Water Street is a street 60 feet wide In july 1881 the east 32 feet of said street was graded and

by resolution levied a special tax for said improvement on all property abutting on the said east

amounting to 165.02 under protest in 1882 In Dec 1883 said Bonson and Stewart commenced
suit against the city to recover the amount so paid with interest claiming among other things that
the city had no right to tax them for the improvement of only a part of a street and that the special
assessment was void because made without notice to them the case is still pending and is set
for trial at tthe next term of court It has been decided by the supreme court in the case of Jacob

is null and void In this case in order to be free from teh objection of notice I recommend that the

Bluff Street Extension Your committee on streets to which was referred the petition of
Jms Dowling and many other residents of Wests Hill and vicinity asking the council to approprite
900.00 to be expended in work on the bluff st extension respectfully report that the street
referred to is in a poor condition for travel and as that portion of the city has become largely
populated and the residents of teh neighborhood are unanimous in asking the further improvement
of the street so as to make it at last fairly passable we think their wishes are entitled to some
consideration and we therefore recommend that the amount named

Ald Crawford from same committee submitted the following
your committee on streets to which was referred the remonstrance of G Baumgartner and others
against the extension of West Lake Street from Jackson Street to Couler Ave respectfully report
that West Lake Street or Twentieth Street as it would be more appropriate to call it is the principal
and must direct avenue leading from teh main portion of the city to Eagle Point receiving as
it does the travel from High Street East lake Street and very largely that of Division Street its extension
to Couler Ave would give the people of the northeastern part of the city a direct connection with
Couler Avenue at present the principal central thoroughfare of the city in the opinion of your
committee the extension of the street as proposed would be very advantageous to the residents
on High Lake and Division Streets and greatly conduce to the building up of that part of the
city already growing rapidly for the above reasons we cannot agree with teh views of the remonstrants
and would recommend that the proceeding for the opening of the extension be continued and
carried into effect unless the cost for the right of way shall exceed a fair valuation We think however
that a portion of the expense should be borne by parties interested
respectfully submitted P W Crawford Louis Doerfler committee
Ald Crawford moved the adoption of the report carried by the following vote
Ayes Ald Crawford Doerfler Hollnagel Hayden Parker and Trexler 6
Nays Ald Thos Byrne J M Byrne Downer and Ryder 4
Ald Crawford from the same committee submitted the following report your committee on
streets to which was referred the petition of a large number of citizens of the fifth ward praying
the council to take steps to extend division street to couler avenue respectfully reports that in
the opinion of your committee the proposed extension would be a very desireable improvement
and of great value to that part of the city the main and only objection is the large probably expense
which however may not prove so great as might

be anticipated we recommend that the city engineer be instructed to make a survey and plat of

in locating line of the proposed extension

Ald Crawford from the same committee submitted the following report on the proposed reduction
in width of Kniest Street
Your committee on streets to which was referred the various petitions and remonstrances for and against
the narrowing of Kniest Street from 64 to 50 feet with together the award of the jury summoned
to asses the damages resulting to those of the abutters who were opposed to the proposed change
would report that the total amount of damages awarded by the jury is 1167.00 As the parties desiring
the changes and who would be benefited by it are unwilling to pay these damages and the public
at large are in no way interested in having the street narrowed we recommend that all proceedings
for the change of that portion of the street between Eagle Point Avenue and high Street be stopped
and that part of the street remain at its present width at 64 feet Also that the marshal be instructed
after having first given written notice to all persons having obstructions on teh street except Henry
muller to remove teh same within 30 days to proceed at once to remove all such obstructions
remaining after the expiration of the 30 days except the building of said Henry Muller that the
marshal be directed to notify said Muller that he must remove all obstructions on the street maintained
by him within one year from July 10th 1886 or that the same will be removed by the city
All the abutting property holders on that part of Kniest Street between High and lake Streets
have signed a petition asking the council to vacate four 4 feet on the south west side of that
portion of the street but as the committee has not fully considered that question we would ask further
time in which to report same
