AIRPORT COMMISSION MINUTES
Commissioner Ron Vaughn moved to approve the Airport Commission Minutes of
September 23, 2025 and October 9, 2025. Commissioner Bob Woodward seconded the
motion. The motion passed unanimously.

ACTION ITEMS
1. Relocate Taxiway A— Phase 5 Design and Bidding (Task Order 23): Commissioner
Bob Woodward moved to approve Resolution No. A1700-1-2025 Authorizing an
Agreement for Engineering Services for Relocate Taxiway A— Phase 4 Design and
Bidding Project (FAA Phase 5). Commissioner Ron Vaughn seconded the motion.
The motion passed unanimously.
2. GA Apron Reconstruction — Phase 2 Design and Bidding (Task Order 22):
Commissioner Ron Vaughn moved to approve Resolution No. A1600-1-2025
Authorizing an Agreement for Engineering Services for Reconstruct GA Apron —
Phase 2 Design and Bidding Project. Commissioner Mariann Kurtz Weber
seconded the motion. The motion passed unanimously.

3. Information provided to Airport Commission on annual election of officers as
required by City of Dubuque Code of Ordinances.
STAFF MEMBER REPORTS
Airport Director Todd Dalsing provided the monthly budget summary, invoice summary,
general aviation update, airport projects update, and correspondence since the last
Commission meeting. City of Dubuque Public Information Officer Randy Gehl provided
an update on air service marketing.
COMMISSIONER MEMBER REPORTS
Commissioner Mariann Kurtz Weber spoke on airport authority, structure of governance,
federal advocacy, marketing, and outreach in the coming months.
NEXT COMMISSION MEETING
The next scheduled Commission meeting is December 2, 2025.
Commissioner RJ Blocker moved to adjourn the meeting at 5:10 p.m. Commissioner Ron
Vaughn seconded the motion.
