ald Crawford moved that the committee on police and gas investigate and determine the number of gas
and gasoline street lamps in the city and that the city engineer be instructed to draught a plat of the city
showing the location of all gas and gasoline lamps with a number for the same and place said plat on file
for ims

Petition of the knapp Stout and co lumber co praying that eight st be extended east from th eC M and St P
railway tracks to the slough and that said street be brought to the proper grade and that the 8th st sewer be
be extended along said street to its terminus
Ald Crawford moved a suspension of the rules and that Mr F D Stout be granted permission to address the
council carried
Mr Stout address the council stating that these object in praying for the street to be filled was embodied in
the petition
Ald Crawford moved that the petition be referred to the committee of the whole to examine the condition of
the ground and that the city engineer make a survey and plat of said proposed extension together with an
estimate cost of the completion of the street and sewer That the chairman of the committee of the whole
call a meeting of said committee the present week to act upon this petition carried
Petition of T F Gilliam et al for a street lamp corner of W 3rd and Burch St referred to police and gas committee
Petition of Rebecca J Farley praying that a grade to be established on Rebecca Alma and Thomas Streets
in Fairview Addition Referred to city engineer to report suitable grades for those streets
Petition of Johanna Zachina praying that the city furnish her relief immediately as she claimed to be in
destitute circumstances was on motion referred to the aldermen of the Fifth Ward
The proposition of the western Electric Light Company to light a certain portion of the city below the
bluffs was on motion of ald Crawford referred to a special committee of which the mayor shall be
chairman to investigate the said proposal

Petition of E D White asking until the 15th of May 1886 to remove his fence which at present forms an
obstruction on West 2nd Street

Ald Crawford moved that the prayer of the petitioner be granted with the understanding that said fence be
removed before the 1st day of may 1886
The ayes and nays being called on the adoption of Ald Crawfords motion the vote resulted as follows

The vote resulting in a tie the motion was carried by the mayor voting aye
Ald Crawford moved that the recorder give written notice to the marshall to remove said fence before the

Petition of Henry Pfotzer et al asking that equal justice be shown to all abutting property owners against
whose property a special assessment is levied for the improvement of Windsor Ave referred to the committee
of the whole
The petition of the Dubuque City Police asking that their salary be increased to 60.00 per month referred
to the com of the whole
Petition of the Dubuque Butchers Association asking that Chas apel be appointed a city weigher at their
stock yards granted
Petition of L Manahl et al for a lamp on the south corner of Francis Street referred to police gas committee
Petition of Peter Nicks et al asking that the present 5th ward be divided into two wards referred to the
committee of the whole
Petition of Mrs Ellen Conlan asking to be exempt from paying the special assessment levied against her
property for the improvement of West 8th St claiming said improvement damaged her property
Ald Deckert moved that the petition be received and filed
Ald Crawford amended Ald Deckerts motion that petition be referred to the street committee

Reports of officers
Street commissiner Norton reported having expended 1707.25 repairing streets and that he collected
29.00 for cleaning alleys during the past month Report ordered paid and filed
marshall Moore reported the salaries of the police for the month of November amounted to 1105.55 That the
department had made 41 arrests also that he paid to the city treasurer 4.20 received for impounding and
50 cents fees collected during the same period
Ald Deckert moved the police payroll be referred to the police committee and that they retire to inspect
the same carried

Auditor Reilly reported the following amount of salaries due city employees for the month of November city
officers 9923.25 Fire Department 903.30 ordered paid and filed
Ald Page of the police committee reported having deducted 21.65 from the salary of a policeman who was
absent from duty a part of the past month and moved the report be paid and filed carried
Treasurer Traut reported having paid out during the month of November for interest refunded tax postage and
supplies for the fire department the sum of 621.96 Warrants ordered drawn to refund the same
Recorder [rp te, Agnew reported having issued licenses amounting to 694.35 during November ordered filed
Marketmaster Rice reported having received 41.10 for weighing on the central market scales and that he
paid the same to the treasurer Also that he furnished meals to prisoners and lodgers amounting to 31.20
during November ordered filed and paid
Police Justice Quigley reported having paid to the treasurer 10.00 fines collected during November
ordered filed
Lamplighter Caughlin reported having lighted 218 gas lamps during the past month ordered filed
Woodmeasurer Reynolds reported having measured 1014 cords of wood during the past month
ordered filed
The reports of the several city weighers for the month of November were ordered received and filed
Ald Downer moved that the market master require the help of the poundmaster in doing any work he
thought proper carried
Ald Ryder of the finance committee offered the following resolution Resolved that the salary of the mayor and
aldermen for the year 1885 be placed at the same amount as the previous years viz 600 for the mayor and
300 for each alderman and that the recorder be instructed to draw warrants for same amounts

Ald Crawford of the ordinance committee presented an ordinance to amend an ordinance entitled an ordinance
to provide for improving the streets alleys and public landings and for the construction of sidewalks Said
ordinance being referred to ordinance committee at a previous session after be read for the first time Ald
Crawford read the ordinance for the second time and moved is adoption

Ald Crawford moved that the city attorney draft an ordinance to amend section 34 of chapter 32 fixing the rate

city attorney and that he notify Mr Howie who caused the obstruction to make good the damages claimed

street committee and Ald ryder Resolved that the city council of the city of Dubuque instruct
the street commissioner to repair the gutter and crossing on the west side of 2nd street and
locust streets and put the same in a passable condition as soon as the weather will permit
Ald Crawford offered the following resolution resolved that the city engineer be and is hereby
instructed to make a survey and plat of Delhi St from Julien Avenue to 5th Street accordance with the
provisions of Section 1 of chapter 25 of the revised ordinances adopted

On motion of ald Ryder the proposition of the US Electric LIght Co to light a portion of the city
below the bluffs was read and referred to the special committee on electric lights appointed at
a previous session
Ald Olinger of the committee of the whole presented a proposition from th eKnapp Stout Co company
the same being an answer to the resolution of the same committee presented to the Knapp Stout
and Co company for their acceptance relating to the filling of 8th Street extension

Ald Downer moved that the council take a recess of fifteen minutes to consider the proposition of
the Knapp Stout and Co carried
the roll call on reassembling showed all members present
Ald Crawford moved an amendment to the resolution in the hands of the committee of the whole
instead of fixing the time in which the assessment on the lots proposed to be filled should not e
raised over ten years from January 1st 1886 instead of ten years from the completion of the filling
carried
Ald Page moved that action on the matter be postponed until Monday Dec 21st
Ald Ryder moved a suspension of the rules and permission granted to Mr Stout to address the
council carried
the ayes and nayes being called Ald Page's motion was adopted by the following vote

Ald Thos Byrne called the attention of the council to the necessity of commencing immediately
the construction of a new bridge on 7th street if any bridge was to be built this year and moved
suspension of the rules and permission granted to Mr M H McCarthy to address the council on
that subject motion carried
Mr McCarthy spoke of the many advantages to be derived by the construction of a new bridge and
also urged the council to commence the work without delay as traffic across the bridge was light at
this time of year
Ald Olingermoved that the city engineer and city attorney be aded to the commttee appointed at a
previous session and that they confer with the board of supervisors in regard to constructing the
bridge carried
Ald Olinger moved further that the city attorney be instructed to investigate whether the city or the
county or the city in conjunction with the county are the proper parties to construct said bridge
carried
Ald Deckert moved that all petitions relating to taxes filed with the recorder since last session be
read carried
Petition of Andrew Tredway and Sons for a reduction of their assessment on personalty for year
1885 was read
Ald Olinger moved that the prayer of the petitioners be granted
Ald Hollnagel offered as an amendment that the petition be referred to the delinquent tax
committee carried

Nays Ald Olinger and Ryder
The mayor called the attention of the council to a communiction calling for delegates to attend a
western water ways convention to be held in Kansas city on Dec 29th 1885
Ald Olinger moved to refer the communication to the committee on harbors
Ald Kane offered as an amendment that it be received and filed
the ayes and nays being called on Ald Kane's amendment it was adopted by the following vote
Ayes Ald J Byrne Downer Hollnagel Kane and Ryder
Nays Ald T Byrne Deckert Olinger and Page
Ald Deckert moved that the council proceed to take action in the matter of filling to grade and
constructing a sewer on 8th street as petitioned for by the Knapp Stout and Co's company carried
Ald kane called the attention of the committee on plice and gas to the necessity of placing a
lamp immediately on Emmett St and moved th erules be suspended and mr Thornton granted
permission to address the council on that subject motion carried

Mr Thornton addressed the council stating the dangerous condition of Emmet St on dark nights the
matter was laid over
Ald ryder called the attention of the council to the condition of a number of cellars on Jones Street
which are continuously flooded by surface water supposed to be caused by improper drainage of
the streets and alley in that vicinity and moved the street committee investigate the cause and that
they be empowered to abate the same if caused by any negligence on the part of the city carried
Ald Ryder moved an adjournment for fifteen 15 minutes carried
On reassembling Ald thos Byrne of the Delinquent Tax committee made the following report on
the petition of Christina Schmitz et al heirs of Jos Gieger deceased that the personalty assessed
against the jos geiger est for 1885 be cancelled report adopted
Ald Deckert offered the following resolution
Resolved by the city council of the city of Dubuque that the city of Dubuque contract with H L
Stout that in consideration that the city of Dubuque constructs 8th street sewer from East side of
present Rail Road track to a point 800 ft east and fill 8th street full width to high water mark the
same distance that H L Stout agrees to fill all his property from the alley between 7th and 8th streets
north to 11th stret and from west line of his property east of R R Track and between said alley and
11th st east to slough provided that H L Stout complete said filling to high water mark within one
year from date of contract and that the city also agrees to construct said sewer as soon as possible
and the filling within one year from date of contract
Ald kane offered the following amendment to Adl Deckert's resolution that the filling of the lots be
commenced immediately and completed within one year from date
Ald Deckert accepted Ald Kane's amendment
The ayes and nays being called on the resolution as amended it was adopted by the following
vote Ayes Ald Thos Byrne J M Byrne Deckert Downer Hollnagel Kane Olinger and Page
Nays Ald Ryder
Ald J M Byrne moved that council adjourn until Monday Dec 29th 1885 at 2 oclock pm carried

The chair stated the object of the meeting was for the transaction of unfinished business and any
other business the council might think proper to act upon
Ald Crawford moved all petitions filed since the last meeting relating to tax matters be read and
referred crried
The respective petitions of the following parties praying for a reduction of their respective assessments
for the year 1885 were read and on motion referred to the delinquent tax committee
J Smith A C Atherton J R Clark and j V Rider Frank Russo Geo Martin Est Westphal Hinds & Co
Petition of Geo Bennetet for the remission of the taxes of 1885 on his homestead in West Dubuque
refered to delinquent tax com
On motion of Ald J M Byrne the bids for the construction of a sewer on 14th stret from Jackson to Pine
street were opened and referred to the city engineer
The mayor stated that he failed to meet the board of supervisors in a body but had seen and spoken
to them separately in regard to the building of a new bridge on 7th street and they stated the county
of Dubuque would willingly pay one half the cost of the proposed bridge
The chair also called the attention of the council to the manner in which the D and N W Railway
obstructed the flow of water on 22nd street
Ald Deckert moved that the city engineer be instructed to notify the D and N W Railway Co to
open a waterway on 22nd Street carried
Ald Olinger presented another proposition from the Knapp Stout and Co company relating to their
filing their property betweenn 7th and 8th street and the completion of the city of 8th st and the
sewer on the same
Upon the reading of the proposition by the recorder Ald Olinger moved that the rules be suspended
and Mr Lesure permitted to address the council in behgalf of the knapp stout and co companyt

Mr Lesure explained to the council the amount of ground proposed to be filled by the petitioners
and stated that the petitioners would accept of the approval by the council of either of the two
propositions presented to them by said petitioners
Ald Deckert moved the proposition be referred to the committee of the whole carried
Ald Deckert presented the following proposals for the construction of the 14th street sewer
A Schmidt 3799.00 Wm Rebman 2580.00 james Lee 2333.44 Chas Steuck 2217.40 Chas Steuck
being the lowest bidder was on motion awarded the contract
Ald Crawford offered the following resolution and moved is adoption
Resolved that the Julien Ave sewer be arched with masonry from the westerly termination of the
present arching of said sewer at the Lorimier House to the intersetion of Julien Avenue with Hill
Street said work not to be commenced before April 1st 1886 That the engineer be instructed to
preare the necessary plans and specifications and the recorder to advertise for proposals for
the doing of the work

vote
