Director of Transportation Services Ryan Knuckey is recommending City Council
approval to allow Transportation Services Parking Department to modify the full-time
employee (FTE) allocation for the Parking Revenue Collector position to 0.50 FTE with
a 0.15 FTE Custodian position.
This modification would have a positive impact on the budget. There would be a cost
savings of $535.31 compared to the current Department structure.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

BACKGROUND:
The purpose of this memo is to request authorization to modify the full-time employee
(FTE) allocation for the Parking Revenue Collector position in the Parking Department.
DISSCUSSION:
The Transportation Services Parking Department currently has 0.73 FTE allocated for
our Parking Revenue Collector. After careful consideration, it has been decided less
time is needed for our Parking Revenue Collector's duties. With the 0.23 FTE of unused
time, Parking would like to reallocate the time to be used for a Custodian at 0.15 FTE.
There is a need for this position to support the facilities in the Intermodal and Central
ramps along with supporting Parking staff on vacations and leaves of absence. Part-
time Custodians are not eligible to be in a collective bargaining agreement. I
recommend that the position move to the general employee wage plan.
It is being recommended that Parking be allowed to have a 0.50 FTE Parking Revenue
Collector and a 0.15 FTE Custodian. This is a cost savings and will greatly benefit the
City of Dubuque.
BUDGET IMPACT:
This modification would have a positive impact on the budget. There would be a cost
savings of $535.31 compared to the current Department structure.
