City Engineer Gus Psihoyos is recommending City Council award the public
improvement contract for the Ambassador Court Storm Sewer Replacement Project to
Temperley Excavating Inc. of East Dubuque, Illinois in the amount of $113,629.65,
through the adoption of the attached resolution. The bid amount is 15.93% below the
engineer's revised estimate of $135,153.25.

The attached resolution authorizes the award of the public improvement contract for the
Ambassador Court Storm Sewer Replacement Project.
BACKGROUND
This project provides for the extension of 380 feet of storm sewer along Embassy West
Drive to address a drainage issue on Ambassador Court. The current drainage system
for Ambassador Court is tasked with accommodating drainage from parts of
Pennsylvania and Embassy West Drive. Due to capacity issues, stormwater
overwhelms the existing storm sewer such that stormwater will flow out of the system
and flood Ambassador Court from curb to curb and flood an adjacent home and
neighboring properties. Also the street is impassable during major rainfall occurrences.
The project was initiated by City Council on October 20, 2025. The project was publicly
advertised for bid October 22, 2025. There was a Public Hearing held during the
November 3, 2025 City Council hearing.
BID RESULTS
The City received sealed bids on November 6, 2025 for the Ambassador Court Storm
Sewer Replacement Project. The City received 11 bids for the project with Temperley
Excavating Inc. of East Dubuque, Illinois submitting the low bid in the amount of
$113,629.65. A summary of the 11 bid proposals received is as follows:

RECOMMENDATION
I recommend awarding the public improvement contract for the Ambassador Court
Storm Sewer Replacement Project to Temperley Excavating Inc. of East Dubuque,
Illinois in the amount of $113,629.65. The bid amount is 15.93% below the engineer's
revised estimate of $135,153.25. The engineer's estimate was revised by addendum to
account for a material change that was made during the bidding process.

RESOLUTION NO. 377-25
AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE AMBASSADOR COURT
STORM SEWER REPLACEMENT PROJECT
Whereas, sealed proposals have been submitted by contractors for the
Ambassador Court Storm Sewer Replacement Project, (the Project) pursuant to
Resolution No. 341-25 and Notice to Bidders published on the City of Dubuque, Iowa
website and plan room service with statewide circulation on the 22nd day of October 2025;
and
Whereas, said sealed proposals were opened and read on the 6th day of November
2025 and it has been determined that Temperley Excavating Inc. of East Dubuque,
Illinois, in the bid amount of $113,629.65, is the lowest responsive, responsible bidder for
the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to
Temperley Excavating Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
