9 23 25 City Council Proceedings Official SpecialCITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 4:02 p.m. on September 23, 2025, in the Q Casino Reflections Room B. Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell, Sprank, Wethal; City Manager Van Milligen, City Attorney Brumwell. Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of considering contracts for the Old Mill Road Lift Station and conducting annual goal setting . SPECIAL SESSION 1. Old Mill Road Lift Station Phase 3 Sanitary Interceptor Project - (Catfish Creek Middle Fork): Consulting Engineering Services Contract Execution : Motion by Jones to receive and file the docu- ments and adopt Resolution No. 309 -25 Executing Professional Design Services Consultant Contract With HDR Engineering To Complete The Old Mill Road Lift Station Phase 3 Sanitary Interceptor Project (Catfish Creek Middle Fork). Seconded by Resnick. When asked why City staff requested that this item and the following agenda item be considered at this meeting, Van Milligen explained that City Council had prioritized these projects and staff wanted to keep the timeline moving forward as efficiently as possible. City Engineer Gus Psihoyos added that the goal is to get the projects out to bid as soon as possible. Both Van Milligen and Psihoyos confirmed that the cost estimates are based on prior project experience and that the scope of work will be carefully reviewed. In response to a question about whether the agenda items were added appropriately, Breitfelder confirmed that the agenda was amended to include them at least 24 hours in advance, in accordance with Iowa Code requirements. Motion carried 7-0. RESOLUTION NO. 309-25 EXECUTING PROFESSIONAL DESIGN SERVICES CONSULTANT CONTRACT WITH HDR ENGI- NEERING TO COMPLETE THE OLD MILL ROAD LIFT STATION PHASE 3 SANITARY INTERCEP- TOR PROJECT (CATFISH CREEK MIDDLE FORK) Whereas, the City in collaboration with HDR Engineering, developed a consultant scope of work and a negotiated fee for design services in the amount of $2,079,914 for Professional Consultant Services to complete the Old Mill Road Lift Station Phase 3 Sanitary Int erceptor Project (Catfish Creek Middle Fork) project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, THAT: Section 1. The City Manager is authorized and directed to execute the Professional Design Services Consultant Contract with HDR Engineering. Passed, approved, and adopted this 23rd day of September 2025. Seconded by Sprank. Psihoyos confirmed that the de- sign services fees for this item and the previous agenda item are consistent with expectations. In response to a question regarding the SRF construction loan, Van Milligen noted that the loan carries a low interest rate. Motion carried 7-0. RESOLUTION NO. 310-25 EXECUTING PROFESSIONAL DESIGN SERVICES CONSULTANT CONTRACT WITH FOTH IN- FRASTRUCTURE & ENVIRONMENTAL, LLC TO COMPLETE THE OLD MILL ROAD LIFT STA- TION PHASE 4 SANITARY INTERCEPTOR PROJECT (CATFISH CREEK SOUTH FORK) WHEREAS, the City in collaboration with Foth Infrastructure & Environmental, LLC, developed a consultant scope of work and a negotiated fee for design services in the amount of $2,356,360 for Professional Consultant Services to complete the Old Mill Road Lift Station Phase 4 Sanitary Intercep- tor Project (Catfish Creek South Fork) project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, THAT: Section 1. The City Manager is authorized and directed to execute the Professional Design Services Consultant Contract with Foth Infrastructure & Environmental, LLC. Breitfelder, City Clerk GOAL SETTING SESSION 2 OF 3 The session was led by Lyle Sumek of Lyle Sumek Associates, Inc. City Council Members reviewed Goal No. 4 – Livable Neighborhoods and Housing: Great Place to Live, Goal No. 5 – Sustainable En- vironment: Preserving and Enhancing Natural Resources, Goal No. 6 – Connected Community: Equi- table Transportation, Technology Infrastructure, and Mobility, and Goal No. 7 – Diverse Arts, Culture, Parks and Recreation: Experiences and Activities, identifying their top outcomes, challenges and op- portunities, and actions for each. The meeting was informally paused for dinner at 5:32 p.m. and re- sumed at 6:06 p.m. Additionally, a short break was taken at 7:38 p.m., and the meeting resumed at 7:44 p.m. City Council deliberated whether to retain Goal No. 8 – Partnership for a Better Dubuque: Building Our Community that is Viable, Livable, and Equitable, noting that partnerships are already integrated into the City’s mission and contribute to the achievement of the other seven goals. It was also observed that the goal currently has limited management in progress and action items. Council members expressed support for simplifying the goals, recognizing that they already have a s ignificant number of goals and related documents. By a show of hands, all seven City Council members agr eed to remove Goal No. 8. Throughout the discussion, Van Milligen, Brumwell, Assistant City Manager Cori Burbach, and Park Division Manager Steve Fehsal addressed relevant questions from the Council.
