Construction Contract
INTRODUCTION
The purpose of this memorandum is to request award of the Eagle Point Water
Treatment Plant Roof Rehabilitation Project contract to Poly Vinyl Roofing, Inc. of Mount
Vernon, Iowa in the amount of $357,068.00.
BACKGROUND
The City of Dubuque's Water Department has identified a phased replacement of
roofing systems at the Eagle Point Water Treatment Plant. The membrane roofing
systems were inspected in 2020, and noticeable failures were identified. The systemic,
phased replacement of the aging roofing systems were included as improvements
recommended in the Water Treatment Plant Condition Assessment prepared by Strand
Associates, issued June 2023.
Phase 1 of roof replacements include the North Plant Clarifiers, Lime Silo, and
Administration Building 3rd Floor. Phase 2 of roof replacements will include the Sludge
Plant, Sludge Plant Wet Well Walkway between Sludge Clarifiers, and Sludge Plant
Electrical Room. Phase 3 of roof replacements will include the North Plant Filters.
Phase 4 roof replacements includes the South Plant Clarifiers, Administrative Offices,
Plant Filter Motor Control Room, and East Clearwell.
Water Department staff completed the bidding documents, specifications, and drawings
for the roof replacements in Phase 1.
Construction for Phase 1 was originally planned for the spring of 2025. However, due to
anticipated project costs, bidding for the project was timed for Fall of 2025 to allow for
additional funds within FY26 to complete the project.
DISCUSSION
The City Council approved Bid Initiation proceedings at the Council Meeting on October
6, 2025, and the project was publicly advertised on October 8, 2025.

A public hearing to review the proposed plans and specifications, form of contract, and
estimated project cost was initially scheduled but did not occur as planned. The hearing
was rescheduled at the November 17, 2025 Council Meeting to take place on
December 1, 2025. At that meeting, the Council granted approval of the plans,
specifications, form of contract, and estimated cost for the project.
Sealed bids for the Eagle Point Water Treatment Plant Roof Rehabilitation Project
contract were received and publicly opened on October 23, 2025. Poly Vinyl Roofing,
Inc. of Mount Vernon, Iowa submitted the apparent low bid in the amount of
$357,068.00.

Department staff have reviewed the bids and determined Poly Vinyl Roofing meets the
bidding requirements and can complete the project as specified.

PROJECT: AWARDING PUBLIC IMPROVEMENT CONSTRUCTION CONTRACT
FOR THE EAGLE POINT WATER TREATMENT PLAN ROOF REHABILITATION
PROJECT
Whereas, the City of Dubuque's Water Department has identified a phased
replacement of roofing systems at the Eagle Point Water Treatment Plant and the
first phase of roof replacements include the North Plant Clarifiers, Lime Silo, and
Administration Building 3rd Floor; and
Whereas, the City Council, by Resolution No. 319-25, dated October 6,
2025, preliminary approved the proposed plans, specifications, form of contract
and estimated cost in the amount of $500,000 for the Eagle Point Water Treatment
Plant Roof Rehabilitation Project and ordered that the project be advertised for
bids; and
Whereas, the City Council, by Resolution No. 384-25, dated December 1,
2025, approved the proposed plans, specifications, form of contract and estimated
cost in the amount of $500,000 for the Eagle Point Water Treatment Plant Roof
Rehabilitation Project; and
Whereas, sealed proposals have been submitted by contractors for the
Eagle Point Water Treatment Plan Roof Rehabilitation Project pursuant to
Resolution No. 319-25 and Notice to Bidders published on the City of Dubuque,
Iowa website and plan room service wide circulation on the 8th day of October
2025-land
Whereas, said sealed proposals were opened and read on the 23rd day of
October 2025 and it has been determined that Poly Vinyl Roofing, Inc. of Mount
Vernon, Iowa submitted low bid in the amount of $357,068,00, and is the lowest
responsive, responsible bidder for the Project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA THAT:
A Public Improvement Construction Contract for the Project is hereby
awarded to Poly Vinyl Roofing, Inc. of Mount Vernon, Iowa and the City Manager
is hereby directed to execute a Public Improvement Construction Contract on
behalf of the City of Dubuque for the Project.
Passed, approved, and adopted this 15t" day of December 2025.
