This project will replace the remaining deteriorating concrete poles and complete the corridor lighting improvements between South Hill and Southern Avenue. The total estimated cost to complete the final phase • Streetlight poles and fixtures — $98,091.75 • Installation and electrical work — $60,000 • Alliant Energy coordination — $3,000 • Public -safety camera infrastructure — $20,100 • Contingency and administrative — balance is $197,000, which includes: Staff recommends funding the full $197,000 from available Road Use Tax (RUT) funds, subject to a budget amendment. RUT has previously been used as an eligible source for similar streetlight and safety improvements, including prior phases of Grandview. Van Milligen, City Manager FROM: David Ness, Civil Engineer III DATE: November 12, 2025 Dubuque MI-fterioe City wx nu.nr.uNaa 2007*2012.2013 2017*2019 SUBJECT: Grandview Avenue Streetlight Replacement Project — Recommendation to Fund Completion Using Available Road Use Tax (RUT) Funds INTRODUCTION The purpose of this memorandum is to recommend that the City Council approve the use of available Road Use Tax (RUT) funds to complete the final phase of the Grandview Avenue Streetlight Replacement Project. This project will replace the remaining deteriorating concrete poles and complete the corridor lighting improvements between South Hill and Southern Avenue. BACKGROUND The Grandview Avenue Streetlight Replacement Project has progressed as funding became available, with substantial underground work completed through a coordinated public —private partnership with ImOn Communications. By aligning the City's electrical and communication infrastructure improvements with ImOn's Fiber -to -the -Home installation, all underground conduit, lighting cabinets, and fiber optic infrastructure were completed at reduced costs and with minimal disturbance to residents. The remaining work includes the purchase and installation of 32 nostalgic -style LED streetlight poles and fixtures, electrical wiring by a licensed electrician, and coordination with Alliant Energy for service connections. The project also includes three proposed public -safety camera locations (six fixed cameras, two 180' cameras, and three network switches) to improve corridor visibility and monitoring. With new fiber optics already installed, the cost of connecting these cameras will be significantly reduced. DISCUSSION Completion of this project will replace the final section of aging concrete poles that have required frequent maintenance due to internal corrosion. The upgrade to LED lighting will improve energy efficiency, lighting uniformity, and long-term reliability. The project also supports the Sons of the American Legion Flag Program, which maintains flags along Grandview Avenue, by providing poles designed for improved flag clearance and reduced tangling. Once completed, this corridor will feature consistent, modern lighting and integrated fiber connectivity that supports both traffic safety and future smart -city technology deployment. Page 194 of 750 BUDGET AND FUNDING To date, the City has invested approximately $341,000 in the project through FY2023 and FY2024 using Engineering, Street Construction, and Road Use Tax funds. All underground work and system components are complete.
