Van Milligen, City Manager SUBJECT: Dubuque Historic Federal Building MEP Systems Recommendation for Selection of Professional Consultant Services DATE: November 24, 2025 City Engineer Gus Psihoyos is recommending City Council approval to select Shive- Hattery, Inc. as the consultant for the Historic Federal Building MEP Systems Assessment and New Systems Design and authorize the City Manager to negotiate a consultant agreement with Shive-Hattery, Inc. Currently, several systems are nearing the end of their useful life, including the cooling tower, two air handlers, pneumatic control systems, boilers, and about 50% of the electrical service panels. Additionally, there is an opportunity to reduce operating costs by upgrading the building's older fluorescent lighting to LED fixtures and potentially adding solar panels to the main building roof, which was replaced in 2019. The City is also interested in exploring the feasibility of renewable energy options, such as PV solar, geothermal, and building energy storage, to enhance the building's sustainability. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: Dubuque Historic Federal Building MEP Systems Recommendation for Selection of Professional Consultant Services DATE: November 20, 2025 INTRODUCTION The purpose of this memorandum is to seek the Mayor and City Council's approval to select Shive-Hattery of Bettendorf, Iowa, as the Professional Services Consultant for the Historic Federal Building's MEP (Mechanical, Electrical, and Plumbing) Systems Assessment and New Systems Design. L I �� The project to upgrade the Federal Building's HVAC and MEP systems will begin with an assessment of the existing systems and recommendations for improvements. The last major renovation of the Federal Building was completed between 2007 and 2008, which included upgrading approximately half of the building's HVAC system to modern equipment. Currently, several systems are nearing the end of their useful life, including the cooling tower, two air handlers, pneumatic control systems, boilers, and about 50% of the electrical service panels. Additionally, there is an opportunity to reduce operating costs by upgrading the building's older fluorescent lighting to LED fixtures and potentially adding solar panels to the main building roof, which was replaced in 2019. The City is also interested in exploring the feasibility of renewable energy options, such as PV solar, geothermal, and building energy storage, to enhance the building's sustainability. A large portion of the Federal buildings first floor is occupied by the United States Postal Service (USPS). Currently, the USPS has a lease with the City of Dubuque for 18,400 square feet. That space is heated and cooled by the existing HVAC systems. A new lease is being negotiated that will reduce the USPS square footage to 4308 square feet. As part of this project, the plan will be to accommodate the proposed reduction of USPS square footage with appropriate sized HVAC equipment as well as planning for future HVAC needs for future tenants in the unoccupied space that will not be part of the new lease. The City received eight (8) RFQ responses by October 17, 2025. The respondents to the RFQ consisted of: Delta 3 Engineering, Inc., IMEG, KEDbluestone, Resource Consulting Engineers, LLC, Ruekert & Mielke, Inc. (R/M) aka Axiom Consultants, Shive- Hattery, Inc., and Strand Associates, Inc. Page 981 of 1214 The qualifications review committee consisted of the following staff members- 1 - Justin Hogan — Project and Facilities Manager 2. Jim Bousley — Project Manager 3. Robert Schiesl — Assistant City Engineer 4. Michael Belmont — City Code Official 5. Ben Potoff — Deputy Code Official 6. George Jackson — Inspector II (Mechanical) IMEG, Strand Associates, Inc., and Shive-Hattery were identified as the 3 highest scoring firms after review of the written submittals and were selected for shortlist interview, which were held October 10,12, and 14, 2025. The consensus of the Committee was that Shive Hattery, Inc. demonstrated: • Thorough understanding of the City's overall project objectives and scope, as well as the long-term goals of the MEP systems. • Highest level of interest in the project along with creativity and problem -solving ability reflected by the prepared interviewed materials and post interview discussions. • Experience of the project team working together on similar projects and historic buildings. • Highest level of confidence in the ability of project team to demonstrate initiative, motivation and knowledge as an indication of their desire to work with the City of Dubuque. RECOMMENDATION The qualifications review committee recommends that the City enter into professional services contract negotiations with Shive-Hattery, Inc. for the Historic Federal Building's MEP Systems Assessment and New Systems Design. The specific scope of services will be negotiated.
