Appointments
At the first regular City Council meeting of each year, the Mayor and City Council are
asked to review their appointments to various boards and committees and make any
necessary changes. During this year's review, it was noted that one committee listed
inaccurate term information. In response, the City Clerk's Office conducted a
comprehensive review of all relevant bylaws and agreements and contacted staff for
every board and committee to ensure accuracy
This review identified multiple instances of outdated or incorrect information requiring
correction. Additionally, confirmation with committee staff revealed that several
committees do not mandate City Council participation.
The updated listing of board and committee information is included, along with a redline
comparison showing all changes made.
Key updates include removal of the following boards and committees:
• Dubuque Area Convention and Visitors Bureau — Travel Dubuque — Outreach
Committee Removed per guidance from Travel Dubuque staff that this committee
no longer exits.
• Dubuque Metropolitan Area Transportation Study (DMATS) Technical
Advisory Committee Removed upon confirmation in the bylaws and with ECIA
staff that City representation is not mandated.
• Pre -Disaster Mitigation Plan Committee This committee convenes only once
every five years, making it a highly specialized assignment rather than an ongoing
responsibility. Requesting a City Council member to commit now would be
impractical given the long interval before the next meeting. Staff have confirmed
that the next request for participation will occur in January 2028, which will be the
appropriate time to determine which Council members are available and willing to
serve.

• River Valley Initiative Foundation Board of Directors Staff confirmed that this
board does not mandate City Council participation.
The following board is currently on -hold pending the outcome of further review:
• Friends of the Mines of Spain Board This board was previously included in the
City Council appointment list due to a misinterpretation of language in the 28E
Agreement with Friends of Mines of Spain and related governing documents. The
confusion arose because certain entities associated with the Mines of Spain, such
as the Advisory Board, require City of Dubuque representation, a role typically
fulfilled by City staff. City staff mistakenly assumed the Mines of Spain Advisory
Board was the same as the Friends of Mines of Spain Board and required City
Council service. It has since been verified that the Advisory Board is separate from
the Friends of Mines of Spain Board. We are verifying with Friends of the Mines of
Spain staff that their bylaws do not require City Council representation and will
provide an update once confirmed.
A previous version of this memo stated that service on the East Central Intergovernmental
Association (ECIA) Executive Committee and the East Central Development Corporation
(ECDC) was voluntary. After consultation with ECIA Executive Director Mae Hingtgen, it
was clarified that ECIA's intent is for the chairperson, or their designee, of each functional
planning committee to serve on the Executive Committee. However, this requirement is
not accurately articulated in the existing bylaws. Ms. Hingtgen confirmed that ECIA staff
will review the bylaws and work with the board to revise the language so that it accurately
reflects this intent.
The Mayor serves as Chairperson of the Dubuque Metropolitan Area Transportation
Study (DMATS) Policy Committee and, by virtue of that role, is therefore required to serve
on the ECIA Executive Committee, either personally or through a designee, pending the
bylaw update. In addition, all members of the Executive Committee are required to
participate in the ECDC. Assistant City Manager Cori Burbach currently serves on both
the ECIA Executive Committee and the ECDC as the Mayor's designee, and the City is
therefore in compliance with these membership requirements.
While Council Members may adjust any board and committee assignments, appointments
must be confirmed for the following boards and committees previously served on by
former Council Members Ric Jones and Susan Farber:
• Dubuque Area Convention & Visitor's Bureau - Travel Dubuque - Board of
Directors (Jones)
• Dubuque Area Convention & Visitors Bureau - Travel Dubuque - Sister City

RE: Appointment to the Dubuque Racing Association Board of Directors and the Dubuque Racing
Association Executive Committee
Greetings Adrienne,
I am reaching out to you on behalf of the Dubuque Racing Association's (DRA) Board of Directors. Our
Annual Meeting is scheduled for Tuesday, January 27, 2026 at noon in the Reflections event space located
within Q Casino + Resort. Per our bylaws, the Board of Directors shall include:
Three (3) members of the Dubuque City Council as appointed by the Dubuque City Council in
consultation with the Association's Board of Directors.
The City Manager or his or her designee. At any time the City Manager may appoint a designee to
serve on the Board of Directors for such period of time as the City Manager determines. Such
designation shall be made by the City Manager in writing.
Governmental appointees shall be nominated on a yearly basis by the respective governmental
bodies on or before the Association's annual meeting date.
Currently, the appointees are Mayor Cavanagh, Council members Ric Jones and Danny Sprank, and City
Manager Mike Van Milligen.
The DRA Board of Directors meets on the 41h Tuesday of each month at noon at Q Casino + Resort.
Additionally, the DRA Executive Committee meets the V Tuesday of each month at noon in the Boardroom
at Q Casino + Resort. Members of the DRA Board who are not appointed to the Executive committee are
invited to attend one Executive Committee meeting annually. That date will be provided upon their
appointment.
