Ald Crawford moved that hereafter all bills from the Dubuque water co for rent of fire hydrants be

Ald Doerfler moved the rules be suspended and any parties present be permitted to address the
council against the levying of a special assessment to pay for the improvement of White Street
by F W Kringle contractor carried
Messrs John mayer and val luck entered complaint that they were assessed for more ground than
was owned by them
Ald Crawford moved that F W Kringle be allowed 1000.00 on the amount estimated by the city
engineer and due said Kringle for improving white street and the balance of 460.00 be referred
to the fifth ward alderman and the city's engineer carried
Ald Trexler offered the following resolution Resolved by the city council of the city of Dubuque that
warrants be drawn for 30.00 each in favor of James Agnew Geo A Barnes M M Hayden John Pier
J M Werner Adam Doerrer Jr Jos Herod John M Kennety N J Schrupp J L Horr Jos Morgant
and jacob Kessler said amount being the city's part or one half payment for their services on
board of registers for the general election to be held November 2nd 1886 adopted
Ald Crawford chairman of the street committee read the following report
to the city council at your special session of Oct 18th the council adopted a resolution directing
a change in the plan of the dodge street sewer and instructed teh city engineer to construct the
same on a lower grade At the special meeting on oct 18th you referred the subject to the street
committee and engineer but without reconsidering or repealing the previous resolution As that
resolution still continues

in force and the engineer persisted in refusing to carry out its instructions your committee has been
entirely powerless in the matter and the work remained suspended until the contractor as he stated
with teh assent of the engineer resumed the construction under the original plan but was again
stopped by the mayor the work is now at a standstill to the great damage of teh contractor and
inconvenience to the public It is entirely beyond the power of the committee to do anything to remedy
the situation and can only recommend that the council take some decided action at once either
by rescinding its resolution for a change of grade of the sewer or by authorizing the mayor to employ
some competent person to take charge of the construction and have it completed in accordance
with the resolution One thing or the other ought to be done without delays
the members of the committee have done what they consider their duty in expressing by their
individual votes on the resolution and otherwise their opinion that the sewer ought to be lowered
But not professing to be civil engineers and on such subjects we shall be entirely satisfied as of
necessity we shall have to be with any action the council may see fit to take on the subject

Ald Crawford moved that the names submitted be appointed to act as special policemen on Tuesday

Street commissiner McMaster reported having expended improving streets during the month of
October 1886 the sum of 2226.55 On motion ordered received and filed and warrants drawn to
pay the same
Auditor Reilly reported 878.05 due city officers and 1070 due members of the fire department
for salaries for October 1886 Ordered paid and report received and filed
City Marshall Moore reported 1020.25 due members of the police force for time served during
October 1886 that 50 arrests had been made and that he paid to the city treasurer 50.75 received
for impounding report ordered received and filed and warrants drawn to pay salaries
The citys marshall also submitted the names of members of the police force who were absent
from duty the past month together with the time of such absence either through sickness or
otherwise

Ald Parker moved the prayer of the petitioner be granted and that she be charged interest at the
rate of 8 percent carried
J collins asking that he be allowed damages for the destruction of his outhouses caused it is claimed
by a rock being blown by a blast over the embankment of Bluff Street extension by men employed
by the citys referred to the street commissioenr with power
A Vogel praying that he be exempted from constructing a new sidewalk abutting his property on
the north side of Seventeenth street claiming the one at present there to be fully servicable referred
to the street committee
H Corrance et al praying that a crossing be laid at teh intersection of Dell and Fourteenth streets
also that Dell Street be improved to make it passable
Ald Crawford moved the street commissioner be instructed to put in a crossing as prayed for and

the petitions of Margaret Donahue and Elizabeth Schromen praying for the cancellation of their
respective taxes were on motion referred to the delinquent tax committee
Mrs J B Uffel praying for three months time in which to pay the special tax levied against her property
to pay for the improvement of Jackson Street abutting the same On motion the prayer of the petitioner
was granted
The city engineer presented a plat of Demming and Horrs subdivision of lot 1 of sub mineral lot
77 and of lot 2 of sub mineral 76 and of lot 2 of lot 1 of lot 4 sub mineral lot 73 in the city of Dubuque
for the approval of the council on motion referred to the committee on streets
The citys engineer also presented a plat of Hodges subdivision of lots 1 2 and 3 of OHares subdivision
for the approval of the council referred to the committee on streets
Ald Crawford moved the rules be suspended and any one present objecting to the levying of a special
assessment to pay for laying a sidewalk on couler Avenue be heard carried
Mr Munsell objected to the laying of a special tax again at his property to pay for the laying of a sidewalk
on Couler Avenue abutting teh same stating he received no notice to lay the same Mr Rhomberg
also objected
Ald Crawford of the street committee submitted the following Your committee on streets to which
was referred the petition of A Kolck asking to be allowed to erect a post surmounted by a star
in front of his store on main street to serve as a sign would report that in our opinion it is not
expedient to grant privileges of this kind on Main street In fact it is forbidden by ordinance and
the council has no power to give the permission without repealing the ordinance we therefore
recommend the petition be denied report adopted
the same also submitted the following report Your committee on streets would recommend that the
petition of Henry Cortez asking to have Helena Street graded so that he can have access to
his property be granted and the street commissioner directed to do the work report adopted

instructed to do the necessary work report adopted
the same also submitted the following report your committee on streets to which was referred the
petition of C J richards et al asking the council to cause Seminary Street to be properly repaired
would recommend the prayer of the petitioners be granted and the street commissioner instructed
to do the work as early as practicable report adopted
The same committee submitted the following report your committee recommend that the petition of
the sisters of the visitation asking that the sidewalk in front of their property on alta Vista street
be graded in order to enable them to complete their improvements now under progress be granted
and the street committee authorized to have the work done report adopted
Ald Crawford from the committee on streets submitted the following report to the city council of the
city of Dubuque at the last regular session of your honorable body a communication from the Knights
of Labor asking the city council to cause all city work to be done by days labor was referred to your
commmittee on streets coming from an organization said to embody a large proportion of the
mechanical laboring and other business interests of the city the communication is entitled to respect
and consideration Your committee has endeavored to give the question involved the careful attention
it deserves the principal difficulty presenting itself at the outset in considering the request of the
petitioners as that it contemplates an entire change in the manner of making city improvements From
the earliest days of our corporate existence teh plan of inviting proposals and letting to the
lowest bidder all work susceptible of being contracted has been considered the chepaest and most
feasible and almost universally followed Long observance however of any particular method in the
management of their affairs by corporations or individuals does not necessarily prove it to be
the fact best that could be adopted It is quite possible if the experiment were tried that the plan of
making all municipal improvements of every kind by days work would be found equally satisfactory
and in some respects superior to the contract system Its recommendation and endorsement by so
large a body of practical and intelligent men as the Knights of Labor of Dubuque would seem to demand
that at least it be given a fair trial One advantage would almost certainly result the work if rightly
directed would be more thoroughly performed better materials used and the improvements
to be far more expensive and the burdens of the tax pay

ers correspondingly increased It must be admitted that the experience of the past in our street labor
department would justify and uphold this objection with few exceptions teh management of this department
has been of that character that it has cost the city much more for street work performed by day labor
than it would an ordinary contractor or private individual as a rule that has been fault of the management
and superentence rather than of the system iteself there is no necessity whatever that such should be
the east If faithful and energetic men of experience and good judgment should alone be employed
to manage and superintend all work and paid a fair compensation for their services city improvements
of every character could be made as cheaply and efficiently by days labor as by contract But if
the selection of foremen and street bosses should be controlled by favoritism and nationality and
partisan influences with little or no regard to qualification or fitness it may be anticipated with perfect
certaintly that the change from the old to the new method petitioned for would result in vastly increased
expenses and the proposed experiment terminate in disastrous failure Before it would be practicable
to enter upon the proposed new system it will be necessary to revise and make radical alterations
in the ordinances of the city regulating street and other improvements It will also be well to consider
carefully in advance certain questions involved in the proposed change Hereafter the great bulk
of city work which has heretofore been done by contract will be the curbing guttering and macadamizing
or paving of streets and alleys and the construction of sidewalks such improvements have invariably
been made at the expense of the abutting property That method of paying for such work will have
to be adhered to in the future as it is required by the charter and it would be impossible to depart
from it now after so large a portion of the city has been improved in that way This would make it
absolutely necessary that an exact account should be kept of the expense of the improvement
in front of each piece of property Will it be possible to keep an accurate account of such cost when
the city itself undertakes to get out and prepare the materials and do the curbing guttering and
macadamizing or paying by days work and can the improvement be made without an enormous
increase in the cost to the property holder teh contemplated system of house sewerage which
is already a pressing necessity is required by law to be put in at the expense of the property
benefited and the exact cost assessed to each lot Can this be accurately done and without greater
cost by days work The corporation has at this time no need of additional public buildigns but the
time is not distant if the growth of the city fulfills the promise of the present when new fire engine
houses and a city hall of modern architecture and capable of affording safety for the valuable
city records will be

demanded Can these be constructed by days labor without enormous expense and consequent
heavier taxation These are questions which will have to be kept in view and provided for In the opinion
of your committee it is entirely possible by careful and judicious management and proper provisions
and regulations and the employment only of honest faithful and competent men to have charge of
all work to carry out city improvements of all kinds by days labor as cheaply and efficinetly as by
contract If after a fair trial it should be found impracticable or productive of mismanagement extravagance
or corruption the city can easily return to the old system
Your committee would recommend that the change in the method of making city improvements asked
for by petitioners be adopted and carried into effect during the year 1887 We further recommend that
the city attorney in connection with the committee on ordinances be instructed to prepare and
report to the council an ordinance providing for the necessary changes and modifications of existing
ordinances relating to city improvements embodying all necessary provisions required for carrying
into effect the proposed change

Ald Crawford presented and read a resolution laid over at the session of october 11th 1886
providing for the levying of a special assessment to pay for the improvement of White Street from
north line of north middle 1/5 lot 488 city to eagle point avenue by F W Kringle contractor no objections
being raised by the owners of abutting property capable of being sustained Ald Crawford moved
the adoption of the resolution carried unanimously

Ald Crawford presented and read a resolution laid over at the session of October 11th 1886 providing
for the levying of a special assessment to pay for laying a plank sidewalk on the east side of
Washington Street from 22nd to 23rd streets by John mcCoy contractor no objection being raised
by the owners of abutting property on motion the resolution was adopted unanimously
Ald Crawford presented and read a resolution laid over at the session of october 11th 1886 providing
for the levying of a special assessment to pay for laying a plank sidewalk on couler Avenue from
Blocklinger alley to 26th street by John McCoy contractor no objections being raised by the owners
of abutting property capable of being sustained by the council on motion the resolution was adopted
unanimously
Ald Crawford presented the following resolution which upon his motion was laid over until the
regular session in November and the recorder instructed to notify the owners of abutting property
to appear and show cause if any they have why said resolution should not be adopted
Resolved by the city council of the city of Dubuque that to pay for laying brick sidewalk on Iowa
street by John McEvoy contractor in front of an adjoining the same a special tax be and is hereby
levied on the several lots and parts of lots and parcels of real estate hereinafter named situate and
owned and for the several amounts set opposite each lot or parcel of real estate as follows

the rules and regulations of the fire department and teh transaction of any other business the
council may think proper

for the government of the fire department submitted the following
Rules and regulations of the fire department of the city of Dubuque

Chief engineer the whole fire department will be under the control of the chief engineer who shall
have and exercise supreme command at all fires and at all times when on duty over the officers and
men of the department He shall report to the city council any violation of the rules of the department
or disobedience of orders by officers or men He shall be the custodian of all department property
except as hereinafter provided and shall superintend all repairs to houses or apparatus the chief
engineer shall visit each and every company daily for the purpose of attending to any department
business which may be submitted He shall also attend all meetings of the fire committee of the
city council
The chief engineer shall notify in writing the mayor and chairman of the fire committee and all officers
of the department when leaving the city of the length of time he intends to be absent During his absence
from the city or his inability to respond the command and responsibilities of the operations of the
force will devolve upon the captain of any company which the chief may designate
Captains the captains shall have control over their company apparatus engine houses and all
department property therein and will be held personally responsible for the care and good order
of the same together with the enforcement of all rules and regulations governing the department
except as hereinafter provided They shall at all times be at their engine houses excepting when absent
on leave or at fires or alarms or when inspecting hydrants and shall devote their time and attention
to the duties of their office
It shall be the duty of the captain immediately on an alarm of fire to repair to the location of the
same with his company and place his engine in service at the most available place except
ordered otherwise to do by a superior officer of the departmetn and remain with his company at
the fire until the order is received to return to quarters He shall report in writing within twenty four
hours after each fire when and where his engine has been in service the name of each member
of his company absent from said fire the time in service the location of the hydrant or reservoir
where water was such reports to be made in the manner hereinafter provided
the captains shall keep an accurate account of the property entrusted to their keeping and from
time to time they shall submit to the chief engineer a requisition for such supplies as are required
for the proper maintenance of the company under their command They shall not surrender any
property in their control belonging to the department without first receiving a written order
from the chief engineer authorizing such surrender such orders shall be preserved and placed
on file in the engine house

each captain shall keep in a book provided for that purpose and to be known as a weekly time book
a correct record of the members of the company absent whether with or without leave
All violations of the rules shall be promptly reported to the chief engineer who shall promptly report
the same to the mayor and city council
All orders receieved by captains of companies shall be kept on file in the engine house in a book
to be provided for that purpose
It shall be the duty of each captain to keep in a book to be known as the company record the date and
time of every alarm of fire at which the company is in service also the location thereof and the time
in service if for any cause the company is thrown out of service the fact shall be stated on the record
Any operations of the company aside from those above specified will be duly recorded
There shall be kept in each engine house a map showing the exact location of each hydrant and
reservoir and it shall be the duty of the captain to see that this map is always complete and he
shall report to the chief engineer any hydrant or reservoir not fit for fire service which may become
known to him or any mbmer of the company The captain shall see that the houses and stables
are kept clean and in order that he drivers keep their horses and harness in good condition that
engines hose carriages ahose and horses are always ready for instant service and that proper
order is observed in and about the engine houses
They shall report to the chief engineer any neglect or refusal to obey the orders of the captain or
any disrespect negligence want of promptness energy or actvity in or indifference to or incapacity
for the performance of duty on the part of any member of their respective companies they shall see
that their respective engine houses are closed and that every member of the company not
absent on leave is in the house at 11 oclock pm each night
Where a reading room is connected with an engine house the captain of the company shall be
librarian and have special charge of the same and of the books furniture and other property
connected therewith he may at his pleasure delegate the duties of librarian to any member of
his company He may establish from time to time subject to the general regulations of the department
any rule or rules for the proper care and use of the reading room and books and furniture but he
shall not under any circumstances permit any books furniture or other articles to be taken from
the engine house
Engineers Engineers of steam fire engines shall be at their quarters at all times except when
absent on leave they shall when on duty

ride on their engines to all fires and under the direction of the captain discharge their duties and
they shall in no case allow water to enter their hose until an order is given by the captain or in his
absence by the acting captain
They shall not allow their engines to carry steam higher than ninety pounds pressure while in
service at fires nor water pressure more than one hundred and fifty pounds without special orders
from the officer in command at the fire
The engineer will be helf responsible for the condition and proper running of the engine and shall
not cause permit or allow the destruction of tubes coils boiler or any part of the machinery by
want of water in the boiler by freezing or any casue and if any of the parts are out of order or if
anything is wanting he will be held responsible until the same is reported to the chief engineer
through the commanding officer of the company In the absence of the engineer the stoker if competent
will perform his duties and assume his responsilities
In case of the incompetency of the stoker the chief shall temporarily employ a competent man
to perform the duties of the engineer the engineer will see that all suctions hydrants connections
feed hose etc are in order for instant use also that the engine is always supplied with proper
tools and wrenches While his engine is at service at a fire the engine will test the pressure at the
hydrant and report to the captain immediately after returning to quarters the engine shall also
report the condition of each hydrant or reservoir at which he takes water
Stokers the stokers shall at all times be at their engine houses except when absent on leave and
in absence of the engineer shall have charge of the engine at fires the stoker shsall perform
such duties as may be prescribed by the engineer they shall in like manner assist in the care
of the apparatus they shall perform such others duties as may be prescribed but it is expressly
understood that no stoker shall be assigned to any other duty when his services are needed to
put the engine in condition for service
The assistant stoker shall act as stoker in the absence of the stoker he shall under the direction
of the engineer assist in putting the engine in condition for service at fires he shall if not acting
as stoker act as a pipeman under the direction of the commanding officer of the company
Drivers the drivers shall at all times be at their quarters except when absent on leave exercising
their horses or when detailed for other duty They shall have the charge of and care of the stables
horses and harness and shall keep the same in good condition and repair and ready for instant
service the officer commanding will have supervisory authority over the drivers but the

driver will be responsible for the condition of his horses and will therefore be held accountable
for the violation of rules hereinafter prescribed for the care of horses
The health and condition of the horses must be carefully watched and in case of sickness occuring
among them it must be immediately reported to the office in command who shall at once send for
the veterinary officer and for the chief engineer As soon as the horses return to the house after a
fire or exercise they msut be rubbed until quite dry particular care being taken to rub their legs until
quite dry and warm and their feet washed with a sponge and thorughly examined for nails or stones
particular care must also be exercised not to feed or water horses while warm the horses must
be exercised two hours each day sundays and storm weather excepted at the time stated in the order
of the chief engineer but when the apparatus attends a fire or alarm it will be considered sufficient
exercise for twenty four hours unless otherwise ordered by the commanding officer
In exercising drivers shall not take the horses in any direction more than three blocks from their
quarters they shall drive at a rate of speed not exceeding five miles an hour
Drivers shall not allow any person other than an officer or member of the department to ride in the
wagon or on the horses while exercising
Drivers shall in all cases drive their horses and no officer or member of a company shall drive the
horses when the driver is present While at fires drivers shall remain with their horses and see
that they are kept blanketed and properly cared for
Racing to and from fires is strictly prohibited When the apparatus of several companies are
proceeding to a fire on the same street they shall do so in single file and under no circumstances
shall one company attempt to pass another unless ordered to do so by the chief engineer
On returning fromn a fire or alarm no engine hose carriage or hook and ladder truck shall be
driven faster than a walk except that during the months of December January February and March
the hook and ladder truck and hose carriage may be driven to quarters at a rate of speed not
exceeding five miles an hour
In responding to alarms of fire drivers are expected to get their apparatus to the scene at the
earliest possible moment In doing this work they should at all times keep their horses well in hand
and under control In turning corners or passing through crownded streets the horses shall
invariably be brought to a trot as soon as the danger of a collision or accident is over the driver
may continue at the former pace Careless handling of horses will not be tolerated by the city
council Drivers must not drive over lines of hoses In cases where it is necessary for an apparatus
to cross a line of hose the commanding officer will be the judge
In crossing bridges with their apparatus drivers shall in all cases bring

When proceeding to fires with their apparatus drivers will sound their gongs when approaching
every street crossing and as often as necessary
General regulations
1 no person not a citizen of the United States or under 21 years of age shall be eligible to appoint
as a member of the department and no person not a resident of the city of Dubuque will be appointed
to any position in the department
2 All members of the uniformed force shall devote their entire time to its service and exert their
greatest energy and best ability to do their full duty under any and all circumstances All temporary
appointments shall be made from the call force or minute men by the chief engineer subject to
the approval of the mayor
3 All uniformed members of companies shall sleep in their houses and shall unless absent with
leave be in the house at or before 11 oclock pm no persons but members of a company and acting
substitutes shall be allowed to sleep in any engine hook and ladder or supply house unless granted
permission so to do by the chief engineer men asleep in the sleeping rooms shall not be unnecessarily
disturbed
4 Each member of a company shall take care of his own bed and see that it is made up at 8 oclock
am of each day excepting the man on watch during the night who shall keep his bed made up
under the directions of th eofficer in command the hours for meals in the several houses shall
be designated by the chief engineer each man being entitled to but one hour for each meal
5 any member wishing leave of absence not to extend beyond two hours from the hour at which
it begins must personally obtain such leave from the officer in command of the company of which
he is a member who shall make a record of the same provided that but one uniformed man in
the same company be granted leave at the same time Commanding officers of companies may
obtain the same subject to the same proviso on applications to the chief engineer
Members wishing leave of absence to extend beyond the two hours must obtain the same
from the chief engineer but the application for such leave must be made throguh the captain
No leaves of absence shall be granted between 12 oclock noon July 3 and 7 oclock am july 5
in each year no leave of absence will be granted for a longer prior than thirty days
6 when any member of the department is sick he shall cause th efact to be properly reported at
the quarters of his company the officer in command shall then grant such member leave of
absence on account of sickness At the expiration of twenty four hours the commanding officer
shall apply to the chief engineer for a substitute The chief engineer shall upon receipt of such
application designate a substitute to go on duty in place of such sick member such substitute
shall remain on duty until the member for whom he is

subbing reports in person to the office in command of this company In case of death in the immediate
family of an officer or any member of the department they shall be granted leave of absence by
the commanding officer of their company on account of death in their family without loss of pay
such leave to extend from the time it is granted until a reasonable hour after the burial
No leave shall be granted under this proviso except in the case of death and commanding officers
will see that the privilege is not abused Under no circumstances shall a company be without its
full complement of officers and men for a longer period than twenty four hours
In case any uniformed member of the fire department is prevented by injury or sickness caused by his
service in the department from performing his duty therein he shall receive the salary and compensation
allowed him while in actual service during such disability and sickness provided he produces the
certificate of an attending physician to the chief engineer and the commending officer of the
company to which such member belongs that he is unable to work from the causes aforesaid
provided that such payment is approved by the city council and provided further that such payment
shall not continue longer than a period of one month
7 Substitutes who serve less than twehty four hours must be promptly paid by the members whos
places they fill the names of all substitutes for a longer prior than twenty four hours must be placed
on the payroll
8 Officers shall be just dignified and firm in their intercourse with subordinates being careful to
abstain from violent abusive or immoderate language in giving orders and directions as well
as in conversation with them see that all rules and orders are strictly carried out and obeyed
and promptly report by well sustained charges any violations of rules or orders the men of the
force shall not use obscene immoral disrespectful impudent or other improper language but always
be respectful and gentlemanly to their supervisors associates and citizens
9 when an officer in command of a company finds he has hose or other property belonging to any
other company he shall immediately order the return of the same
10 any work that is necessary to be done to apparatus engines harness houses lots fences or
any other work that is connected with the department shall be done by the members if practicable
But no work except for the benefit of the department will be allowed in or about any house or
any department premises
11 Any office or member who wilfully or maliciously turns a stream of water or cause it to be
done on any person or persons shall be subject to dismissal from the department
12 All charges against officers and men for violation of the rules of the department shall be made
in writing to the city council

through the chief engineer whenever any member violates any rule of the department it shall be the
duty of the commanding officer to prefer charges against said member
no charge will be entertained against any member of the department unless such charge is made
in writing within thirty day safter the act complained of shall have been committed
When charges are preferred against a member of the department for violation of the rules and
regulations the result of the investigation of such charges and the final action of the city council
in relation thereto shall be read by the officer in charge in presence and hearing of the whole company
to which such member may belong
13 For neglect of duty or violation of the rules and regulations the chief engineer may with the
consent of the mayor suspend from duty any member of the department until the same with the c
causes and facts on which the suspension is ordered can be reported to and acted upon by the
city council
14 In responding to alarms of fire the commanding officer shall ride on the hose carriage by teh side
of or on the seat nearest the driver the engineer and fireman on the bunker and other members on
such part of the apparatus as shall be designated by the chief engineer Under no circumstsances
shall any person not an officer or member of the department be allowed to ride on any engine hose
carriage hook and ladder truck or wagon while going to or returning from a fire
15 No spiritous or intoxicating liquors shall be allowed on any premises of the department nor
shall any game of chance be permitted thereon Political or relgious discussions in any engine
or truck house are prohibited Smoking will not be permitted in teh apparatus room between
the hours of 10 am and 5 pm and strictly prohibited in the sleeping room barn or on or about any
apparatus at all times nor will any member of the department be allowed to smoke or drink
liquor while actively engaged in the work of the department
16 No officer or member of the department shall receive any fee or reward for extraordinary
services rendered as a fireman without special permission of the city council nor any officer or
member ask demand or receive from any person or persons pay for services rendered or
required in the performance of his duty as a fireman no horse wagon or other fire department
property shall be used by any officer or member of the fire department on any other person for
any purpose not strictly the legitimate business of the fire department Commanding officers shall
not allow such property to be delivered to any person but the proper officer without a written order

17 No person shall be appointed to any position in the department under twenty one yeras of aga or
over forty years of aga or who does not bear a good moral character and whos habits are moderate
as to the use of stimulants and tobacco Neither shall any person be appointed on account of his
political preference or influence No member of the department shall take any part in politics or
elections except to cast his own vote Any member of the department who becomes a delegate to
any political caucus or convention or accepts a nomination for any elective office shall be considered
as having vacated his position No member of the department shall be compelled to contribute
any money to any political party or association
18 Members of the department on resignation or dismissal will immediately surrender to the chief
officer of their company their coy of rules and regulations with their badge and all other insignia
of membership in their possession belonging to the department resignations must be transmitted
to the city council through the captain and chief engineer members of the department wishing to
resign must in all cases give the chief engineer ten days notice of their intention of leaving the
service
19 It shall be the duty of every member of the department to promptly report to the commanding
officers of their companies any information they may have as to obstructions in the street defective
pavements dangerous buildings and leaking hydrants and reservoirs When hydrants or reservoirs
are reported covered or obstructed with building or other material the commanding officer of the
engine company nearest such hydrant or reservoir will immediately notify the proper person to
promptly remove all such obstructions
20 Hose shall be changed from the hose carriage and tower or rack immediately after each
fire at which the engine has seen service Hose shall be changed every two weeks from the date
of the last fire at which the engine was in service
21 Any officer or member of the department considering himself aggrieved by the orders or
conduct of a supervisor officer or from any cause may send to the chief engineer a written statement
of his grievance who shall immediately transmit the same to the city council for their action but
frivolous complaints shall not be encouraged
22 The members of the department shall make themselves thoroughly acquainted with teh location
of the reservoirs hydrants and fire alarm boxes It shall be the duty of commanding officers of
engine companies to remove snow from all reservoirs in their districts as soon

as it stops snowing they shall also place salt around reservoirs covers as often as may be required
to keep ice from forming around them
23 All officers and members of the uniformed department shall wear the full uniform of the department
as adopted by the city council at all times whether on or off duty and no member shall appear
in public without wearing the same unless granted permission to do so by the chief engineer
All officers and members of the uniformed department shall wear their badget on the outside of
their vest over the left breast and on parade outside of coat All members of the uniformed department
shall wear a fire hat at all fires
24 All orders from the chief shall be in writing except at fires provided that any orders telephoned
by the chief shall be obeyed
25 Commanding officers shall not allow persons not members of the department to lounge in or
about the houses or premises under their control All necessary work about teh house shall be
done by 9:30 oclock am sharp and immediately thereafter the members of the different companies
shall be drilled and exercised in hitching up their horses and mounting apparatus by their commanding
officer for at least half hour each day except Wednesday Saturday and Sunday or excused by the
commanding officer All uniformed men must appear in full fatigue uniform before 10:30 am and remain
uniformed until after 10 oclock pm of each day no work not actually necessary shall be done on any
department premises on Sunday
26 A continuous watch must be kept in the apparatus rooms of the engine and truck houses
during the whole twenty four hours the number of hours for watch and the arrangement of the same
to be regulated by the chief engineer Such regulations shall apply to all engine houses alike
the man on watch shall see that everything in the apparatus room and stable is in its place and
in proper order that the engine hose carriage and hook and ladder truck are in proper condition
for immediate service and kept so that the water in the boiler is kept at the proper temperature
that the heater for engine boiler is kept constantly supplied with water and all the fires properly
kept and attended to It shall be the duty of the man on watch to answer all telephone calls make
all records on teh companys journal receive all alarms of fire and ring on teh house bell the
alarms He shall in no case leave the house during the hour of watch except in case of fire without
permission of the officer in command
27 Any member of the department refusing or neglecting to pay his just and lawful debts incurrec
for himself or family shall be liable to dismissal or suspension from the department
28 Citizens and visitors shall be courteously treated their reasonable questions civilly answered
and any proper information given them
29 Members of the different companies of the department shall have twelve hours off duty
alternately commencing at 11 oclock am but in the event of an alarm of fire they shall immediately
respond

30 the members of the department must at all times address their superior officers by their proper
titles and in all cases use the word without any abbreviation whatever When the chief visits the
quarters of a company the officers and members shall rise if seated and salute by touching the
visor of their cap but it is not expected that any work going on shall be interrupted shall also salute
their superior officers when meeting or passing them on the street Superiors must always
acknowledge the salutation by a return salute
31 All members of companies shall be subject to teh orders of the captain of their respective
companies and to the chief engineer all orders from the chief engineer to the several companies
and to the members of teh same shall be given through their respective captains except at fires when
the emergency of the case may render it necessary for him to give his orders direct
32 all members of the department shall promptly obey both at their engine houses and at fires
and elsewhere when on duty the orders of their superior officer and any violation of this article
shall render the offender liable to prompt dismissal from the service
33 no member of the department shall loiter or remain about saloon grocery or other place where
intoxicating liquors are kept or visits houses of chlfame nor shall intoxication be allowed
34 the members of the several companies shall be subject to the orders of their respective captains
and shall at all times yield prompt obedience thereto without grumbling murmering or raising objections
or the use of insulting or disrespectful language and any serious or repeated violation of this
regulation shall be promptly reported to teh chief engineer and by him to the city council and shall
render the offender liable to dismissal upon the death of any member of the department the
several houses shall be draped in mourning for a time not exceeding one day after the funeral
except the quarters to which the deceased was connected where it may remain for a time not
to exceed thirty days
35 nothing in the preceeding rules shall be so construed as in any way to interfere with a prompt
response to alarms of fire The right to suspend or repeal any of the foregoing regulations
remains solely with the city council
36 Each and every violation of any of the foregoing rules will render the offender subject to suspension
or dismissal from service or such other punishment as the city council may deem just and proper
to impose

Ald Crawford moved that the matter of equipping the police force with caps and overcoats
for winter wear be referred to the police committee and mayor with power carried

Ald Parker offered the following resolution resolved by the city council of the city of Dubuque that
a sidewalk twelve feet wide of good two inch plank be within ten days of this notice constructed
and laid in conformity with the ordinance in relation to sidewalks on the north side of Ninth Street
abutting lot 278 city

Resolved that the city engineer be and is hereby instructed to make a survey and plat of a street
forty 40 feet in width along the east line of the additions of E Langworthy and C S Langworthy
from Twenty third to Sanford Street said survey and plat to be in all respects in accordance
with the provisions of section one 1 of chapter

Ald Trexler offered the following resolution
Resolved by the city council of the city of Dubuque that eight street between Washington and Pine
streets be graded guttered curbed and macadamized in conformity with the ordinance upon
that subject That the city engineer be and he is hereby directed to make the necessary plans
and specifications for said improvement and the city recorder directed to give the proper notice
for bids and proposals for the performance of the work the guttering curbing and macadamizing
to be done at the expense of the owners of the abutting property
