of the gasoline street lamps was presented Ald Downer moved that the payment of the bill of Geo W burden 417.80 for the lighting and care of the gasoline lamps for the month of October be reconsidered carried Ald Downer then moved that the bill of Jms Pickley also teh one of Geo W Burden be referred to the committee on Police and Gas with the city attorney carried Regular Session November 2nd 1885 Mayor Glab in the Chair Present Ald Crawford Deckert Downer Hollnagel Olinger and Page Ald Page moved that Geo W Burden be allowed 375.00 on his claim for care of lamps during October carried The following bills were referred to C H Whitwell 20.00 to fire committee Jms A Spear 16.35 to Street committee Frank Negldey 50.00 to street commitee the bond of Jms Pickley for the care of the gasoline lamps was on motion of Ald Deckert approved On motion the rules were suspended and the reports of officers ordered read Street commissioner Norton reported having expended 2124.25 in repairing streets during month of Ocober Ordered paid and filed Marshal Moore reported the salaries of regular policemen to be 1078.30 and of special officers 12.00 for October Also that 52 arrests had been made and that he paid into th etreasury 4.00 received for impounding Salaries ordered paid and report filed Treasurer Traut reported having paid interest on warrants etc and for fire department supplies 491.60 Warrants were ordered drawn to refund the same Auditor Reilly reported the following amounts necessary to pay salaries for October City officers 984.75 Members of the fire department 903.30 ordered paid and filed marketmaster Rice reported having weighed 303 draughts on th ecentral market scales receiving therefore 45.45 and that he paid the same to the city treasurer Also that he furnished meals to prisoners amounting to 21.00 during October Ordered filed and paid Ald Deckert offered the following resolution Be it resolved by the city council of Dubuque that Public notice be given in the official paper to all property owners in the ciyt to clean the alleys abutting their premises within five days from such notice and that the street commissioner is hereby ordered to have all alleys remaiing uncleaned after such notice cleaned and the expense charged to abutters the city marshall is hereby also instructed to collect said charges or assessments provided that no part of the expense of such alley cleaning shall be paid from the city treasury adopted Regular Session November 2nd 1885 Mayor Glab in the Chair Present Ald Crawford Deckert Downer Hollnagel Olinger and Page Ald Hollnagel offered the following resolution Resolved that the council of Dubuque instruct the finance committee to borrow the sum of Four Thousand Dollars for the purpose of defraying expenses for the Railway to the council to attend the drving of the first spike and was on motion of Ald Kane accepted Ald Crawford called the attention of the council to the parties quarrying rock on Walnut street and moved the marshal order the same stopped immediately carried The following bills were allowed Vogel and Ferguson 0.60 DS Wilson 70.75 Petitions Mrs Rosa McKenzie et al for the grading of sidewalk on Seminary St and that a sidewalk be ordered laid on the same referred to St committee Susan Muggenburg for the cancellation of the tax of 1884 on the W 18 ft lot 9 Kellys Subd referred to Delinquent Tax Committee Wm C Leonard for the reduction of assessment of 1885 Referred to delinquent tax committee Jms Thornton et al for a lamp corner of St mary's and Emmett Streets referred to Police and Gas Committee with power James Howie asking that the grade of the alley between 16th and 17th sts and west of main st be changed referred to city engineer G J Huekels for the removal of an obstruction on Jackson Street between 8th and 9th streets referred to Street committee and city engineer Frank L Quade et al praying for a lamp corner of Division and Sanford Sts Ald Downer moved for a reconsideration of the vote whereby the petition of Jms Thornton et al for a lamp on Emmett Street was referred to the Police and Gas Committee with power Adjourned Regular Session November 9th 1885 Kane and Page Ald hollnagel called the attention of the council to the manner in which Mr Graff is constructing a wall in Couler Creek thereby obstructing the flow of water in the same and moved that weighers were read and ordered received and filed The city engineer submitted the following report To the honorable mayor and city council Gentlemen in accordance with your instructions I have made a survey of Roberts Ave and find that several fences and stables are over the line on the east side of Roberts Avenue Respectfully submitted M Tschirgi Jr C E Ald Crawford moved that the city engineer be insructed to notify parties that they are on the street and that they remove such obstructions within six months from date of notice carried Ald Ryder moved the rules be suspended and mr Clancy permitted to addres the council in behalf of the bill of Geo W Burden carried Ex-alderman Clancy explained the condition of the gasoline street lamps when Mr Burden assumed control of the same Ald Kane Chairman of the committee on claims was granted further time to report on the petition of James McGrath Ald Page of the police and gas committee report in favor of granting the petitions of Jms Hollnagel and Olinger the committee was granted further time to report Ald Hollnagel of the printing committee reported in favor of allowing the bill of Jas Kelly 6.00 also in favor of receiving and filing the bill of Dubuque Printing Company adopted Ald Crawford of the ordinance committee presented an ordinance referred to said committee after having been read for the first time at a previous session bring an odinance granting to A A Cooper and B E Linehan their successors associates and assigns the right to construct and operate a line of sewers in the alleys between Main and Locust Streets from First to Eighth street in the City of Dubuque and regulating the same And read some changes the committee had made in the same Ald Thos Byrne moved the adoption of the oridnance providing the sewer pipes be laid in the first st sewer and enter the Ice harbor below low water mark and that the ordinance be recommitted to the committee to amend the same in teh manner specified by him carried Ald Olinger of the fire committee reported in favor of paying the bill of Christman and Healy also in favor of granting the petitions of C H Whitwell and J G Peterson Report adopted Ald Crawford recommitted to the delinquent tax committee Ald Crawford of the ordinance committee offered the following substitute for seciton 1 of the ordinance granting to A A Cooper and B E Linehan the right to construct and operate a line of sewers etc etc Section 1 That A A Cooper and B E Linehan and their sudcessors associates and assigns either as individuals or as a corporate body under such name as they may hereafter adopt are hereby authorized to construct and operate a line of sewers in the alleys between Main and Locust Streets from Eighth to First Street in the city of Dubuque and to lay the necessary pipes therefor and to operate the same through the first street sewer to the Ice Harbor below low water mark for the purpose of house drainage along said line of sewers provided said sewers shall be constructed Adjourned Regular Session November 9th 1885 Mayor Glab in the Chair Present Ald Thos Byrne Crawford Deckert Downer Hollnagel Kane and Ryder under the direction of and according to the plans prepared by the city engineer adopted Ald Olinger moved the supervision of the rules and teh reading of the ordinance for the second time The ayes and nays being called on the adoption of Ald Olinger's motion it carried by the following vote Ayes Ald T Byrne Crawford Deckert Downer Hollnagel Kane Olinger Page and Ryder nays None the recorder recorder read the ordinance for the second time. The ayes and nays being called for the adoption of the ordinance it was lost by the following vote Ayes Ald thos Byrne Deckert Hollnagel and Olinger Nays Ald Crawford Downer Kane Page and Ryder Ald Crawford offered the following resolution REsolved that the committee of citizens appointed last April by the City Council to investigate the question of sewerage be requested to resume the consideration of the subject as soon as possible with a view to the adopting and perfecting of the most suitable system of sewerage for this city in ample time for the maturing of the plans and commencement of the work as early as pracicable next spring That said committee be further authorized to add to its number such other citizens as it may deem proper also to ascertain if any further legislation by the general assembly is necessary Ald Ryder moved that the passage of the ordinance be reconsidered The ayes and nays being called on Ald Ryans motion it passe by the following vote resolution carried The committee of the whole were granted further time to report Ald Kane called the attention of the council to the complaints made by Hotel Salook keepers against the closing of their places of business at 11 oclock pm this caused considerable discussion among the members of the council and was finally terminated without any change being made The following report was made by the street committee and adopted To the honorable mayor and city council Gentlemen Your committee on streets report having examined and accepted the work done on Windsor Avenue by Chas Steuk contractor Henry C Deckert Peter Olinger Thos Byrne Ald Crawford moved that when the council adjourned it does so to meet on Wednesday evening Nov 11th at 7:30 pm carried The City Attorney reported in favor of adopting the report of the committee on streets granting the petition of Jas H Shields for filling done by him on Jones St Report adopted The same reported in favor of granting the petition of the 2nd National Bank akd Crawford amended the report by moving the mayor propose to the 2nd national bank that the city will accept one half the personal tax levied against City Lot 175 for 1884 Deckert Downer Hollnagel Kane and Ryder The chair stated the object of the meeting was for the transaction of unfinished business and to receive the tax books Ald Deckert offered the following resolution Resolved by the city council of Dubuque That the street commissioner be and is hereby instructed to remove the curbing guttering and macadamizing on Brad Street abutting J Auer and Mrs Carr's lots On motion this resolution was referred to the street committee and city attorney The same also offered the following resolution Resolved by the city council of the city of Dubuque that a sidewalk four feet wide of good two inch plank be within fifteen days of thisnotice constructed and laid crosswise in conformity with the ordinance in relation to sidewalks on the East side of South Dodge Street between Wilde Street and Dodge Street The ayes and nays being called on the preceeding resolution it was adopted by the following vote Ayes Ald T Byrne J M Byrne Deckert Downer Hollnagel kane Olinger and Ryder Nays None The same also offered the following resolution Resolved by the city council of the city of Dubuque that a sidewalk two feet wide of good two inch plank to be within fifteen days of this notice constructed and laid in conformity with the ordinance in relation to sidewalks on the east side of james Street between West Third Street and Peabody Avenue The ayes and the abutters named in the preceeding resolution be permitted to address the council carried Mr Pfotzer an abutter objected to the levying of the assessment because he thought the grade was too high the ayes and nays being called on the adoption of the resolution levying a special assessment for the improvement of Windsor Ave it was adopted by the following vote Ayes Ald thos Byrne Jms M Byrne Crawford Deckert Downer hollnagel Kane Olinger and Ryder nays None ald Deckert offered the following resolution Be it resolved by the city council that the property owners on teh east side of Windsor Avenue abuting the improvement completed by Chas Steuck contractor be and are hereby remitted the sum of 47.66 cts per lineal foot from the special assessment levied for said improvement and that the sum of 20.33 cts per lineal foot be remitted the owners of lots 38 37 36 35a 35 34 33 and S 1/2 lot 32 Staffords addn from the special assessment against said lots for the above improvement provided the balance of the special assessment be paid within thirty days This resolution caused considerable discussion between members of the council as to advisability of adopting the same the ayes and nays being finally called on its adoption it carried by the following vote ayes Ald Thomas Byrne Deckert Downer Kane Olinger and Ryder Nays Ald Crawford & Hollnagel Ald Deckert presented a resolution levying a special assessment for the improvement of West Eight Street and stated that all the abutters were not notified that the assessment could not be legally levied at this meeting Ald Crawford moved the suspension of the rules and that permission granted to the abutters present to address the council carried Adjourned Regular Session November 11th 1885 Mayor Glab in the Chair Present Ald street Ald Crawford moved that action on the resolution levying the special assessment for the improvement of West 8th St be postponed until Mr Freeman one of the abutters was notified carried Ald Crawford offered the following resolution Resolved by the city council of the city of Dubuque that a sidewalk Six Feet wide of good two inch plank laid crosswise be within fifteen days of this notice constructed and laid in conformity with the ordinance in relation to sidewalks on the south side of West 8th Street between Pine St and Wilson Ave The ayes and nays being called on teh adoption of the entitled an ordinance for the appointment of a Wood Inspector etc be so amended as to provide for the establishment of a wood inspector etc be so amended as to provide for the establishment of a wood market on first between locust and bluff sreets and on high street between Windsor Avenue and Humboldt Street and the city atty be instructed to draft an ordinance to that effect On motion of ald Olinger this resolution was referred to the resolution was referred to the committee of the whole The city attorney reported that the ordinance defining the manner in which a notice for a deed of property purchased at tax sale must be served was a direct counterpart of the code of iowa governing the same subject and thought it could not be lawfully revised The same presented an ordinance to amend an ordinance entitled an ordinance to provide for improving the streets alleys and public landings and for the construction of sidwalks and providing that section 14 of Chapter XXVI shall be revised by adopting th eordinance here presented in lieu thereof which he read for the first time Ald Crawford moved it be laid over until the next meeting and referred to the ordinance committee adopt resolutions of respect to the memory of the late vice president Hendricks and to transact any other business the council might think proper The mayor presented the following resolutions Whereas the great shock which has thrilled the American people at the sudden closing of the creer of Hon thomas A Hendricks vice Chief Magistrate of this nation finds expressions of sorrow in numerous public assemblies and other representative bodies of the people whos great public servant second in the gift of national honor he was therefore be it Resolved that we the ciyt council of the city of Dubuque assembled to offer tribute to the memory of this distinguished citizen and officer of oru republic are pleased to honor the man who while a leader of his fellows as a member of the legislature member of congress member of the senate of the United State ever commanded that respect and admiration which is alone bestowed upon the able the honorable and the honest also resolved while the acknowledged honesty of conviction and integrity of purpose not generally accorded one who has filled such varied public positions as our departed statesman is indeed a noble tribute we must express our profound regards for the many virtues of that privatelife which made each neighbor a friend and the loss of which has draped in garlands of woe every cottage in the capital of our sister state Saddest among them all is she whos loving care and pride and fond regard were ever honored by this noble man To her we tender all that deeply sympathetic minds and hearts can think an dfeel in this her hour of affliction also be it resolved as a mark of esteem for the great office and man we respectfully ask that all th echurches in the city toll their bells a twelve oclock tomorrow while those of the city are hereby ordered to do so further resolved that as a mark of our respect a copy of these expressions of sorrow be forwarded to the bereaved widow of the illustrous dead and that these resolutions be enrolled on the records of this council and published in the official paper and that all public buildings and the council chamber be draped in mourining for thirty days ald Crawford moved the instructed to replace the railing on Millville St carried The mayor called the attention of the council to the proposed building of a new iron bridge on 7th street Ald Crawford moved that the street committee and city engineer confer with the owners of the saw mills whose property abuts on 7th st and try and have them pay a part of the cost of construction of the new bridge carried Ald Deckert offered the following resolution be it resolved by the city council of Dubuque that the marshall be and is hereby instructed to remove the obstructions from WEst 2nd Street in college addition after giving abutters ten days notice and that the city engineer give the proper lines of said street The ayes and nays being called on the adoption of the preceeding resolutin it passed by the following
