SUBJECT: Setting a Public Hearing for the adoption of the Public Housing Authority
Annual Plan for Federal Fiscal Year 2026.

Assisted Housing Supervisor Gina Hodgson is recommending City Council set a public
hearing for April 6, 2026, to receive input on and adopt the Public Housing Authority
Annual Plan for the Public Housing Authority. A PHA is required to submit an Annual
Plan to the U.S. Department of Housing and Urban Development (HUD) each fiscal
year.
The Resident Advisory Board comprised of all residents on assisted housing, must
review the proposed plan. This meeting is scheduled to be held in February 2026.
The Annual Plan was reviewed by the Housing Commission on January 27, 2026 where
the commission was given the opportunity to review the plan and provide input and
comments.
The FFY 2026 PHA Annual Plan includes a report on the PHA's progress in meeting its
Mission and Goals described in its 5-Year PHA Plan. This Federal Fiscal Year 2026
highlights the following successes in working towards achieved the goals and objectives
in the 5-Year PHA Plan.
The PHA Annual Plan describes how the PHA operates and the services it provides.
The plan is used to inform HUD, assisted families, and the public about the PHA's
mission, goals, and priorities while outlining how the PHA serves low-, very low-, and
extremely low-income households.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The City of Dubuque is a Public Housing Authority (PHA) that provides housing
assistance to residents. A PHA is required to submit an Annual Plan to the U.S.
Department of Housing and Urban Development (HUD) each fiscal year.
DISCUSSION
The City Council is required to set a public hearing and then hold the public hearing
prior to approving the PHA Annual Plan before it is submitted to HUD.
The Annual Plan was reviewed by the Housing Commission on January 27, 2026 where
the commission was given the opportunity to review the plan and provide input and
comments.
The Resident Advisory Board, comprised of all residents on assisted housing, must
review the proposed plan and be given the opportunity to provide input and comments.
This meeting is scheduled to be held in February 2026.

PHA Goal: Increase Homeownership Readiness
• Focused on improving homeownership readiness through education,
engagement, and financial stability.
• Facilitated tenant education workshops for the "Back to Work" group, covering
homeowner responsibilities and long-term planning.
• Conducted targeted outreach to HCV participants to increase enrollment in the
FSS Program (NLSP) and support self-sufficiency.

Achieved multiple FSS participant graduations with escrow, reflecting progress in
employment, goal -setting, and financial empowerment.
Increased FSS escrow earnings, helping households build savings for future
homeownership costs such as down payments and closing costs.
PHA Goal: De -Concentration of Poverty
• Strengthened program oversight and participant outcomes to expand access to
higher -opportunity areas.
• Collaborated with HUD through monthly HCV data reviews, achieving full
voucher utilization while maintaining budget compliance.
• Implemented updated participant briefings to clarify program rules and improve
leasing outcomes.
• Supported a CDBG-funded security deposit assistance program to reduce
upfront leasing barriers.
• Increased voucher leasing success rates from 40% to 70%, with growth in
SAFMR 52002.
• Expanded housing opportunities through new developments in SAFMR districts
outside historically concentrated voucher areas.
PHA Goal: Support Childcare Initiatives in the Community
• Supported expanded access to childcare through the opening of multiple new
daycare centers in the City of Dubuque.
• Participated in monthly meetings with community partners to address childcare
affordability.
• Coordinated resources, shared data, and developed strategies to reduce cost
barriers for families.
• Strengthened family stability and workforce participation through improved
childcare availability.
The PHA Annual Plan describes how the PHA operates and the services it provides.
The plan is used to inform HUD, assisted families, and the public about the PHA's
mission, goals, and priorities while outlining how the PHA serves low-, very low-, and
extremely low-income households.
RECOMMENDATION
I respectfully request the Mayor and City Council set a public hearing for April 6, 2026,
to receive input on and adopt the PHA Annual Plan for the Public Housing Authority.

RESOLUTION NO. 47-26
A RESOLUTION SETTING A PUBLIC HEARING TO REVIEW AND APPROVE THE
PUBLIC HOUSING AUTHORITY FEDERAL FISCAL YEAR 2026 ANNUAL PLAN
WHEREAS, the City of Dubuque is designated as a Public Housing Authority; and
WHEREAS, the City of Dubuque maintains and creates a Public Housing
Authority Annual Plan each fiscal year; and
WHEREAS, the Housing Commission reviewed & approved the Annual Plan on
January 27, 2026; and
WHEREAS, Resident Advisory Board (RAB) will hold a meeting to review the
Annual Plan in February 2026; and
WHEREAS, the City desires to hold a public hearing to receive comment on the
proposed Public Housing Authority Fiscal Year 2026 Annual plan.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council will meet in the Historic Federal Building, Council
Chambers, 2nd Floor, 350 West 6th Street, Dubuque, Iowa at 6:30 p.m, on April 6, 2026,
for the purpose of holding a public hearing and taking action to approve the Public
Housing Authority Fiscal Year 2026 Annual Plan.
Section 2. That the City Clerk is hereby authorized and directed to publish a notice
of such public hearing and the City Council's intent to review and approve the Public
Housing Authority Fiscal Year 2026 Annual Plan.

Notice is hereby given that the Dubuque City Council will conduct a public hearing
on Monday, April 6, 2026 at a meeting to commence at 6:30 p.m. in City Council
Chambers, 350 West 6th Street, Dubuque, Iowa.
The City Council will consider a proposed Fiscal Year 2026 PHA Annual Plan.
Interested parties may examine the contents of the proposed Plan at the City Clerk's
