approval of the construction plans and specifications having a construction estimate of
$89,000.00; and establish March 2, 2026, as the date of the public hearing; and hereby
authorized to advertise for bid proposals for the 2026 Public Works Asphalt Overlay
Program, Sidewalk Curb Ramp Project - Bid Package 2 through adoption of the
attached resolution.
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 2 will provide for the replacement of 10 access curb ramps, adjacent street
pavement work, curb and gutter replacement, sidewalks, and landscape restoration
work in coordination with the Public Works Asphalt Overlay program at the following
locations:
• University Ave. from Pennsylvania Ave. to Loras Blvd. — 10 Ramps

INTRODUCTION
This memorandum requests the City Council approval and authorizes the initiation of
the public improvement construction bidding process and sets a public hearing date for
March 2, 2026, for the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb
Ramp Project - Bid Package 2.
BACKGROUND
Since 1990, the City of Dubuque has installed pedestrian access ramps around the City
of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian
access ramps allow people with mobility challenges to access the City's sidewalk
system. The design standards for these ramps have evolved over time as more ramps
have been installed and standards have changed.
Since 2011, The City of Dubuque follows the Proposed Accessibility Guidelines for
Pedestrian Facilities in the Public Right -of -Way (PROWAG) standard. These are the
most current standards to use for facilities in public right-of-way and addressed issues
brought up since the original ADA standards were developed. Both the Iowa
Department of Transportation (Iowa DOT) and the Federal Highway Administration
(FHWA) adopted PROWAG and require all cities that receive federal or state funding to
follow these standards.
DISCUSSION
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 2 will provide for the replacement of 10 access curb ramps, adjacent street
pavement work, curb and gutter replacement, sidewalks, and landscape restoration
work. This project is in coordination with the Public Works Asphalt Overlay program at
the following locations:
• University Ave. from Pennsylvania Ave. to Loras Blvd. — 10 Ramps

date of the public hearing and authorizing the Engineering Department to advertise for
bids for the project.

SIDEWALK CURB RAMP PROJECT - BID PACKAGE 2
PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
WHEREAS, the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb
Ramp Project - Bid Package 2 will include providing all labor, equipment, and materials
to install 10 ADA accessible curb ramps along University Ave. from Pennsylvania Ave. to
Loras Blvd. In relation to the curb ramp work, adjacent pavement, sidewalk and landscape
restoration work are included with the project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid Package
2 in the estimated construction amount $89,000.00, are hereby preliminarily approved
and ordered filed in the office of the City Clerk for public inspection.
A public hearing will be held on the 2rd day of March, 2026, at 6:30 p.m. in the
Historic Federal Building Council Chambers 350 W. 61h Street, Dubuque, Iowa, at which
time interested persons may appear and be heard for or against the proposed plans and
specifications, form of contract and estimated cost of said Project, and the City Clerk be
and is hereby directed to cause the attached notice of the time and place of such hearing
to be published in a newspaper having general circulation in the City of Dubuque, Iowa,
which notice shall be published not less than four days nor more than twenty days prior
to the date of such hearing. At the hearing, any interested person may appear and file
objections to the proposed plans, specifications, form of contract, or estimated cost of the
Project.
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project -
Bid Package 2, is hereby ordered to be advertised for bids for construction.
The amount of the security to accompany each bid shall be in an amount which
shall conform to the provisions of the Notice to Bidders hereby approved.
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project -
Bid Package 2, is hereby directed to advertise for bids for the construction of the
improvements herein provided, by publishing the Notice to Bidders to be published on the
City of Dubuque website and a contractor plan room service with statewide circulation,
which notice shall be published not less than thirteen but not more than forty-five days
before the date for filing bids before 2:00 p.m. on the 12th day of March, 2026. Bids shall
be opened and read by the City Clerk at said time and will be submitted to the City Council
for final action at 6:30 p.m. on the 16th day of March, 2026, in the Historic Federal Building
Council Chambers 350 West 6th Street, Dubuque, Iowa.
