The number of Dubuque construction projects is trending
upward so far this year, representing a significant private
investment in the community.
In the first six months of 2025, the city of Dubuque issued
a total of 872 building permits, up from 803 in the first
half of 2024. Their construction value was roughly $89.8
million, compared to $81.7 million this time last year.
"(Our office) has had a really good 12-month period," said
Ben Pothoff, a city deputy code official. "We've just
wrapped up our fiscal year and I know, based on our (fee)
revenue numbers, we've far exceeded our budget. Some
years are up, some years are down. It's hard to guess where
we'll be each year, but we've had large projects coming
through that have boosted that value. This past year has
been no different."
City -issued building permits are required for a variety of
private, public and commercial projects. The majority of
permits issued are usually for minor residential projects,
and 2025 is no exception. However, Pothoff noted that
anecdotally, he's seen an increase in larger residential
projects with the City Council's new pro -incentive
philosophy.
Other large permits are usually commercial.
The largest permit awarded so far this year was for $9.92
million worth of construction at 11000 Airport Road. The
project will construct a new 43,000-square -foot hangar
building and parking lot for University of Dubuque's
Edward Babka Aviation Learning Center.
