for weighers books and F A Griffke 58.00 for printing were referred to printing committee A Reilly 150 to committee of the whole The bill of hte Dubuque Water Co 240 for furnishing water for the street fountains during the past season was on motion of Ald Ryder referred to the finance committee Regular Session December 7th 1885 Mayor Glab in the Chair Present Ald Thos Byrne Jms M Byrne Deckert Downer Kane and Olinger ald Crawford moved that the committee on police and gas investigate and determine the number of gas and gasoline street lamps in the city and that the city engineer be instructed to draught a plat of the city showing the location of all gas and gasoline lamps with a number for the same and place said plat on file for ims Petitions Petition of the knapp Stout and co lumber co praying that eight st be extended east from th eC M and St P railway tracks to the slough and that said street be brought to the proper grade and that the 8th st sewer be be extended along said street to its terminus Ald Crawford moved a suspension of the rules and that Mr F D Stout be granted permission to address the council carried Mr Stout address the council stating that these object in praying for the street to be filled was embodied in the petition Ald Crawford moved that the petition be referred to the committee of the whole to examine the condition of the ground and that the city engineer make a survey and plat of said proposed extension together with an estimate cost of the completion of the street and sewer That the chairman of the committee of the whole call a meeting of said committee the present week to act upon this petition carried Petition of T F Gilliam et al for a street lamp corner of W 3rd and Burch St referred to police and gas committee Petition of Rebecca J Farley praying that a grade to be established on Rebecca Alma and Thomas Streets in Fairview Addition Referred to city engineer to report suitable grades for those streets Petition of Johanna Zachina praying that the city furnish her relief immediately as she claimed to be in destitute circumstances was on motion referred to the aldermen of the Fifth Ward The proposition of the western Electric Light Company to light a certain portion of the city below the bluffs was on motion of ald Crawford referred to a special committee of which the mayor shall be chairman to investigate the said proposal the mayor appointed as the special committee Ald Crawford Downer Hollnagel page and Thos Byrne Petition of E D White asking until the 15th of May 1886 to remove his fence which at present forms an obstruction on West 2nd Street Regular Session December 7th 1885 Mayor Glab in the Chair Present Ald Thos Byrne Jms M Byrne Deckert Downer Kane and Olinger Ald Crawford moved that the prayer of the petitioner be granted with the understanding that said fence be removed before the 1st day of may 1886 The ayes and nays being called on the adoption of Ald Crawfords motion the vote resulted as follows Ayes Ald T Byrne Crawford Downer Hollnagel and Ryder Nays Ald J Byrne Deckert Kane Olinger and Page The vote resulting in a tie the motion was carried by the mayor voting aye Ald Crawford moved that the recorder give written notice to the marshall to remove said fence before the 1st day of may 1886 carried Petition of Henry Pfotzer et al asking that equal justice be shown to all abutting property owners against whose property a special assessment is levied for the improvement of Windsor Ave referred to the committee of the whole The petition of the Dubuque City Police asking that their salary be increased to 60.00 per month referred to the com of the whole Petition of the Dubuque Butchers Association asking that Chas apel be appointed a city weigher at their stock yards granted Petition of L Manahl et al for a lamp on the south corner of Francis Street referred to police gas committee Petition of Peter Nicks et al asking that the present 5th ward be divided into two wards referred to the committee of the whole Petition of Mrs Ellen Conlan asking to be exempt from paying the special assessment levied against her property for the improvement of West 8th St claiming said improvement damaged her property Ald Deckert moved that the petition be received and filed Ald Crawford amended Ald Deckerts motion that petition be referred to the street committee The ayes and nays being called on Ald Crawfords amendment it was lost by the following vote Ayes Ald Crawford and Ryder Nays Ald thomas Byrne J M Byrne Deckert Downer Hollnagel Kane Olinger and Page Regular Session December 7th 1885 Mayor Glab in the Chair Present Ald Thos Byrne Jms M Byrne Deckert Downer Kane and Olinger The ayes and nays were then called upon the adoption of Ald Deckerts motion which passed by the following vote Ayes Ald T Burne J Byrne Deckert Downer Hollnagel Olinger and Page Nays Ald Crawford Kane and Ryder Communication of Edward Moore city marshall asking that a room centrally located be provided for the night police to eat their meals in during the winter months was on motion of ald Crawford referred to the police committee with instructions to have the stove in the sol turck engine house fixed to allow the police to warm their meals thereon Petition of Gottliev Schneider asking to be refunded 2.40 personal tax which he claims to have paid on an erroneous assessment Referred to delinquent tax committee Petitions of the following named persons praying for the remission of their respective taxes were on motion referred to delinquent tax committee C Consor Bridget Brennan Sisters of Mercy Hospital Mrs H Kruger Rachel Davis Mrs M Sieger magt m Roberts Margt Heeb Cornelius Flynn Nord Landrigan Petitions of the following named persons praying for a Ferdinand Ginzler D H Conyngham Matilda kaiser Geo Cronemiller J Berry Mrs S Stanger J vogel Sarah E Dean V J Kroesen J Mehlhop Ald Deckert moved when the council adjourn it do so to meet again on Monday December 14th at 2 oclock pm carried Reports of officers Street commissiner Norton reported having expended 1707.25 repairing streets and that he collected 29.00 for cleaning alleys during the past month Report ordered paid and filed marshall Moore reported the salaries of the police for the month of November amounted to 1105.55 That the department had made 41 arrests also that he paid to the city treasurer 4.20 received for impounding and 50 cents fees collected during the same period Ald Deckert moved the police payroll be referred to the police committee and that they retire to inspect the same carried Regular Session December 7th 1885 Mayor Glab in the Chair Present Ald Thos Byrne Jms M Byrne Deckert Downer Kane and Olinger Auditor Reilly reported the following amount of salaries due city employees for the month of November city officers 9923.25 Fire Department 903.30 ordered paid and filed Ald Page of the police committee reported having deducted 21.65 from the salary of a policeman who was absent from duty a part of the past month and moved the report be paid and filed carried Treasurer Traut reported having paid out during the month of November for interest refunded tax postage and supplies for the fire department the sum of 621.96 Warrants ordered drawn to refund the same Recorder [rp te, Agnew reported having issued licenses amounting to 694.35 during November ordered filed Marketmaster Rice reported having received 41.10 for weighing on the central market scales and that he paid the same to the treasurer Also that he furnished meals to prisoners and lodgers amounting to 31.20 during November ordered filed and paid Police Justice Quigley reported having paid to the treasurer 10.00 fines collected during November ordered filed Lamplighter Caughlin reported having lighted 218 gas lamps during the past month ordered filed Woodmeasurer Reynolds reported having measured 1014 cords of wood during the past month ordered filed The reports of the several city weighers for the month of November were ordered received and filed Ald Downer moved that the market master require the help of the poundmaster in doing any work he thought proper carried Ald Ryder of the finance committee offered the following resolution Resolved that the salary of the mayor and aldermen for the year 1885 be placed at the same amount as the previous years viz 600 for the mayor and 300 for each alderman and that the recorder be instructed to draw warrants for same amounts The ayes and nayes being called on the adoption of this resolution it passed Byrne Jms M Byrne Deckert Downer Kane and Olinger Ald Crawford of the ordinance committee presented an ordinance to amend an ordinance entitled an ordinance to provide for improving the streets alleys and public landings and for the construction of sidewalks Said ordinance being referred to ordinance committee at a previous session after be read for the first time Ald Crawford read the ordinance for the second time and moved is adoption The ayes and nays being called on the adoption of the ordinance it passed by the following vote Ayes Ald T Byrne J M Byrne Crawford Deckert Downer Hollnagel Kane Olinger Page Ryder Nays none Ald Crawford moved that the city attorney draft an ordinance to amend section 34 of chapter 32 fixing the rate of discount on all taxes paid prior to December 20th at 2% carried Ald Kane of the committee on claims reported in favor of referring the petition of James McGrath to the city attorney and that he notify Mr Howie who caused the obstruction to make good the damages claimed adopted the same reported in favor of receiving and filing the petition of Gottliev Schwagler adopted Ald Olinger of the fire committee reported in favor of paying the bill of Dr Whitewell 20.00 adopted Ald Olinger of the committee of the whole reported in favor of receiving and filing the petitions of the following persons E D White et al J Gorneia Iowa Coffin Co and E Langworthy J Deery et al also the report of the city attorney on the wood measuring ordinance adopted the same also reported adverse to the bill of A Reilly 50.00 and in favor of receiving and filing the claim of Com Ryan Adopted the same reported in favor of receiving and filing the resolution of ald kane providing for the establishment of new wood markets Ald Kane offered as an amendment to the report of the committee tha a wood market be established on first street between Locust and Bluff Streets The ayes and nays being called on the adoption of Ald Kanes Amendment it passed by the following vote Ayes Ald T Byrne J M Byrne Deckert Downer Hollnagel Kane Olinger Page and Ryder Nays Ald Crawford Regular Session December 7th 1885 Mayor Glab in the Chair Present Ald Thos Byrne Jms M Byrne Deckert Downer Kane and Olinger Ald Olinger of the committee of the whole also reported in favor of receiving and filing the report of the ciyt attorney on the ordinances governing the inspection of wood adopted The same also reported in favor of receivng and filing the petitions of J Deery et al and the iowa coffin co and E Langworthy also the claim on Con Ryan Report was adopted The same also reported in favor of adopting an ordinance to amend an ordinance entitled An ordinance in relation to licenses and being chapter XXIII of the revised ordinances ald J M Byrne amended the report of the committee by moving the ordinance be referred to the ordinance committee carried Ald Deckert of the street committee made the following report to the honorable mayor and city council Gentlemen your committee on streets would report having examined and accepted white street improvement by Wm H Rebman contractor report adopted the same also offered the following report To the honorable mayor and city council Gentlemen your committee on streets respectfully report having examined and accepted the work on West 8th Street from Air Hill Street to Wilson Ave report adopted The same offered the following resolution REsolved by the city council of the city of Dubuque that to pay for curbing guttering and macadamizing West 8th Street from Air Hill Street to Wilson Avenue by James Lee Contrctor in front of an adjoining the same a special tax be and is hereby levied on the several lots and parts of lots and parcels of real estate hereinafter named situate and owned and for
