City Engineer Gus Psihoyos is recommending City Council approve the plans,
specifications, form of contract and estimated cost of $122,523.00 for the Levi &
Sullivan Storm Sewer Extension Project through the adoption of the attached resolution.
This project includes extending 440 feet of storm sewer along Sullivan Street and
installing 1,080 feet of drain tile along Sullivan Street and Levi Street to resolve ongoing
sump pump drainage issues in the area. Currently, sump pumps discharge directly onto
the roadway near the intersection of Sullivan and Levi Streets, creating persistent icing
and algae problems for nearby residents. This location has become a recurring winter
maintenance concern for the Public Works Department. The planned storm sewer
extension will also improve the collection of surface water flowing down Sullivan Street,
enhancing overall drainage and safety.

INTRODUCTION
This memorandum and attached resolution is in reference to the City Council public
hearing for the Levi & Sullivan Storm Sewer Extension Project.
DISCUSSION
This project includes extending 440 feet of storm sewer along Sullivan Street and
installing 1,080 feet of drain tile along Sullivan Street and Levi Street to resolve ongoing
sump pump drainage issues in the area. Currently, sump pumps discharge directly onto

Whereas, the Levi & Sullivan Storm Sewer Extension Project includes extending

public hearing was held on February 16, 2026, on the plans, specifications, form of
contract, and estimated cost for the Levi & Sullivan Storm Sewer Extension Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the attached plans, specifications, form of contract and estimate of total cost
for the Tanglewood Court Storm Sewer Extension Project in the estimated construction
amount of $122,523.00, are hereby approved.

PUBLIC NOTICE: is hereby given that the Dubuque City
Council will conduct a public hearing on the 16th day of
February, 2026 at 6:30 p.m., in the Historic Federal Building,
350 W . 6th Street, 2nd floor, Dubuque, Iowa, at which meeting
the City Council proposes to hold a public hearing on the
proposed plans, specifications, form of contract and estimated
cost for the Levi & Sullivan Storm Sewer Extension Project.
The scope of the Project is as follows: This project
includes extending 440 feet of storm sewer along Sullivan
Street and installing 1,080 feet of drain tile along Sullivan
Street and Levi Street to resolve ongoing sump pump drainage
issues in the area. Currently, sump pumps discharge directly
onto the roadway near the intersection of Sullivan and Levi
