WHEREAS, the Fountain of Youth Program was founded nine years ago and has planted its roots in
the downtown community of Dubuque; and
WHEREAS, the Fountain of Youth Program aims to change mindsets and confront barriers that
contribute to systemic poverty; and
WHEREAS, it is the goal of the Fountain of Youth program to eradicate generational and situational
poverty from our community; and
WHEREAS, the greatest impact can be made through the joint efforts of community organizations,
government, and the residents of the community.
NOW THEREFORE, I, BRAD M. CAVANAGH, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON
BEHALF OF THE CITY COUNCIL, STAFF, AND RESIDENTS OF DUBUQUE, DO HEREBY
PROCLAIM THE MONTH OF DECEMBER 2025, AS
"ERADICATION OF GENERATIONAL POVERTY MONTH"
IN THE CITY OF DUBUQUE, IOWA
IN WITNESS THEREOF, I have hereunto set my hand
and caused the Great Seal of the City of Dubuque to
