizer et al praying for the enforcement of the state and municipal sabboth laws was on motion
of Ald Page referred to the ordinance committee to take action on the violation of the city ordinances
A communicataion was read from the governor of Minnesota inviting delegates to the northwestern water
ways convention to be held in St Paul on Sept 3rd 1885
Ald crawford moved that the mayor appoint five delegates to represent this city carried
Notices to redeem from tax sale lot 68 in Union Add was served in the city by Wm Hintrager and to redeem
lot 12 Milligans subd on Michl Gasser Hill St and West Dubuque St Railway Company and city of Dubuque
They were referrd to the delinquent tax committee and city attorney

Con Ryan presented a bill for damages caused by the overflow of the mains lading to the 1st st sewer
Ald Crawford moved that it be referred to the committee on claims and city attorney
Ald Ryan amended Ald Crawfords motion by moving the suspension of the rules and Mr Ryan permitted to
address the council carried
Mr Ryan stated the case and cause of damage by the overflow
Ald Hollnagel moved to refer the bill to the committee of the whole carried
Ald Ryder called for the report of the committee to whom was referred the petition praying that dodge St
be narrowed
ald Thos Burns stated the committee was not ready and moved the committee of the whole examine the proposed
vacation carried

The city engineer reported the cost of constructing proposed 4th st sewer would be 504.50
Ald page moved to refer it to the street committee and city engineer with power
Ald Ryder amended Ald Page's motion by moving to refer it to the committee of the whole
The ayes and nayes being called on Ald Ryder's amendment which was adopted by the following vote
Ayes Ald J Byrne Crawford Deckert Downer Hollnagel and Ryder
Nays Ald T Byrne Kane and Page
Ald Crawford moved that the street committee meet tomorrow morning and eamine the proposed improvement
of West 8th St and that Ald Thos Byrne act as chairman carried
Ald Kane called the attention to the impossible condition of the alley from 9th to 10th street and west of locust
street
Ald Crawford moved to refer it to the street committee with power carried
Ald Crawford called the attention of the council to the dissatisfaction of the abutting property owners with
the improvement of the alley from 15th to 16th street and east of Washington Street
Ald Thos Byrnes moved that the rules be suspended and Mr McNamara allowed to address the councl carried
Mr Mcnamara stated his grievance to the council
Ald Ryder moved that the street commissiner be insructed to give Mr McNamara work to enable him to pay for
the improvement of the alley abutting his property carried
