PARK AND RECREATION COMMISSION MEETING

Jorgenson, Jess Ochoa, and Lori 011endick
ABSENT: Jason Henkel
STAFF PRESENT: Dan Kroger, Steve Fehsal, Matt Kalcevich, and Angie
Metcalf
CALL TO ORDER: Jess called meeting to order at 4:34 p.m.
MINUTES APPROVED VOTE:
It was moved by Kennicker, second by Axtell, to approve the minutes of
the November 18, 2025, meeting. Unanimous.
PUBLIC INPUT:
Dianne Koch 285 South Grandview, Dubuque, IA 52003 provided her thanks to
the consultants who created a very thorough and detailed Parks and Recreation
Master Plan Document. She also provided a document to the commission
members named "Dubuque Area Land & Water Legacy".
COMPREHENSIVE MASTER PLAN PRESENTATION
Parks and Recreation Director, Matt Kalcevich, presented the Parks and
Recreation Master Plan that was presented by the Kimley-Horn consultants on
Monday, December 8, at the city council work session.

Recreation Division Manager, Dan Kroger, advised Nick Stroschein, Bunker
Hill's Head Golf Professional successfully completed and passed all of his PGA
classes in November and is officially a PGA Class A Professional.
COMMISSION COMMUNICATION / QUESTIONS:
Commissioner 011endick asked what the next steps are after the consultants are
done. Kalcevich explained that it will be our responsibility to ensure items from
the plan go in to place. He also explained that we most likely would have a
follow-up with the consultants in 5 years.
Commissioner Tigges stated that some items in the plan are completed have
already been completed, example Welu park. Fehsal explained that those items
will be reviewed and discussed with the consultants. When the park review was
completed, that park was not completed yet, it is now.
