CITY OF DUBUQUE, IOWA
CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:00 p.m.
on December 8, 2025, in the second -floor Council Chambers of
the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones,
Resnick, Roussell, Sprank, Wethal; City Manager Van Milligen,
City Attorney Brumwell.
Mayor Cavanagh read the call and stated this is a special
session of the City Council called for the purpose of
conducting a work session on Parks and Recreation
Comprehensive Master Plan Draft.
WORK SESSION
Parks and Recreation Comprehensive Master Plan Draft
Parks and Recreation Director Matthew Kalcevich, along with
Marissa Pellegrini and Sean Wozny from Kimley-Horn, provided
details and data about how the process for the Parks and
Recreation Comprehensive Master Plan has evolved and the
critical findings documented in the draft plan. The plan
outlines a long-term vision for Dubuques Parks and Recreation
system, focusing on equitable access, sustainability, and
community well-being. It incorporates feedback from over
35,000 community inputs to identify top priorities like
aquatic facilities, trails, and inclusive programming. Key
recommendations include reclassifying Eagle Point Park,
expanding trail connectivity, and improving natural resource
stewardship. Staffing and maintenance needs are emphasized due
to system growth outpacing current resources. The next steps
include a public comment period, board reviews, and City
Council adoption. City Council Members commended the plan and
encouraged all residents to continue sharing their input.
Council recognized the increased polarization of the State and
Federal Government bodies and how this will make budgeting for
some of the amenities challenging and suggested looking into
the need for alternative funding sources.
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the
meeting adjourned at 7:35 p.m.
