Ald hayden moved the rules be suspended and any party present having any remonstrance to
speak of against the levying of special taxes against their property for the improvement of streets
or alleys abutting the same be given permission to address the council carried
Mr Haisch and Mr Mullen addressed the council regarding the improper repair of the alley from
15th to 16 street and between Washington and jackson streets necessary to secure the proper
drainage
Mr Jms ONeill also protested against the poor manner in which the curbing was set on 14th street
abutting his lot
Ald hayden moved the council adjourn until 2 oclock pm carried
afternoon session

The city engineer presented an estimate of the amount of works done by F W Kringle contractor
on the improvement of Whtie street from N M 1-5 lot 488 city to Eagle Point Ave said estimate
amounting to 2072.99
Ald Crawford moved F W Kringle be allowed 800.00 on account of said improvement carried
Ald Crawford chairman of the street committee also recommended that W H Rebman contractor
to be allowed 175 on account of work done by him improving the alley from 15th to 16th streets
between Jackson and Washington the city engineers estimate of said work being 232.31
On motion the recommendation was adopted
Ald Crawford moved that the construction of the arch of the sewer being constructed on Julien
Ave be referred to Ald Thos Byrne and the city engineer that they examine the same and think
it is not being constructed properly to have it changed and if they fail to agree that they call
for the opinion of ex city engineer Knowlton
Ald Ryder offered as an amendment that the matter of constructing said arch be referred to the
street committee and city engineer carried

by the north american telegraph co of an ordinance entitled an ordinance for the erection and
maintenance of telegraph poles and the stringing of wires thereon by the north american telegraph

Ald Trexler moved the rules be suspended and owners of property abutting on 14th street between
Jackson and Pine streets granted permission to address the council in regard to the levying of a
special tax to pay for the improvement of said 14th street carried
Wm Helm and L Tinkenauer spoke of the very poor manner in which the curbing onsaid street was
set

Street commissioner McMaster reported having expended improving and repairing streets during
the month of September the sum of 1834.40 report ordered received and filed and warrants
drawn to pay employees
marshal moore reported 1071.45 due members of the police force for time served during the month
of September that 60 arrests had been made He reported having paid to the treasurer 56.95
received for impounding and 1.50 received for fees he also submitted a report of the amount of
time certain policemen were off duty on account of sickness and the amounts deducted from their
salary for said time of duty
Ald Hayden moved that the policemen absent from duty during the month be allowed full time
carried
On motion the marshals report was ordered recieved and filed and warrants drawn to pay salaries
Auditor Reilly reported 186 due members of the board of equalization for attendance at meetings
of said board
Ald Hollnagel moved the report be referred to the committee of the whole carried
Auditor Reilly reported 834.85 due city officers and 1070 due members of the fire department
for salaries for the month of September Report ordered received and filed and warrants drawn
to pay salaries
Treasurer Traut reported having paid during September for refunded tax

The same officer also presented the following we the undersigned owners of lots 4 and W 28 ft
of 5 in Kellys subdivision hereby grant unto the city of Dubuque iowa the right to lay the necessary
pipe to connect the springs of water situated on the above named lots said pipes to be laid four
4 feet below teh surfact with the proposed cistern for fire purposes abutting said lots on Julien
Ave said right to be invested in the city of Dubuque as long said cistern is owned and used by the

The bids for the improvement of West Eight Street extension from Wilson Avenue to Roberts
Avenue were upon motion opened by the recorder and referred to the city engineer
Reports of committees
Ald ryder chairman of the finance committee presented a communication from the city treasurer
asking that the finance committee be instructed to borrow the sum of 8000 to defray the expenses
for the month of September and offered the following resolution

Be it resolved that the city council of the city of Dubuque instruct the finance committee to borrow
the sum of 8000 eight thousand dollars to pay the expenses of the city for the month of September
1886 at the lowest possible rate of interest
On motion of ald Ryder the resolution was adopted
Ald Ryder also presented the following resolution which upon his motion was adopted Be it resolved
that the city council of Dubuque instruct the city recorder to draw a warrant in favor of patrick O'Meara
for the sum of two hundred dollars 200 to pay for horse purchased by the fire committee for the
fifth ward engine house
Ald Ryder of the special committee to whom was referred the petition of Mrs Andrew Murphy claiming
damages caused her property by the opening of Grandview Avenue reported in favor of paying her
5.00 the amount allowed her by the jury empanelled to assess damages caused by said street
extension On motion referred to the city attorney to have Mrs Andrew Murphy execute a deed
transferring said property to the city when a warrant will be drawn for 5.00 to pay for same
Ald Hayden of the ordinance committee asked for further time to report on the rules and regulations
of the fire department granted
Ald Doerfler moved that when the council adjourns it does so to meet again Monday evening
Oct 11th 1886 at half past 7 oclock carried
Ald Crawford presented the following report from the street committee to the city council Your
committee on streets to which was referred the petition of Wm Corcoran et al praying the council
to permanently improve Emmett and St Mary streets respectfully submits the resolutions and recommend
their adoption

south side of Emmett street be graded guttered curbed and macadamized in conformity with the
ordinance upon that subject that the city engineer be and is hereby directed to make the necessary

notice for bids and proposals for the performance of the work the guttering curbing and macadamizing
to be done at the expense of the owners of abutting property
Resolved by the city council of the city of Dubuque that Emmett street between Bluff and St Mary
Streets be graded guttered curbed and macadamized in conformity with the ordinance upon
that subject that the city engineer be and is hereby instructed to make the necessary plans and
specifications for said improvement and the city recorder

Ald Crawford moved that action on these resolutions be postponsed until next Monday evening

Ald Crawford of the same committee submitted the following report Your committee on streets to
which was referred the petition of F W Kringle asking the council to cause the alley between Seventeenth
and Angela streets east of catherine street to be opened would recommend the marshal be instructed
to give the parties obstructing said alley 30 days notice to remove all obstructions from the same
in case the same should not be done at the time named that he proceed to open said alley at once
without further orders report adopted
Ald Crawford of the same committee submitted the following report on the petition of Jos L Horr
your committee on streets would recommend that in consideration of the large amount of material
taken and used by the city from mineral lot 472 that the city taxes for the year 1885 on said lot
amounting 22.44 be cancelled and that the recorder notify the treasurer of this order report adopted
Ald Crawford of the same committee submitted the following report Your committee on streets to
which was referred the petition of Ald and F Freiburg asking that the sidewalk on the south side of
Julien Avenue from the west side of lot 8 to Wilson Avenue be curbed and a new walk laid where
found necessary would recommend that the prayer of the
petitioners be granted and the curb be set and the remains of the old walk taken up and a new
walk laid all of said improvements to be done at teh expense of the abutting property report

an alley situated between 15th and 16th and jackson and Washington streets by W H Rebman
contractor No objections being raised by owners of abutting property capable of being sustained
by the council Ald Crawford moved the adoption of the resulotion carried
Ald Crawford presented a resolution laid over at a previous session providing for the filling of
lot 209 East Dubuque Add and moved the resolution be amended by fixing the time in which
said lot shall be filled to May 1st 1887 motion carried Ald Crawford moved the resolution as
amended be adopted
Ald Hollnagel of the printing committee asked for and was granted further time to report
Ald Downer presented a deed from the Dubuque building and loan association transferring to
the city of Dubuque lots no 5 and 6 of the subdivision of lot no 68 of Sanfords subdivision in the
city of Dubuque Iowa according to the official plat of said subdivision on the records of Dubuque
county Iowa and moved the recorder be instructed to have the same recorded motion carried

for the city hall reported as follows your committee on markets would recommend to award the

Mr Frick having received a majority of all the votes cast was declared elected
Ald Trexler offered the following resolution
be it resolved by the city council of the city of Dubuque that the street commissioner be and is
hereby instructed to raise the crossing on the south side of Thirteenth street and clay street adopted
Ald Crawford offered the following resolution which upon his motion was referred to the police and gas
committee with power
Resolved that a gasoline street lamp be placed on the south side of West Eleventh Street at

Resolved by the city council of the city of Dubuque that 17th street between West Locust and the
west line of clarke street be graded guttered curbed and macadamized in conformity with the ordinance
upon that subject that teh city engineer be and he is hereby directed to make the necessary plans
and specificiations for said improvement and the city recorder directed to give the proper notice
for bids and proposals for the performance of the work the guttering curbing and macadamizing to
be done at the expense of the owners of abutting property the contractor to have until December
1st 1887 to complete the work be entitled to all the rock excavated and to be required to give
bond in the sum of 2000 for the faithful prerformance of the work
Ald Ryder of the committee of the whole to which was referred the matter of building a retaining
wall on west 11th street submitted the following report To the honorable mayor and city council of
Dubuque Gentlemen the committee of the whole to whom was referred the resolution for completing
a small portion of the retaining wall on West 11th street adjoining the residence of W G andrew
beg leave to state that on visiting the location it was agreed unanimously to recommend the necessary
amount of work done in order that the work might be completed and enable the abutters to curb
gutter and macadamize that portion of West 11th Street between grove street and Weigle alley
which they propose doing report adopted
The committee of the whole to whom was referred the extension of the water mains in the lower
portion of the city submitted the following report
To the hon mayor and city council of Dubuque
Your comittee to whom was referred the location of water pipe and hydrants in the southern
portion of the city would respectfully state that they have examined and considered the matter
and would respectfully report in favor of extending the water pipe from corner of Jones and Main
streets along south Main street to railroad avenue placing hydrants at Dodge Charter and
Railroad avenue on southern avenue we would recommend the water pipe be extended from
Raffertys to the road leading from Southern Avenue to Morris Mill with hydrants at said road
intersections one at railroad avenue and one between railroad avenue and Raffertys the size
recommended is 6 inch pipe any pipe already laid to either the above named starting points
to be replaced if smaller than 6 inch these lines and hydrants will afford fire protection to all
lumber mills and railrioad property in the southern portion of the city respectfully submitted

Petition of Geo Salot et al owners of property in the block bounded by seventh and eight and clay
and Iowa Streets asking that Geo Salot be granted permission to erect a frame barn 16 x 20 feet
and 12 feet hight on his premises in said block on motion of Ald Hollnagel referred to committee
on fire with power
Petition of United State Electric Light company asking permission to erect a line of poles from the
alley between Main and Iowa Streets on Seventh to the Oatmeal mill along said Seventh street
On motion of ald trexler the prayer of petitioner was granted
Petition of Geo Salot asking permission to erect a frame barn within the fire limnits referred to the
committee on fire with power
Ald Hayden moved that a remonstrance in the hands of the recorder against teh improvement of
Emmett and St Mary's streets be read carried
Remonstrance of Mary mcDonnell et al against the proposed improvement of Emmett Street
and remonstrance of Mullen Bros et al against the proposed improvement of St Mary's street
were read
The ayes and nayes wre called upon the adoption of a resolution presented by Ald Crawford
at a previous session providing for the improvement of Emmett and St Mary Streets the same

The mayor stated the meeting was called at the request of the street committee to take action in
regard to the Dodge Street sewer numerous complaints having been made by the abutting property
owners in regard to the grade at which said sewer is being constructed
Ald Crawford offered the following resolution in relation to the Dodge Street sewer which was laid
over until the arrival of the city engineer Resolved that the city engineer be and is hereby instructed
to change the method of constructing teh Dodge Street sewer by lowering the same from its
commencement at the last line of bluff Street across Dodge Street Eighteen inches and to
construct the same for the first one hundred and fifty feet or thereabouts at an ascending grade
of not over one inch in ten feet.
Ald Hollnagel offered the following resolution and moved its adoption Be it resolved by the city
council of the city of Dubuque that west eagle point avenue sewer be extended to teh west side
of Main street at the same prices as has been paid to the contractor for the present work as far
as built
Ald ryder moved that the council take a recess and go and examine both sewers before taking
any action there on carried
The council then proceeded in a body to examine the sewers in question
Council returned at 5:05 oclock pm and resumed business
The city engineer being called upon for an explanation said that the dodge street sewer was being
constructed according to grade if the sewer was changed it would have to be built wide and flat
instead of in a circle as at present he also stated that it wold in no way change

The chair stated the object of the meeting was to consider the matter of changing the mode of
construction and teh grade of the sewer being built at present on Dodge Street the council having
ordered said changes at a previous session and the engineer refusing to carry out the orders of
the council he called upon Engineer Knowlton of the D&NW Railway for his opinion which was presented
to the council
The recorder read the opinion of Engineer Knowlton which coincided with the opinion of City Engineer
Tschirgi in regard to the proper plans for constructing said sewer
On motion the bids for curbing the south side of Julien Avenue from west line of 8 Kellys subdivision
to Wilson Avenue were opened and referred to the city engineer
Ald Downer presented a bill of the Dubuque Paving Co 597.50 for constructing a tile sidewalk
on the east side of Jackson Park
Ald Hollnagel moved the bill be referred to the street committee
Ald J M Byrne offered as an amendment that the bill be paid Lost by the following vote
Nayes Ald Downer Hollnagel Parker and Ryder 4
Ayes Ald Thos Byrne J M Byrne and Hayden 3
Ald Ryder offered as an amnendment to Ald Hollnagels motion that the bill be referred to the
committee on public grounds and buildings carried by the following vote

The city engineer presented the following estimates of the bids received for curbing south side
of julien avenue from west line lot 8 kellys subdivision to Wilson Avenue T J Donahue J F Kringle
Chas Steuck Chas Steuck being the lowest bidder was on motion awarded the contract
Ald Ryder offered the following resolution
Be it resolved that the city council instruct the street commissioner to repair and put in passable
condition the crossing on the east side of First and Bluff Streets running north and south
On motion of ald Hollnagel the resolution was referred to the committee on streets
