The Dubuque City Council met in regular session at 6:30 p.m. on December 1, 2025, in the second -
floor Council Chambers of the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell, Sprank, Wethal;
City Manager Van Milligen, City Attorney Brumwell.
Mayor Cavanagh read the call and stated this is a regular session of the City Council called for the
purpose of conducting such business that may properly come before the City Council.
PLEDGE OF ALLEGIANCE
PRESENTATIONS
1. Grand River Center Receives National Recognition from EXHIBITOR Magazine : Parks and Rec-
reation Director Matthew Kalcevich recognized the Grand River Center for being named one of North
America’s Best Convention Centers in the 2026 EXHIBITOR Magazine Centers of Excellence Awards.
Grand River Center and Five Flags Civic Center General Manager Ryan Bonifas also offered remarks

PROCLAMATIONS
1. Eradication of Generational Poverty Month (December 2025) was accepted by Caprice Jones on
behalf of the Fountain of Youth Program.
2. Human Rights Day (December 10, 2025) was accepted by Human Rights Commissioners Jake
Kurczek and Rick Baumhover on behalf of the Human Rights Commission and Human Rights Depart-
ment.
CONSENT ITEMS
Breitfelder announced that written input was received from Dean Boles regarding Action Item No.
14. Motion by Resnick to receive and file the documents, adopt the resolutions, and dispose of as

that must be paid and approved for payment in accordance with City procedures was adopte d.
RESOLUTION NO. 378-25
AUTHORIZING THE CHIEF FINANCIAL OFFICER / CITY TREASURER TO MAKE CERTAIN PAY-
MENTS OF BILLS THAT MUST BE PAID AND APPROVED FOR PAYMENT IN ACCORDANCE
WITH CITY PROCEDURES
Whereas, Section 1-7-7(E) of the Municipal Code of the City of Dubuque provides that the Chief
Financial Officer-City Treasurer shall keep an accurate account of all disbursements, money, or prop-
erty, specifying date, to whom, and from what fund paid; and
Whereas, the invoices, presented by those firms and persons providing such goods and services
have been pre-audited by Finance Department personnel in accordance with generally accepted inter-
nal control procedures and have been determined to have been requ isitioned for a lawful municipal
purpose; and
Whereas, the Chief Financial Officer-City Treasurer has provided a list of Expenditures attached
hereto, and by this reference made a part hereof, to be drawn to pay for goods and services provided
for City purposes; and
Whereas, the City Council of the City of Dubuque has heretofore, by Resolution 334 -19 adopted
September 16, 2019, authorized the Chief Financial Officer-City Treasurer to issue checks in payment
of certain expenditures known as Exception Expenditures prior to City Council approval and such list
is attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA THAT:
Section 1. The Chief Financial Officer-City Treasurer is hereby authorized to issue payment for
goods and services provided for City purposes in response to the purchase orders and contracts issued
in compliance with state and municipal code requirements a s requested by designated requisitioning
authorities in accordance with approved budget appropriations.
Section 2. In accordance with Iowa Code Section 372.13(6), the City Clerk and Chief Financial Of-
ficer are hereby authorized and directed to provide the statement of receipts and disbursements to the
City Council, and to publish a summary thereof.
Pursuant to Iowa Code §372.13(6) Finance is submitting the statement of receipts and disburse-
ments to the City Council, and the City Clerk to publish a summary with the City Council minutes.

5. Fiscal Year 2025 City Street Financing Report: City Manager transmitted the annual City Street
financing report that has been filed with the Iowa Department of Transportation. Upon motion the doc-
uments were received and filed.
6. Fiscal Year 2025 Iowa Urban Renewal Annual Report: Upon motion the documents were received
and filed, and Resolution No. 379 -25 Approving the Fiscal Year 2025 Urban Renewal Report for the
City of Dubuque was adopted.

APPROVING THE FISCAL YEAR 2025 URBAN RENEWAL REPORT FOR THE CITY OF DUBUQUE
Whereas, the Iowa Legislature approved HF 2460 in the 2012 Legislative Session, amending the
current law pertaining to urban renewal districts; and
Whereas, HF 2460, otherwise known as the Urban Renewal Reporting Act of 2012, aims to increase
transparency in the utilization of tax increment financing; and
Whereas, HF 2460 requires an annual urban renewal report be approved by the majority of a local
governing body that had an active urban renewal plan anytime during the most recently ended fiscal
year; and
Whereas, City staff have fulfilled the requirements outlined in the Act through a web-based reporting
tool hosted by the Iowa Department of Management.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA:
Section 1. That the Fiscal Year 2025 Urban Renewal Report for the City of Dubuque, be approved.
Section 2. That the Chief Financial Officer of the City of Dubuque, Iowa is hereby authorized and
directed to submit the Report, with a record of this approval, to the Iowa Department of Management.

7. FY 2027 Annual Tax Increment Financing Report: City Manager transmitted the Annual Tax In-
crement Financing Report that has been filed with the Dubuque County Auditor. Upon motion the doc-
uments were received and filed.
8. bizTimes.biz Article on Building Permits: City Manager provided a copy of a bizTimes.biz article
highlighting the increase in building permits issued. Upon motion the documents were received and
filed.
9. Recommendation to Approve the Arts & Cultural Affairs Advisory Commission Grants Modifica-
tion: Upon motion the documents were received, filed, and approved.
10. Community Development Block Grant (CDBG) FY26 Annual Action Plan Amendment #1 : Upon
motion the documents were received and filed, and Resolution No. 380 -25 Adopting the Fiscal Year
2026 (Program Year 2025) Community Development Block Grant (CDBG) Annual Action Plan Amend-
ment #1 was adopted.

ADOPTING THE FISCAL YEAR 2026 (PROGRAM YEAR 2025) COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) ANNUAL ACTION PLAN AMENDMENT #1
Whereas, the City of Dubuque, through a series of public meetings and hearings, proposed a Fiscal
Year 2026 (Program Year 2025) Community Development Block Grant Annual Action Plan for inclusion
in the City Budget addressing housing and non -housing needs in the community; and
Whereas, the Community Development Advisory Commission held a public meeting and public hear-
ing on September 3, 2025 to receive community input on the First Amendment to the Fiscal Year 2026
(Program Year 2025) Community Development Block Grant Annual Acti on Plan; and
Whereas, the Community Development Advisory Commission unanimously recommended the City
Council approve Amendment #1 to the Fiscal Year 2026 (Program Year 2025) Community Develop-
ment Block Grant Annual Action Plan on September 3, 2025.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA:
Section 1. That the Community Development Block Grant Fiscal Year 2026 (Program Year 2025)
Annual Action Plan Amendment #1, attached hereto and by this reference made a part hereof, is hereby
approved.
Section 2. The City Manager or his designee of the City of Dubuque is hereby authorized to direct
staff to prepare and submit to the United States Department of Housing and Urban Development the
Fiscal Year 2026 (Program Year 2025) Annual Action Plan Amendment #1 wit h all related documents,
for the use of Community Development Block Grant funds based on this adopted budget and execute
standard contracts and agreements.

11. Lead Poisoning Prevention and Healthy Homes Funding and Agreement with the Visiting Nurse
Association (VNA): City Manager recommended approval for a renewed agreement with the Dubuque
Visiting Nurse Association for services related to the Childhood Lead Poisoning Prevention Program
and Healthy Homes Program and authorize the City Manager to sign the agreement. Upon motion the
documents were received, filed, and approved.
12. Interagency Agreement between the City of Dubuque and the Dubuque County Board of Health
for Inspection of Pools, Spas and Tattoo Parlor Facilities in Dubuque County : City Manager recom-
mended approval of the sub-contract between the City of Dubuque and the Dubuque County Board of
Health for the inspection and enforcement of swimming pools and spas, and tattoo parlors to be effec-
tive July 1, 2025, through June 30, 2028 and authorize the City Manager to sig n the agreement. Upon
motion the documents were received, filed, and approved.
13. 2026 DollarWise Innovation Grant Application: Upon motion the documents were received and
filed, and Resolution No. 381-25 Retroactively Authorizing the Filing of an Application for the 2026
Dollarwise Innovation Grant with the United States Conference of Mayors was adopted.

RETROACTIVELY AUTHORIZING THE FILING OF AN APPLICATION FOR THE 2026 DOLLAR-
WISE INNOVATION GRANT WITH THE UNITED STATES CONFERENCE OF MAYORS
Whereas, applications for certifications, funding, and grants are set by outside entities and outside
the control of the City; and
Whereas, the deadlines set by outside entities do not always coincide with the meetings of the City
Council; and
Whereas, the City applied for the 2026 DollarWise Innovation Grant from the United States Confer-
ence of Mayors with an application deadline of November 21, 2025; and
Whereas, the Mayor signed the application and seeks retroactive approval of the grant application
from the City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,

Section 1. The application to the United States Conference of Mayors is approved retroactive to

14. Urban Sustainability Directors Network (USDN) Grant Application : Upon motion the documents

FIXING THE DATE FOR A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA ON A DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF DUBUQUE, IOWA
AND STAVER-MUENCH, LLC, INCLUDING THE PROPOSED ISSUANCE OF URBAN RENEWAL
TAX INCREMENT REVENUE OBLIGATIONS RELATING THERETO, AND PROVIDING FOR THE
PUBLICATION OF NOTICE THEREOF
Whereas, Staver-Muench, LLC is the owner of the property legally described as follows:
The Southerly ½ of Lot 10 in “Tivoli Addition”, City of Dubuque, Iowa, according to the recorded
plat thereof, fronting 25 feet on Central Avenue and running back that width with the Southerly
line of said Lot 10 to the alley in rear thereof. locally known as 2275 Central Avene (the Property);
and
Whereas, the City of Dubuque and Staver-Muench, LLC have tentatively entered into a Development
Agreement, subject to the approval of the City Council, including the issuance of Urban Renewal Tax
Increment Revenue Obligations, a copy of which is now on file at the Office of the City Clerk, City Hall,
50 W 13th Street, Dubuque, Iowa for the development of the Property; and
Whereas, the City Council has tentatively determined that it would be in the best interests of the City
to approve the Development Agreement with Staver-Muench, LLC; and
Whereas, it is deemed necessary and advisable that City should authorize Urban Renewal Tax In-
crement Revenue Obligations, as provided by Iowa Code Chapter 403, pursuant to the Development
Agreement; and
Whereas, before said Obligations may be approved, Iowa Code Chapter 403 requires that the City
Clerk publish a notice of the proposal and of the time and place of the meeting at which the City Council
proposes to take action thereon and at which meeting the City Council shall receive oral and/or written
objections from any resident or property owner of said City to such proposed action.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA THAT:
Section 1. The City Clerk is hereby authorized and directed to cause a notice to be published as
prescribed by Iowa Code Section 403.9 of a public hearing on the City's intent to approve the Develop-
ment Agreement by and between City of Dubuque and Staver-Muench, LLC, including the issuance of
Urban Renewal Tax Increment Revenue Obligations, to be held on the 15 th day of December, 2025 at
6:30 p.m. The official agenda will be posted the Friday before the meeting and will contain listening,
viewing, and public input options. The City Council agenda may be accessed at https://dubuqueia.por-
tal.civicclerk.com/ or by contacting the City Clerk’s Office at 563 -589-4100, ctyclerk@cityofdubu-
que.org.
Section 2. The City Council will meet at said time and place for the purpose of taking action on the
matter of approving the Development Agreement and the issuance of Urban Renewal Tax Increment
Revenue Obligations relating thereto with Staver-Muench, LLC, the proceeds of which Obligations will
be used to carry out certain of the special financing activities described in the Urban Renewal Plan for
the Greater Downtown Urban Renewal District, consisting of the funding of economic developments
grants to Staver-Muench, LLC pursuant to the Development Agreement. It is expected that the aggre-
gate amount of the Tax Increment Revenue Obligations to be issued will be approximately $50,000.
Section 3. The City Clerk is hereby directed to cause at least one publication to be made of a notice
of said meeting, in a newspaper, printed wholly in the English language, published at least once weekly,
and having general circulation in said City, said publication to be not less than four days nor more than
twenty days before the date of said meeting on the issuance of said Obligations.
Section 4. That the notice of the meeting shall be in substantially the form attached hereto.

1. Eagle Point Water Treatment Plant Roof Rehabilitation Project Public Hearing: Motion by Sprank

EAGLE POINT WATER TREATMENT PLANT ROOF REHABILITATION PROJECT APPROVAL OF
PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST
Whereas, the City of Dubuque’s Water Department has identified a phased replacement of roofing
systems at the Eagle Point Water Treatment Plant, and the first phase of roof replacements include the
North Plant Clarifiers, Lime Silo, and Administration Building 3rd Floor; and
Whereas, the City Council, by Resolution No. 319-25, dated October 6, 2025, preliminary approved
the proposed plans, specifications, form of contract and estimated cost in the amount of $500,000 for
the Eagle Point Water Treatment Plant Roof Rehabilitation Project; and
Whereas, the City Council, by Resolution No. 374-25, dated November 17, 2025, set a public hearing
for comments on the proposed plans, specifications, form of contract and estimated cost for the Eagle
Point Water Treatment Plant Roof Rehabilitation Project ; and
Whereas, pursuant to published notice, a public hearing was held on the 1 st day of December 2025,
on the plans, specifications, form of contract, and estimated cost for the Eagle Point Water Treatment
Plant Roof Rehabilitation Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,

The attached plans, specifications, form of contract, or estimated cost of the Eagle Point Water

PUBLIC INPUT
Breitfelder announced receipt of written input from Elaine Kray, 3095 Lindale St., regarding Action
Item No. 1, and Clark Schloz, 2925 Burlington St., regarding Action Item No. 2.
ACTION ITEMS
1. Commercial Air Service Minimum Revenue Guarantee (MRG): Motion by Roussell to receive and
file the documents and place on the December 15, 2025, agenda. Seconded by Farber. City Council
members discussed the history and current challenges of maintaining air service in Dubuque, empha-
sizing the importance of receiving this update ahead of December 10, 2025, deadline for the business
community to decide on potential funding support. This decision will help determine whether the City
Council must direct the Dubuque Regional Airport Commission to terminate its agreement with Denver
Air Connection due to insufficient funding for the MRG. If service is discontinued, the Council will direct
the Dubuque Regional Airport Commission to issue Denver Air Connection the required 90-day termi-
nation notice, noting that Denver Air Connection may decide to cease service sooner than the 90 -day
timeframe. Council members also expressed concern that ending the current commercial air service
could make it more difficult to attract future air carriers. In response to questions, Airport Director Todd
Dalsing explained that the City receives federal funding through the Airport Improvement Program
(AIP), which is based on annual passenger enplanements. He noted that as an FAA -certified airport,
Dubuque must maintain compliance with FAA standards, requiring ongoing upgrades. The AIP typically
covers 90% of project costs for upgrades, with the City responsible for the remaining 10%. Without
commercial air service, the City would lose access to this funding and bear the full cost of improve-
ments. Dalsing added that funding is secured through Fiscal Year 2027, with impacts expected in Fiscal
Year 2028 if service ends. He also clarified that flights from the University of Dubuque’s Aviation School
do not count toward enplanement totals. Motion carried 7-0.
2. Fire Department FTE Increase and Fire Cost Recovery Fee : Motion by Jones to receive and file
the documents and approve the creation of a Fire Cost Recovery Fee and the addition of five firefighter
positions. Seconded by Wethal. Fire Chief Amy Scheller and EMS Bureau Chief Sam Janecke made a
presentation. Council members referenced the number of threats identified in the Fire Department’s
Strategic Plan, highlighting the increasing demands on firefighters. In response to a question, Van Mil-
ligen confirmed that while the City has historically collected fees for services, rates for co -payers and
insurers have not increased. He stated that an analysis will be conducted every year to determine an
annual cost of living (COLA) increase on fees. He clarified that nine additional firefighter positions, that
will be requested through the Fiscal Year 2027 budget process , would be fully funded through Fiscal
Year 2030 contingent upon a successful Staffing for Adequate Fire and Emergency Response (SAFER)
grant, with property tax support required thereafter. He emphasized that only the five additional fire-
fighter positions are being requested at this time. Scheller summarized the previous and current civil
service hiring process and Janecke addressed questions about reimbursement rates and cost report-
ing. Council members expressed support for the recommendations, citing the importance of cost re-
covery and aligning staffing levels with national standards to better serve the community. Motion carried

Redevelopment Project, pursuant to Resolution No. 375 -25 and Notice to Bidders on the 4th day of

Whereas, said sealed proposals were opened and read on the 24 th day of November 2025, and it
has been determined that Portzen Construction Inc., of Dubuque, Iowa, with a bid in the amount of
$2,515,000.00, is the lowest responsive, responsible bidder for the Project.

4. Repeal of Amendments to City Code Title 2, Chaper 5 - Housing Commission: Motion by Jones

Whereas, a code update to Title 2, Chapter 5 occurred in 2024 as a matter of routine cleanup and

Whereas, it was recently discovered the City’s codifiers had not updated the code with a prior amend-
ment at the time Ordinance 33-24 was adopted on June 17, 2024; and
Whereas, the adoption of Ordinance No. 33-24 inadvertently eliminated some required language
within the Code of Ordinances, and a repeal of Ordinance No. 33 -24 will revert to the prior version
containing the required language; and
Whereas, Title 2, Chapter 5 will be reviewed for routine cleanup and updates upon the hiring of the
new Housing & Community Development Director.

22 on September 6, 2022, which Subarea C includes the lots and parcels located within the area
legally described as follows:
Lots 1 and 2 of Dubuque Industrial Center North Second Addition;
Lots 2, 3, C and A of Dubuque Industrial Center North First Addition, excepting that Part of said

Section 2. Section 3 is amended to read as follows:
Section 3: As to the Original Project Area, that portion of the taxes which would be produced by the
rate at which the tax is levied each year by or for each of the taxing districts taxing property in the
Original Project Area upon the total sum of the assessed value of the taxable property in the Original
Project Area as shown on the assessment roll as of January 1, 1987, being the first day of the calendar
year preceding the effective date of Ordinance No. 26 -88, shall be allocated to and when collected be
paid into the fund for the respective taxing district as taxes by or for said taxing district into which all
other property taxes are paid. The taxes so determined shall be referred herein as the "base period
taxes" for such Subarea.
As to Subarea B, Subarea B has been removed from the division of revenues by Ordinance 22 -21.
Subarea B will remain within the District.
As to Subarea C (except the lots and parcels now forming Subarea K and those lots and parcels
removed by Amended and Restated Urban Renewal Plan Version 2021.4 now forming Subarea
O, and those lots and parcels removed by Ordinance 27-22, now forming Subarea R), base period
taxes shall be computed in the same manner using the total assessed value shown on the as-
sessment roll as of January 1, 2007, being the assessment roll applicable to property in such
subarea as of January 1 of the calendar year preceding the effective date of Ordinance No. 70-
08, and base values shall be reduced due to the removal of area from Subarea C.
As to Subarea D, base period taxes shall be computed in the same manner using the total assessed
value shown on the assessment roll as of January 1, 2007, being the assessment roll applicable
to property in such subarea as of January 1 of the calendar year preceding the effective date of
Ordinance No. 70-08.
As to Subarea E, base period taxes shall be computed in the same manner using the total assessed
value shown on the assessment roll as of January 1, 2013, being the assessment roll applicable
to property in such subarea as of January 1 of the calendar year preceding the effective date of
Ordinance No.10-14.
As to Subarea F, base period taxes shall be computed in the same manner using the total assessed
value shown on the assessment roll as of January 1, 2014, being the assessment roll applicable
to property in such subarea as of January 1 of the calendar year preceding the effective date of
Ordinance No. 39-15.
As to Subarea G, base period taxes shall be computed in the same manner using the total assessed
value shown on the assessment roll as of January 1, 2014, being the assessment roll applicable
to property in such subarea as of January 1 of the calendar year preceding the effective date of
Ordinance No. 55-15.
As to Subarea H, base period taxes shall be computed in the same manner using the total assessed
value shown on the assessment roll as of January 1, 2015, being the assessment roll applicable
to property in such subarea as of January 1 of the calendar year preceding the effective date of
Ordinance No. 49-16.
As to Subarea I, base period taxes shall be computed in the same manner using the total assessed
value shown on the assessment roll as of January 1, 2015, being the assessment roll applicable
to property in such subarea as of January 1 of the calendar year preceding the effective date of
Ordinance No. 49-16.
As to Subarea J, base period taxes shall be computed in the same manner using the total assessed
value shown on the assessment roll as of January 1, 2015, being the assessment roll applicable
to property in such subarea as of January 1 of the calendar year preceding the effective date of
Ordinance No. 49-16.
As to Subarea K, base period taxes shall be computed in the same manner using the total assessed
value shown on the assessment roll as of January 1, 2017, being the assessment roll applicable
to property in such subarea as of January 1 of the calendar year preceding the effective date of
Ordinance No. 18-18.
As to Subarea L, base period taxes shall be computed in the same manner using the total assessed
value shown on the assessment roll as of January 1, 2017, being the assessment roll applicable

8. Dubuque Historic Federal Building MEP Systems Recommendation of Selection of Professional
Consultant Services: Motion by Sprank to receive and file the documents and approve the selection of
Shive-Hattery, Inc. as the consultant for the Historic Federal Building MEP Systems Assessment and
New Systems Design and authorize the City Manager to negotiate a consultant agreement with Shive-
Hattery, Inc. Seconded by Wethal. City Council highlighted the importance of contracting a consultant
for this project. Motion carried 7-0.
9. Housing Creation Incentives Staff Recommendations – Updated Matrix: Motion by Roussell to
receive and file the documents and adopt the resolution Authorizing the City Manager to offer and
Amend Housing Development Incentives for City of Dubuque Development Agreements. Seconded by
Jones. Connors noted that for-sale condominiums had been discussed in earlier conversations with
developers. She emphasized that the Housing Incentives Matrix is intended as a collaborative tool for
use with developers. Brumwell added that the matrix has been reformatted with clearer language to
improve usability from a development perspective. City Council members referenced Section 2 of the
resolution, which grants the City Manager authority to amend the conditions and incentives in the matrix
as needed, and requested clarification on that provision. In response, Van Milligen recommended bring-
ing the item back to the next City Council meeting with a clea rer explanation of the intent. Motion
amended by Roussell to receive and file the documents and place on the December 15, 2025, City

13. Videos of Eagle Point Park Projects: Motion by Resnick to receive and file the documents and
view the videos. Seconded by Sprank. Communications Office staff showed two videos featuring recent
improvement projects at Eagle Point Park. The videos can be seen on the City's YouTube channel at:

City Council Members acknowledged Breitfelder’s birthday and sang “Happy Birthday.”
Jones reported on attending a DRA board meeting, Travel Dubuque board meeting, Field of Dreams
Press Conference, a Dubuque Forward meeting, and the recent passing of John Liphardt.
Sprank reported on attending the DRA board meeting, Iowa Tourism Industry meeting, the Dubuque
NAACP Turkey Giveaway, and the Holiday Train event.
Farber reported on attending a National League of Cities (NLC) Conference, acknowledging Eco-
nomic Development Director Jill Connors for her presentation on childcare at the conference, as well
as her involvement with the ITC Technology Committee and AI Forum.
CLOSED SESSION
Motion by Jones to convene in closed session at 9:59 p.m. to discuss Pending Litigation and Pur-
chase or Sale of Real Estate – Chapter 21.5(1)(c),(j) Code of Iowa. Seconded by Roussell. Mayor
Cavanagh stated for the record that the attorney who will consult with City Council on the issues to be
discussed in the closed session is City Attorney Brumwell. Motion carried 7-0.
The City Council reconvened in open session at 10:46 p.m. stating that staff had been given proper
direction.
