Human Rights Commission Minutes Page 17 of 1019 PARK AND RECREATION COMMISSION MEETING Tuesday, October 21 st, 2025 Bunker Hill Golf Course 2200 Bunker Hill Road, Dubuque, Iowa 52001 PRESENT: Jennifer Tigges, Robin Kennicker, Ron Axtell, Josh Jorgenson, and Jason Henkel ABSENT: Jess Ochoa, and Lori 011endick STAFF PRESENT: Dan Kroger, Steve Fehsal, Matt Kalcevich, and Angie Metcalf CALL TO ORDER: Ron called meeting to order at 4:36 p.m. MINUTES APPROVED VOTE: It was moved by Kennicker, second by Tigges, to approve the minutes of the September 9, 2025, meeting. Unanimous. PUBLIC INPUT: None INTRODUCTION OF PARKS AND RECREATION DIRECTOR; MATT KALCEVICH Matt Kalcevich began by sharing his background in parks and recreation, highlighting his previous roles and accomplishments. He expressed his enthusiasm for joining Parks and Recreation with the City of Dubuque. DISCUSS AND CONFIRM A NOVEMBER ALTERNATE MEETING DATE: The commissioners discussed and agreed on November 18t" for the next meeting date. PARKS AND RECREATION COMPREHENSIVE MASTER PLAN Recreation Division Manager, Dan Kroger, provided an update on the master plan along with the updated timeline of completion. Parks and Recreation Director, Kalcevich explained the completion date is being moved to February 2026 to allow more time for public input regarding the draft of the Master Plan. PROJECT UPDATE Parks Division Manager, Steve Fehsal, advised of park projects that were recently funded via a budget amendment that passed such as repairs to some buildings and the tree line at Eagle Point Park, tennis court renovations and playground replacement.
