Treasurer Traut reported having paid for interest on arants supplies for the fire department and

chosen by ballot which shall do all the necesary advertising for the city including the official publication
of ordinances Mayors proclamations notices of marshall treasurer auditor board of health and all
other official publications of the city except the delinquent tax list for the compensation of four
hundred dollars 400 per annum payable monthly
If the council shall desire to have the official proceedings of the council published in the official
paper an additional compensation of 100 shall be allowed
If the paper selected shall decline to accept the appointment for the compensation named the
council shall choose some other daily paper of the city as the official paper
in regard to the publication of city advertising in a german paper your committee not being able
to make a report has agreed to refer that question back to the council

Ald Hollnagel made the following report whereas the committee on printing coulc not agree to
bring into this council a recommendation to have a german paper appointed by this council as an
additional official paper to translate and publish the proceedings of this council in the german language
therefore be it resolved tht a german weekly paper be chosen by ballot as an additional official
paper to publish in german all ordinances mayors proclamations and all other notices of officers
except delinquent tax list for the compensation of one hundred and fifty dollars 150 per annum
commencing may 1st 1886

Ald Crawford of the street committee made the following report
to the city councili of the city of Dubuque
Your committee on streets to which was referred the question of paying for the breaking of macadam
for teh city by parties who have got out the rock themselves respectfully recommend that such parties
be paid at the rate of one dollar per cubic yard as at that rate it cost the city much les than where the
city furnishes the rock and pays seventy five cents for the breaking
The city engineer has furnished your committee with the following list of persons who have paid
at the rate of seventy five cents for breaking

To the honorable mayor and city council of Dubuque
Gentlemen your committee appointed to devise and perfect a definite plan of sewering the city to
submit the same to the city council with a recommendation as to the proper method of paying
the expenses of the construction of the proposed system together with an estimate of the cost
beg leave to make the following report
Your committee after several meetings in which the subject was thoroughly discussed are unamimously
in favor of adopting the separate system of surveys the plans and figures presented by your city
engineer met with our approval and are herewith submitted your city attorney informed us that
it was in the power of the city to construct sewers for house drainage by assessing the cost in
part or whole against abutting property owners and as the estimated cost per lineal foot is very
reasonable Your committee moved recommend that the fixed sum of sixty five cents per lineal
foot be the amount assessed against the property abutting the sewers this amount will allow the city
some revenue to m eet the expenses of water for flush tanks and supervion While the property
owner seems the cheapest and healthiest method of dispensing of house drainage
The main sewer and branches must be construucted by the city as they can not be assessed
the expense however is finally m et by the surplus derived from special assessment over the
actual cost of lateral or house sewerage this plan relieves the public not benefited directly by
sewer construction from bearing any of the expense
Your committee moved respectfully recommend that the necessary ordinance and resolutions
be adopted so that worst m ay be commenced that the city may as soon as practicable secure
the much needed sewerage

Dubuque fire department
section 1st the badges to be worn in the department shall be made of bright white metal in the
shape of the outline of a shield the name of office or position of the wearer the kind of apparatus
and its numnber to which he belongs and Dubuque fire department prominently designated
thereon
Coats
For chief a double breasted close fitting sack coat of dark blue cloth pure indigo dye weighing not
less than 21 ounces to the yard cut to button close to the neck with rolling velvet collar to have
minimal regular department buttons on each breast grouped in threes the cuffs to be made to
fit the wrist and closed with three small regulations buttons a pocket on the inside of each breast
and on the outside each shirt the outside pockets to have a scalloped lapel with three points
no other pockets will be allowed in any part of the coat sleeves to be out only so large as to be

consider the matter of accepting the invitation of the Dubuque Schuetzen Gesellschaft to take part

Ald Ryder moved the fire committee be instructed to investigate and examine the condition of
the harness in teh different engine houses and have all necessary swintging harness purchased
for both houses carried

Ald Hollnagel offered the following resolution which upon his motion was adopted
Be it resolved by the city council that the committee on fire be instructed to purchase five hundred
feet of hose for the fire department
Ald Crawford of the street committee reported the following estimate of the bids for the improvement
of nevada street P Tibey 1859.00 Wm Rebman 2012.50 Jms Schromen 2218.65 P Tibey bring the
lowest bidder on motion was awarded the contract
The same reported the following bids for the paving of the gutters abutting the custom house
P Tibby 85.80 Dan Sheehan 79.20 James Lee 64.68 on motion James Lee being the lowest bidder
was awarded the contract
The same reported the following bidfs for the improv ement of Julien Ave from W Line Lorimier
Add to W Line out lot 688 Jms Schromen 500.00 James Lee 347.40 J F Kringle 318.00 J F Kringle
being the lowest bidder was on motion awarded the contract
The same reported the following bids for the improvement of white street from the N Line of Lot 488
city to Eagle Point Ave Wm Rebman 2245.00 Jms F Kringle 2159.00 Jms F Kringle being the
lowest bidder was on motion awarded the contract
On motion of ald Hollnagel the petition of M J Drasda et al remonstrating against the improvment
of white street unless across street such as Lake or Division Street be opened was read
Ald ryder moved that the matter of causing White Street to be improved and the awarding of the
contract to Jms F Kringle be reconsidered Carried by the following vote
Ayes Ald Thos Byrne Doerfler Hollnagel Ryder and Trexler 5 Nays Ald Parker Ald Crawford
being excused not voting
Ald Hollnagel moved that the awarding of the contract be postponed until next meeting carried
Ald Doerfler moved when council adjourns it does so to meet again one week from tonight
Ald Ryder amended Ald Doerfler's motion by moving the council meet again on next Friday
evening carried
Ald Crawford offered the following resolution
Resolved that hereafter in advertising for proposals for the making

of improvements the recorder is instructed to require the proposals for each work to be enclosed
in a separate envelope endorsed with the name of the bidder and of the improvement proposed
to be executed and taht no bid shall be considered unless in accordance with this resolution
adopted
the same also presented and read an ordinance to provide for the appointment of an Assistant
City Assessor and defining his duties which on motion was laid over
the city engineer presented an estimate of the work done by Chas Steuck improving 18th street
from E side Clay st to white street the amount being 266.53 on motion of ald Crawford a warrant
was ordered drawn in favor of Chas Steuck for the amount 266.53 as payment in full for said
improvement
Ald ryder moved the city recordder be instructed to advertise for bids for the removal of garbage
carried
The same moved the Health Physician be heard in regard to the nuisance existing at the slaughter
house of the Dubuque Butchers Association carried
Health officer Greene asked that the city council empower the committee of the Board of Health
to remove the rendering establishment at the Union Slaughter house
Ald Crawford moved the subject of removal of the nuisance be referred to the city attorney and that
he be asked to report in writing next Friday evening and if he thinks necessary to report an ordinance
or an amendment to the ordinance governing the same carried
Ald Ryder offered the following resolution
Be it resolved by the city council of the city of Dubuque that the city recorder be instructed to
draw orders on the city treasurer favor of the twelve jurors that served on the appraisment of
Kniest St 2.00 per day adopted
The same moved the council adjourn carried

the chair stated the object of the meeting was for the transaction of unfinished business
On motion the recorder was instructed to open the bids for the removal of garbage
Ald Ryder and trexler each handed the recorder sealed bids which had be placed in their hands
the advisability of accepting the same caused a little discussion on account of their being received
late by the recorder but on motion of Ald Doerfler they were accepted
The following were the bids received for the removal of garbage H Miller 3.25 per day E Avonarious 4.00
per day Thos E Frith 5.00 per day lawrence Dailey 4.50 per day Wm Hanson 4.35 per day
Ald Doerfler moved the bids be referred to the executive committee of the board of Health with
power to award the contract to the lowest responsible bidder carried
Petition of A A Cooper et al owners of property abutting on Main St asking they be alowed to pay
the special assessment levied against the property for the improvement of said street without
interest was on motion of Ald Downer received and filed
Ald Downer chairman committee on public grounds and buildings made the following report
To the honorable mayor and common council your committee to whom was referred the matter
of painting the town clock tower and the exterior wood work of the market house would report
that they prepared specifications providing as they thought for a first class job of work which they
submitted to all of the bedst shops in the city to the best of our knowledge In response we received
bids from all the number but one We did not advertise publicly for the reason we wished to avoid
irresponsible bidders the bids were higher than we expected and we therefore preferred to lay
the matter before the council before awarding the contracts would recommend the awarding of
the contracts to the lowest bidders St Finke being the lowest bidder for market house 735.00
and G B Rand for painting clock tower 623.00

Ald Downer also read the following report
To the committee on public buildings and grounds of the city council of Dubuque
Gentlemen at your request we have examined the bell tower roof etc on the city hall building and
would report as follows
1 that the general construction of the tower and roof above the brick walls is in good condition
and thoroughly substantial for the purpose
2 Before the tower is painted the following repairs should be made the tin work should be repaired
doing such soldering of cracks and holes as can be closed in that way and in other places patching
as will make it water tight and the pace of the wood brackets should be covered with tin and at the
base of the tower at the roof line the wood moulding should be removed and the whole base of the
tower up to the tin covering over the base should be covered with tin and the square part of the bases
of the four corner columns should be also covered with tin the parts of the round moulded base of
the columns that are gone should be replaced and the slats in the tower opening that are gone
should be replaced and the doors to the opening furnished with suitable fastenings so that they
can be kept closed and the water kept out
3 the main roof needs repairs it should be shingled and new ridge boards and the gutters should
be repaired before painted
4 as to the stability strength etc of the main walls to support the strain vibration etc caused by the
bell when swinging if swing that way and the strength of the building as to sustaining permanently
a large moving crowd of people on the third floor we didn't carry our investigations further enough
to determine as it would require the removing of finish at different points and anything we could
lay without that would be merely an expression of opinion respectfully submitted

Whereas the committee appointed to report on the petition for opening Lake St from Jackson St
to couler Ave not having reported and being not longer continued by the present council therefore
Be it resolved by the city council of the city of Dubuque that Lake Street be opened from Jackson
St to Couler Ave and the City recorder be and is hereby instructed to issue a venire to the city

Be it resolved by the city council of the city of Dubuque that the city marshall be instructed to place
John ONiell ex deputy Marshall on the police force and moved its adoption
ald Hollnagel offered as an amendment that the resolution be referred to the committee on police
and gas and city marshall and that they be instructed to report names and place of all police on
the force carried by the following vote

Ald Crawford of the st committee reporting of the petition of Jms T Hancock et al for the improvement
of Grove St recommended the doing of the work and offered the following resolution
Resolved by the city council of the city of Dubuque that Grove street between 11th street and the
north line of lot 771 in it McDaniels subdivision be graded guttered curbed and macadamized
in conformity with the ordinance upon that subject also that the retaining wall be extended on said
street in the manner proposed by the Engineer that the city engineer be and he is hereby directed
to make the necessary plans and specirfications for said impmrovement and the city recorder
directed to give the proper notice for bids and proposals for the performance of the work the
guttering curbing and macadamizing to be done at the expense of teh owners of abutting prioperty
Adopted by the following unanimous vote

Ald Crawford moved the city marshall be instructed to have present pound removed to Hay Market
and that the street commissioner be instructed to construct an enclosure near same in which to
haul and deposit lumber and rock until such time as same can be disposed of carried
Ald ryder of the Board of Health offered the following resolution
Resolved by the city council of the city of Dubuque that upon investigation we find that the rendering
establishment operated in connection with the Union Slaughter House on Sycamore Street in the
City of Dubuque occasions noxious and offensive smells and other annoyances injurious and
dangerous to the comfort health and property of the public and of individuals residing and working
in the vicinity thereof we therefore declare the same a nuisance and order its abatement and hereby
order notice to be served by the marshall on the owners or managers therefore to remove said nuisance
within ten 10 days from the date of such notice and if said owners or managers fail to abate or remove
said nuisance in said stated time the city council will cause the removal or abatement of the same
at the expense of such owners or managers carried by the following unanimous vote

There are now undisposed of 15 cases in the district circuit and supreme courts I will agree to assist
in the disposition of the cases in the courts where they are pending for the sum of one thousand
