the final contract amount of $180,725.00.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the demolition contract for the
Fischer Cold Storage Warehouse and Carriage Building Demolition and Site
Clearance Project.
BACKGROUND
On October 18, 2000, the City completed the Plastics Center, Inc. property
acquisition which included the former Fischer Cold Storage Warehouse and Carriage
building. Pursuant to the Development Agreement with Platinum Hospitality Group,
Inc., the City was required to complete the demolition of existing structures and
provide environmental site clearance prior to finalizing the property lease agreement.
DISCUSSION
The Fischer Cold Storage Warehouse and Carriage Building Demolition and Site
Clearance Project has been completed by Peterson Contractors Inc. of Reinbeck,
Iowa, in the final contract amount of $180,725.00, which is an 8.8% increase from the
original contract in the amount of $166,100.00. The City incurred all landfill solid
waste disposal costs and all hazardous matedal mitigation cost associated with the
project, the total project cost was $358,725, which is a 3.8% reduction from the
estimated cost of $373,000.
The demolition and site clearance project included the complete demolition of
existing structures, which included the excavation of building foundations and the
removal, cleanup and disposal of all building materials from the former Plastics
Center, Inc. property. The project also included the disconnection and abandonment
of both City and public utilities to the Cold Storage Warehouse and Carriage Building.
The reason for the increase in demolition contract cost resulted from unexpected
subsurface structures encountered during the demolition operations. Upon
excavating the subsurface foundation walls and footings, the contractor uncovered
four (4) large concrete substructure foundations. The uncovered concrete
substructures were approximately 6 feet below grade and were in the size range of
20' by 20' square and approximately 30' deep. Due to the unforeseen condition, the
quantity and massive size of the concrete substructure foundations, the City agreed
to a change order to excavate, demolish and disposal of the large concrete
foundations on a time and material basis. The additional cost to excavate, demolish
and dispose of all concrete substructure foundations was $18,995.
A significant cost component of the demolition and site clearance project was the
landfill solid waste disposal costs. To eliminate the contractors cost, profit plus an
unknown contingency factor to cover landfill disposal charges, the City directly
incurred all demolition disposal costs associated with the project.
The former Plastics Center, Inc. cold storage warehouse was constructed with
concrete, brick, masonry block, internal steel columns, beams and trusses with either
cork or foam insulation incorporated into the interior and exterior walls, roofing
materials and concrete floor slabs. A substantial portion of the exterior bdck or
masonry block walls had a spray-on foam insulation which was attached to the
exterior walls.
Based upon both DNR and Federal solid waste landfill regulations, all loose foam,
cork, insulation or materials with foam, cork, insulation attached which can not be
separated, such as concrete, masonry block or brick, all timber and wood building
materials, roofing materials and railroad ties, are classified as solid waste and are
required to be disposed at a permitted landfill. To comply with DNR and Federal
regulations and reduce the potential liability of the City, the contractor was required to
dispose of all solid waste demolition materials at the Dubuque Solid Waste Landfill.
The final project cost to dispose of all solid waste demolition materials at the landfill
was $140,862.
ASSOCIATED PROJECT COSTS
Asbestos Abatement: Prior to starting the Warehouse and Carriage building
demolition, all asbestos containing building materials was removed from the property.
The asbestos abatement work was completed by Advanced Technologies
Corporation of Cedar Falls, Iowa in the final amount of $3,200.
Hazardous Material Mitigation: Upon inspecting the former Plastics Center, Inc.
property, staff discovered twelve (12) electrical transformers and twelve (12) oil
switching units. The City hired Alliant/Interstate Power to inspect the property and
sample all electrical transformers and oil switching units. The samples were sent to a
testing facility to determine if any equipment contain hazardous materials (PCB's),
The results of the tests indicated that of the twenty-four (24) samples, only one (1)
tested positive for PCB's levels above the allowable threshold. The City negotiated
with Peterson Contractors to dispose of the one (1) PCB contaminated transformer
for the copper salvage value of the remaining eleven (11) non-PCB contaminated
transformers. Thus, no additional costs were incurred to remove and dispose of the
electrical transformers and oil switching units. The final cost for Alliant/Interstate
Power services and the associated lab PCB testing fees was $2,510.
Artesian Well Abandonment: During demolition operations, two (2) deep artesian
wells were uncovered under the eastedy loading dock. Peerless Service Co. of
Dubuque was responsible for maintaining the wells for the former Plastics Center,
Inc. property and had documented history records. The City hired Peedess Services
to abandon, fill and cap the wells, in compliance with DNR well abandonment
regulations. The cost to abandon the two artesian wells was $5,250.
Underground Storage Tank Removal: During demolition operations, three (3)
underground fuel storage tanks were discovered. Two (2) tanks were located next to
the former site of the Carriage Building and the third tank was located next to the
former Burlington Northern Railroad Depot Building. The City retained Preston
Engineering, Inc. to consult on the tank removal and provide on-site inspection,
monitoring and sampling during the tank removal operations. The City hired a
specialized contractor to uncovering the tanks; remove all residual liquid from the
tanks; excavating and removing the tanks from the ground; cleaning and disposing of
the tanks. The final cost to remove the underground fuel storage tanks was $6,150.
RECOMMENDATION
I would recommend that the City Council accept the improvement and recommend
that the final contract amount be established at $180,725.00.

ACTION TO BE TAKEN

improvement and establishing the final construction contract amount.

ACCEPTING IMPROVEMENT
Whereas, the contract for the Fischer Cold Storage Warehouse and Carriage
Building Demolition and Site Clearance Project has been completed and the City
Manager has examined the work and filed his certificate stating that the same has been
completed according to the terms of the contract, plans and specifications and
recommends its acceptance.
NOW THEREFORE; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved and that
said improvement be and the same is hereby accepted.
BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby
directed to pay to the contractor from the DRA surplus distribution in amount equal to
the amount of this contract, less any retained percentage provided for therein.

Section 1. That the cost of said improvement is hereby determined to be
$358,725.00 and the said amount shall be paid from the DRA surplus distribution of the
City of Dubuque, Iowa.
