Grant Application for Recreational Trails Funds
Planning Services Manager Laura Carstens is recommending submittal of an
application to the Iowa Department of Transportation for Recreational Trails Funds for
the extension of Heritage Trail from Heron Pond to the Dubuque Jaycees Trail. The
total project cost would be $400,000, with $300,000 coming from this grant. IDOT
requires a 25% local match, and this $100,000 would come from a reallocation from the
Highway 20 Landscaping Improvement Project. That $100,000 is budgeted for Fiscal
Year 2002 and would be proposed to be re-budgeted through a future budget process
as part of the Highway 20 Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Grant Application for Recreational Trails Funds
INTRODUCTION
This memo transmits for City Council approval the submission of a grant application to the Iowa
Department of Transportation (IDOT) for Recreational Trails Funds for the extension of Heritage
Trail from Heron Pond to the Dubuque Jaycees Trail. A map, project budget, and resolution are
attached for City Council consideration.
DISCUSSION
The project would link two existing components of the Heritage Trail Riverfront System: the
Heron Pond Wetlands Nature Trail on Schmitt Island, and the Dubuque Jaycees Trail (formerly
the Northern Levee Path) along Peosta Channel. The grant would provide a one-mile off-road
connection from Heron Pond along the Ski Club road, Greyhound Park Road and the 16m Street
bridge to the planned Pyatigorsk Park at the southern end of Dubuque Jaycees Trail.
The Heron Pond Wetlands Nature Trail, completed last spring, loops around Miller-Riverview
Park, Heron Pond, and the back of the Greyhound Park. The segment along the Ski Club road
was included as a bid alternate for the Heron Pond Wetlands Nature Trail last year. This
alternate was not accepted because the City did not have sufficient funding.
The Dubuque Jaycees Trail is scheduled for bidding and construction in 2001. The City has a
Recreational Trails grant to widen this existing pathway atop the levee along Peosta Channel.
City Engineering staff and consultants from Veenstra and Kimm, Inc. are working with IDOT to
determine the estimated costs to relocate the sidewalk on the 16m Street bddge from the south
side to the north side of the bridge. The relocated sidewalk and new off-road trail would provide
a direct, off-road link from the proposed trail to Pyatigorsk Park at 16th Street and Kerper Blvd.
With paving of the Ski Club road as a trail, access to the Ski Club would be shifted from
Greyhound Park Road to the northwest corner of the western parking lot for the Greyhound Park

and Casino, near the wetlands. These project design elements were reviewed with the Dubuque
Ski Club and the Dubuque Greyhound Park and Casino last year. Both groups found them
acceptable.
BUDGETIMPACT
The total costs for the Heritage Trail Extension from Heron Pond to the Dubuque Jaycees Trail
are estimated to be $400,000. The requested grant amount is $300,000. IDOT requires a 25%
local match, which is $100,000 for this project.
This trail project was submitted to the IDOT for their January, 2001 round for the Recreational
Trails grant program. The project was not funded, although it scored faidy well. With that grant
application, the City match included Pyatigorsk Park. We believe that this match may have
reduced the rating for the trail project. In addition, Pyatigorsk Park has been shifted out to FY03.
We have reviewed this project with Administrative Services Manager Pauline Joyce and Leisure
Services Manager Gil Spence in light of other trail and recreational projects budgeted in the FY
2002 Capital Improvement Program. They felt that the City should apply for this IDOT grant, so
we have reworked the project application to exclude Pyatigorsk Park as the local match. This
presents us with the need for $100,000 in local funds for the required match.
Gil has recommended reallocation of $100,000 of the funds budgeted in FY02 for the Highway
20 landscape improvements as the local match for this grant. Gil then will submit the Highway
20 landscaping project with $100,000 in an out year this fall as part of the FY03 CIP budgeting
process.
RECOMMENDATION
Staff recommends that the City Council approve the attached resolution authorizing submission
of the Recreational Trails grant to the IDOT for funding of the Heritage Trail Extension from
Heron Pond to the Dubuque Jaycees Trail, and the reallocation of $100,000 from the Highway
20 landscaping project in FY02 as the local match.

DEPARTMENT OF TRANSPORTATION RECREATIONAL TRAILS FUNDS
FOR THE HERITAGE TRAIL EXTENSION FROM THE HERON POND
WETLANDS NATURE TRAIL TO THE DUBUQUE JAYCEES TRAIL
Whereas, the Iowa Department of Transportation (IDOT) has Recreational Trails
funds available to develop recreational trails in cities; and
Whereas, the City of Dubuque has adopted a Comprehensive Plan and a
Riverfront Plan that include goals for development of bike/hike trails; and
Whereas the City of Dubuque has adopted the Heritage Trail Master Plan that
includes the Heritage Trail Extension.
NOW, THEREFORE, BE tT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DUBUQUE, IOWA:
Section 1. That the Planning Services Manager is hereby authorized to sign and
submit this application for Recreational Trails funds to the IDOT for the extension
of Hedtage Trail from the Heron Pond Wetlands Nature Trail to the Dubuque
Jaycees Trail. on behalf of the City of Dubuque.
Section 2. That the City of Dubuque agrees to adequately maintain the trail for
its intended use and maintain the total trail used to justify the project in public
use for a minimum of 20 years following project completion.
Section 3. That the City Manager is hereby authorized to reallocate $100,000
from the FY02 Capital Improvement Program from the Highway 20 Landscaping
project to serve as the local match for this grant.
