(Ord. 56-15, 9-8-2015) 2-2-2: PURPOSE: The purpose of the commission is to conduct entrance examinations, conduct promotional examinations, and act as an appeals board as provided in chapter 400 of the Iowa Code. (Ord. 56-15, 9-8-2015) 2-2-3: INTERNAL ORGANIZATION AND RULES: The commission may adopt rules and regulations to govern its organizational procedures as may be necessary and which are not in conflict with this code or the Iowa Code. (Ord. 56-15, 9-8-2015) 2-2-4: PROCEDURES FOR OPERATION: All administrative, personnel, accounting, budgetary, and procurement policies of the city govern the commission in all its operations. (Ord. 56-15, 9-8-2015) 2-2-5: MEMBERSHIP: A. Composition: The commission comprises five (5) residents of the city, appointed by the mayor with approval of the city council. B. Special Qualifications: 1. Commissioners must be citizens of Iowa, eligible electors as defined in the Iowa Code, and may not hold or be a candidate for any office of public trust. 2. The human rights director shall, ex officio, be a member, without vote. 3. Commissioners may not do any of the following: a. Sell, or in any manner become parties, directly or indirectly, to any contract to furnish supplies, material, or labor to the city unless the sale is made or the contract is awarded by competitive bid in writing, publicly invited and opened. b. Have an interest, direct or indirect, in any contract or job of work or material or the profits thereof or services to be furnished or performed for the city unless the contract or job is awarded by competitive bid in writing, publicly invited and opened. Ord. 47-22, 12-19-2022; Ord. 28-24, 6-17-2024; Ord. 26-25, 6-16-2025) 2-2-6: OATH: Each person, upon appointment to the commission, must execute an oath of office at the first meeting of the commission following the appointment or at the city clerk's office any time prior to the first meeting of the commission. (Ord. 56-15, 9-8- 2015; amd. Ord. 28-24, 6-17-2024) 2-2-7: TERMS: A. Pursuant to state law the Commission is expanded from three (3) residents to five (5) residents effective August 16, 2025. The terms of the existing commissioners shall remain the same. The initial terms for the additional commissioners shall be through April 6, 2027. B. Following the initial terms for the additional commissioners, any future terms shall be at the standard term length for the commission. The term of office for commissioners is four (4) years or until such commissioner's successor is appointed and qualified. (Ord. 26-25, 6-16-2025) 2-2-8: VACANCIES: Vacancies must be filled in the same manner as original appointments. (Ord. 56-15, 9-8-2015) 2-2-9: OFFICERS/ORGANIZATION: The commissioners must choose annually a chairperson and vice chairperson, each to serve a term of one year. The city clerk, or the city clerk's designee, is the clerk of the commission. The commissioners must fill a vacancy among its officers for the remainder of the officer's unexpired term. (Ord. 56-15, 9-8-2015) 2-2-10: MEETINGS: A. Regular Meetings: The commission meets monthly. When there is no business, there is no obligation to meet. B. Special Meetings: Special meetings may be called by the chairperson or at the written request of a majority of the commissioners. C. Open Meetings: All meetings must be called and held in conformance with the Iowa open meetings law. D. Attendance: 1. In the event a commissioner has been absent for three (3) or more consecutive meetings of the commission, without being excused by the chairperson, such absence will be grounds for the commission to recommend to the city council that the position be declared vacant and a replacement appointed. 2. Attendance must be entered upon the minutes of all meetings. E. Minutes: A copy of the minutes of all regular and special meetings of the commission must be filed with the city council within ten (10) working days after approval by the commission, or by the next regularly scheduled city council meeting, whichever is later. F. Quorum: Three (3) commissioners constitute a quorum for the transaction of business. The affirmative vote of a majority of the commissioners present and voting is necessary for the adoption of any motion or resolution. (Ord. 56-15, 9-8- 2015; amd. Ord. 37-22, 11-7-2022; Ord. 28-24, 6-17-2024; Ord. 26-25, 6-16-2025) 2-2-11: COMPENSATION: Commissioners serve without compensation, provided that they may receive reimbursement for necessary travel and other expenses while on official commission business within the limits established in the city administrative policies and budget. (Ord. 56-15, 9-8-2015) 2-2-12: REMOVAL: The mayor may remove any commissioner for cause upon written charges and after public hearing. (Ord. 56-15, 9-8-2015) 2-2-13: POWERS: The commission has the powers, duties, and responsibilities as outlined in chapter 400 of the Iowa Code. (Ord. 56-15, 9-8- 2015) 2-2-14: CITY COUNCIL TO FURNISH MEETING ROOM, EQUIPMENT, RECORDER: The city council must provide suitable rooms in which the commission may hold its meetings and supply the commission with all necessary equipment and a qualified shorthand reporter to enable it properly to perform its duties. (Ord. 56-15, 9-8- 2015) 2-2-15: RECORD OF MEETINGS AND PERSONNEL: The commission must keep a record of all its meetings and also a complete individual service record of each civil service employee which record must be permanent and kept up to date. (Ord. 56-15, 9-8-2015) 2-2-16: EXAMINATION OF APPLICANTS: Examinations for the positions in the city civil service are to be applicable and required of all applicants in accordance with the Iowa Code. (Ord. 56-15, 9-8-2015) 2-2-17: CONDUCT OF EXAMINATIONS; CERTIFICATION OF QUALIFIED PERSONS: The commission must conduct examinations in accordance with the provisions of the laws of the state relative thereto, and for the purpose of determining the qualifications of applicants for positions under civil service, and must duly certify to the city council a list of the qualified persons as set forth in the Iowa Code. I have volunteered at the Salvation Army food pantry, which gave me a greater perspective on the needs of lower -income and underserved residents. In addition, I lead the Dubuque Nature Everywhere team through its research and foundation -building stages, collaborating with the youngest Dubuque residents, along with their parents, educators, caregivers, and guardians, to expand access to nature for 0-6-year-olds. To serve in an advisory role to the City Manager in the review of complaints and grievances received in accordance with the procedures established in this Code; and, I. The City Manager must forward the grievance to the commission within seven (7) business days of its receipt. D. The commission, within fifteen (15) working days of the receipt of the grievance, must set a time for a hearing. The complainant must be notified in writing of the time and place of the hearing. If a grievance is resolved prior to the date of the hearing, the aggrieved party must request in writing that the grievance be withdrawn. E. The commission must conduct a hearing to review the grievance. The grievant may appear in person, by agent, or by attorney. All persons wishing to appear before the commission have an opportunity to be heard regarding the grievance. Minutes must be kept of the proceedings of the hearing. F. The commission must forward its recommendation, in writing, to the City Manager within ten (10) business days following the hearing. G. The City Manager must receive and review the recommendation of the commission and respond to the grievant within ten (10) business days of the receipt of the recommendation. I'm writing to introduce myself as an applicant for the Dubuque Civil Service Commission and to share why this opportunity is personally meaningful to me. I've loved Dubuque since 2003, when I first arrived as a student at Loras College. While I grew up in the northwest suburbs of Chicago, it was clear to me early on that Dubuque was special. Not just because of its beauty, but because of its people. The kindness, collaborative spirit, and genuine care residents show for one another left a lasting impression on me. It shaped my desire to build a life rooted in community, service, and shared responsibility. I returned to Dubuque in 2013 after my husband, Steve, and I chose to build our life here. Since then, I've worked in marketing and public relations at local organizations, including Loras College and Cartegraph. My time at Cartegraph, in particular, opened my eyes to the essential work of civil servants and the role they play behind the scenes in supporting residents, businesses, and visitors. It reinforced my belief that meaningful, high -impact work happens here —and that Dubuque competes with much larger cities because of the talent and commitment of its people. Today, I'm the Founder and Head of Marketing Strategy and Content Creation at Lock Eleven, my Dubuque -based marketing consulting company. My work centers on helping organizations clarify their story and turn marketing strategies into real revenue engines. I specialize in cutting through complexity, getting to the heart of an issue, and using data to Lock Eleven inform decisions that deliver measurable results. At its core, my work has trained me to think clearly, communicate precisely, recognize bias, and understand how decisions are framed, understood, and trusted —skills that align closely with the responsibilities of the Civil Service Commission. I'm also deeply involved in the community. I've come before the Council several times through my work with Dubuque Nature Everywhere —most recently on November 17, 2025, when the Council approved the Dubuque Children's Outdoor Bill of Rights. Through this work, I've collaborated with City and County staff, educators, nonprofits, and community stakeholders while leading research, surveys, focus groups, and cross -sector working groups. I'm also a graduate of the Dubuque Citizens Police Academy and the City Life program, and I've volunteered locally with Project Rooted and the Salvation Army Food Pantry. These experiences have reinforced the importance of transparency, fairness, public service, and public trust in civic systems. I'm interested in serving on the Civil Service Commission because departments such as police and fire sit at the heart of community trust. Residents often interact with these professionals during some of the most difficult moments of their lives. While I love being near family I do miss the various amenities a large city has to offer. With a career in hospitality I have traveled the country and have seen big and small cities and appreciate the charm both bring to its community.
